Saraswati Vs Savitri Bai Phule.. Debate: RAT Questions Education Department’s Actions Against Hemlata Bairwa, Issues Notice

The Dalit teacher has challenged her suspension in a court — which has sought a reply from the Education Department through a show cause notice.
Abdul Mahir
Jaipur: In a significant development, the Rajasthan Administrative Tribunal (RAT) has issued a notice to the state Education Department concerning the case of Hemlata Bairwa, the Dalit teacher who declined to worship Devi Saraswati on Republic Day.
Following the refusal, she was placed under suspension and transferred to Education Directorate at Bikaner, which is over 100 km away from her place.
Social organisations are coming forward to help Dalit teacher who defiantly refused to worship Devi Saraswati on the occasion of Republic Day, stating that “Mata Savitri Bai Phule” is the real goddess of education.
Dr Ambedkar Anusuchit Jati Adhikari Karmchari Association (AJAK) — an association of scheduled caste officers and employees — has donated Rs 50,000 to Bairwa as a financial support to fight the ongoing legal case against her.
The Dalit teacher has challenged her suspension in Rajasthan Administrative Tribunal — which has sought a reply from the Education Department through a show cause notice.
Retired IPS Officer Satyaveer Singh, an office bearer of the AJAK, told The Mooknayak, “Our organisation works for the protection and constitutional rights of the officers and the employees. Hemlata approached us for legal help, though she has hired her own lawyer.”
He claimed the association has helped her financially to mitigate her damage so that the morale of the employee remains intact, and she gets financial backing. This will also inspire people to join the organizations and unite.
In addition, two other teachers — Pooja Bunkar and Mukesh Bunkar — have also become victims of alleged government harassment. The AJAK claimed to provide them as well as a financial assistance of Rs 15,000 each.
Bairwa talked about adhering to the Constitutional values in government educational institutions in spite of the fact that the government took action against her.
In this regard, Singh said, “Indian Constitution was framed and drafted under the leadership of Baba Saheb Dr Bhimrao Ambedkar with the belief that everyone will gradually abide by scientific approach. A person’s freedom and rights would be protected under the Constitution.”
On the other hand, Bairwa is asking the same question: “What wrong did I do?” “Under the Indian Constitution, religious education is barred and so is worship. They were mounting pressure on me to conduct the Saraswati Pooja that I refused and called Savitri Bai Phule as the goddess of education,” she told The Mooknayak.

Attack on Dalit woman in Manipal for feeding stray dogs: Accused sent to judicial custody

Udupi: Chandrakanth Bhat, who was arrested under charge of brutally assaulting a 50-year-old Dalit woman recently for feeding stray dogs near his house at Indrali in Hayagriva Nagar, has been remanded in 14 days of judicial custody.
The Dalit woman, Baby, a resident of Kunjibettu Budnar was grievously injured in the attack and is being treated at the Ajjarakadu Hospital.
Bhat was reportedly angered that Baby, who is learned to have been acquainted with Bhat, was feeding the stray dogs near his house. Taking an objection to this, Bhat not only abused the woman verbally but also reportedly hit her on the head with a wooden rod.
A case was booked against Bhat at the Manipal Police Station under Indian Penal Code (IPC) 1860 and the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act. Bhat was arrested by Manipal Police on March 21 and, when he was presented before the court, the bench ordered that he be sent to judicial custody for 14 days.
The Udupi District Committee of the Karnataka Dalita Sangharsha Samiti (Ambedkar faction) has alleged that the authorities, under pressure from the local legislator, admitted the arrested accused to the Udupi District Hospital on the same night, claiming ill-health. The panel has also said that the accused has been receiving ‘royal treatment’ at the hospital.
The Committee office-bearers, who spoke to Udupi Superintendent of Police Dr. Arun K, have urged the senior police officer to take strict action and ensure that there is no violation of the law in handling the case. They have also asked the SP to continue the investigation after adding the IPC Sections that were excluded in the FIR.
The panel members also met the attack victim Baby at the District Hospital with the permission of the Udupi Deputy SP, who is the investigation officer.

Administration Launches Investigation into Restrictions on Dalit Women’s Access to Tube Wells in MP Village

A team of officials, including Naib Tehsildar Siddhant Singh, was dispatched to conduct an on-site investigation. Preliminary findings indicate a water shortage in the village. With the tap water scheme incomplete, women from the village rely on tube wells on private properties for water.

Bhopal- The recent outcry from Dalit women in Sihore district in Madhya Pradesh, who have voiced concerns over restrictions on their access to water sources, has sparked an investigative process to delve into the matter.
In a troubling scenario, these women have reported being denied the basic right to collect water from tube wells, prompting authorities to launch a thorough examination of the situation.
The administration is currently investigating the issue. Initial findings by the Tehsildar indicate that the tube wells in question were constructed on private land. The administration is currently delving deeper into this matter.
Speaking with The Mooknayak, Sehore SDM Tanmay Verma stated that the Collector had directed to address the written complaint filed by the women of Muskara village. Allegations in the complaint suggested that the women were prohibited from accessing water from tube wells due to caste discrimination.
A team of officials, including Naib Tehsildar Siddhant Singh, was dispatched to conduct an on-site investigation. Preliminary findings indicate a water shortage in the village. With the tap water scheme incomplete, women from the village rely on tube wells on private properties for water. However, due to water scarcity, landowners have restricted access to these tube wells, prompting the women to seek intervention from the collector’s office.
The administration clarified that an investigation is underway, and if any instances of caste-based discrimination against women are substantiated, appropriate legal action will be taken. Thus far, no cases have been registered against anyone.
Background of the Issue
Recently, Dalit women from Muskara village in Sehore district, facing a drinking water crisis, took their grievances to the Collectorate. They submitted a complaint letter to Deputy Collector Vandana Rajput, alleging that upper-caste individuals in the village were denying them access to water from private tube wells. The women urged the district administration to address the issue by initiating hand pump installation in Balmiki, Malviya, and Kumhar localities of the village.
In their complaint, women from the Muskra Gram Panchayat expressed dissatisfaction with the village Sarpanch and Secretary’s inaction in resolving the water problem. They highlighted that 108 families, predominantly laborers, residing in Balmiki Mohalla, Malviya Mohalla, and Kumhar Mohalla, faced severe water scarcity despite the construction of a water tank.
The complainants alleged that influential individuals from the village, belonging to the the upper caste, restricted the women’s access to water from their private tube wells, exacerbating the water crisis for both humans and livestock.
Villagers including Sulochana, Nandi, Sarita, Sara, Dhankuwar, Mamta, Radhabai, Shyam, Kantabai, Rajkumar, Gaura, Sumitra, and Reena, rallied together to demand a resolution to the water problem from the Collector.

JNU Election 2024: First Tribal Candidate Vows to Fight for Social Justice and Transformation as Presidential Hopeful
New Delhi: “I belong to the Orao community, a tribal community. My father works as a laborer in a rice mill, and my mother is also a laborer, supporting my higher education by transplanting paddy in others’ fields. I have been struggling to get higher education since childhood,” says Vishwajeet Minji, a tribal student pursuing a Ph.D. from Jawaharlal Nehru University in New Delhi.
Minji is the presidential candidate from the BAPSA (Birsa Ambedkar Phule Students Association). He says that he is the first tribal candidate for the post of President in the history of JNU.
The 25-year-old Vishwajeet Minji, hailing from a small village in Mahdebpur district of West Bengal, has persevered a lot to reach this stage. “We are not merely fighting for Social Justice, but also for Social transformation,” says Minji, emphasizing BAPSA’s commitment to representing the issues of the Bahujans, the oppressed, and the downtrodden.
He adds, “BAPSA represents the real voice of the campus and stands for the rights, issues, and welfare of the students. Every panel of BAPSA is inclusive at every level, representing women, SC, ST, OBC, LGBTQ, differently-abled, and religious minorities in the true sense.”
“We stand against the politics of violence and Manuvadi Thinking,” Minji remarks, criticizing ABVP’s politics and stating, “The condition of the Bahujans in the country is very bad and has also affected the campus. The campus is witnessing violence on a daily basis; people resort to violence for politics… we are fighting against this Manuvadi thinking and the dirty politics.”
Referring to the Left forces, he adds, “I want to convey this to the Left groups that they should stop presenting themselves as our saviors; if the problem is ours, the issue is ours, then the politics should be also ours.”
“BAPSA is raising the issues of the oppressed,” Minji asserts. “BAPSA is talking about Oppressed Unity. The people who come from the oppressed sections, be it the Dalits, Tribals, Muslims, OBC, or anyone who has been oppressed.”
Mentioning his encounters with caste-based discrimination, he says, “Even today, people have a stereotypical mindset about the Tribal community; many times people see us from a different perspective.”
It is to be noted that Jawaharlal Nehru University (JNU) is holding elections after a hiatus of four years. All the prominent Student Unions have fielded their candidates. On the four central panel posts, eight candidates have been fielded for President, four for Vice-President, four for Secretary, and three candidates are contesting for Joint Secretary.
This time, the JNUSU has fielded joint candidates for the Central Panel. ABVP has declared candidates for the Central Panel and the councilor posts; the rest of the candidates are from other student outfits and independents. There are a total of 111 candidates for the 42 councilor posts.
JNU goes to the polls for the various posts of JNU Student Union. The polling for these posts will be held through a Ballot Box on 22nd March, in which 7,751 students will vote, and on 24th March, the results will be declared.

BUS SERVICE WAS NOT ALLOWED BY BADUGAS(OBC) TO Adivasi Village koranur.

The extension of the bus service from Ebbanad would have helped around 25 Dalit and Adivasi families of Koranur and Bikkapathy Mund have better access to the district headquarters. | Photo Credit: M. SATHYAMOORTHY The residents of a village in the Nilgiris refused to allow the State Transport Corporation to extend a bus service to Koranur, merely two kilometres further. Had it been extended, the service would have allowed around 25 Dalit and Adivasi families an easier access from and to town.On the night of February 28 this year, residents of Ebbanad village, around 15 kilometres from Udhagamandalam in the Nilgiris, staged a protest. They blocked a Tamil Nadu State Transport Corporation (TNSTC) bus on a newly extended route to Koranur, a Dalit village two kilometres from there. Following the protest, the police asked the passengers to disembark and walk to their village. The Ebbanad residents, belonging to the dominant OBC, known as the Badagas, refused to allow the TNSTC to extend the bus service to Koranur. The extension would mean that around 25 Dalit and Adivasi families of Koranur and Bikkapathy Mund would have an easy access to transport, and children and adults could reach the district headquarters easily.Eight-km walkADVERTISEMENTDinesh Kuttan, a resident of Bikkapathy Mund, around four kilometres from Ebbanad, says the Toda residents there would have had their daily commute by walk halved, had the service been extended to Koranur. This is the habitation where he and his family have been forced to move to from their village for lack of bus services. “Our children can go to school only if we live in Koranur. Otherwise, they would have to walk a cumulative distance of eight kilometres, cutting through a reserved forest — populated by elephants, sloth bear, and tigers — to get to Bikkapathy Mund,” he says.
