From news papers,

By demolishing the house occupied for 40 years, the government has given the message of being anti-Dalit – various organizations expressed anger

POSTED ON JUNE 19, 2024

Women and children of BPL Dalit family are forced to live under the open blue sky in the scorching heat. In village Mahasar, the administration demolished the 40-year-old house and evicted them, the household goods were burnt to ashes by setting it on fire. The victim family accused the Sarpanch of destroying them due to enmity for not voting.

In the serious case of demolition of the house of a BPL Dalit family in village Mahasar of Ateli block by the Panchayat and administration and evicting them and burning all the household goods to ashes, the head of Sarva Scheduled Caste Sangharsh Samiti Chandan Singh Jalwan, General Secretary Birdi Chand Gothwal, Vice President of All India Reservation Bachao Sangharsh Samiti Lala Ram Nahar, State Auditor Ramkumar Dhainwal, Head of Sangharsh Samiti Ateli Prabhu Dayal, Treasurer Dayanand Sanwariya and Sumer Singh Gothwal of Bhartiya Samajik Parivartan Sangh reached village Mahasar on Tuesday and inspected the spot. And heard the plea of ??the victim Sheelavanti wife of Mahendra. On hearing the painful story of the victim and seeing the scene there, everyone was shocked that the women and children of the victim family are forced to live under the open sky in this scorching sun and temperature of more than 46 degrees. Everyone is dependent on the mercy of the village for food and drink. Taking strict cognizance of this matter, various organizations have sent a joint signed letter to the President, National Scheduled Caste Commission, National Women Commission, Chief Minister, Additional Secretary of Panchayat Department and Deputy Commissioner and demanded that a high level investigation of this painful incident should be done.

The victim family should be provided a plot and the house should be made permanent under the government’s housing scheme and along with this, the government should also give proper compensation to compensate for the clothes, bedding and all other items burnt to ashes in the fire. Birdi Chand Gothwal, General Secretary of Sangharsh Samiti and Chief Advisor of Kabir Samajik Utthan Sanstha Delhi, said that the victim family is the original resident of village Mahasar and they do not have any plot for other residence. On the basis of this plot, the victim has electricity connection, Aadhar card, voter card and all other documents. According to the victim Sheelwanti, this plot was given to them 40 years ago by the Panchayat and the prominent people of the village for residence, in which we were living our life by building two kutcha houses.

Except March 2024, we were not given any notice by the Panchayat or the administration in the last 40 years and now, due to the grudge of not voting in the Panchayat elections, the current Sarpanch got us evicted and the administration demolished our kutcha houses and set the house on fire. The administration also took away our fifteen thousand bricks. The cash, jewellery, clothes, bedding and children’s curriculum and original certificates kept in the house all burnt to ashes. Due to lack of curriculum, the future of the children of this family has also become dark. On the contrary, the administration filed a case against us and sent the victim Sheelwanti’s husband Mahendra, brother-in-law Mukesh and 17-year-old minor son to jail. In the condition of ruining the family, in the absence of financial amendments, we are forced to arrange for their bail. The entire burden of the family depends on the wages of Sheelwanti’s husband Mahendra. This painful and serious matter was condemned by the organization secretary and former head of Rashtriya Kumhar Mahasabha, Kishanlal Luhaniwal, head of Guru Ravidas Sabha, Balbir Singh Baberwal, general secretary of Haryana Pradesh Chamar Mahasabha, Gurdayal Singh Nahar, head of Koli Samaj, Totaram, Rajesh Chavariya of Valmiki Sabha, prominent social worker of Dhanak Samaj and former DGM Mahendra Khanna, advocate Bhim Singh Dahiya of Bar Association, Sumer Singh Gothwal of Bhartiya Samajik Parivartan Sangh and Hazarilal Khatawala of Sangharsh Samiti and they termed the impractical working style of Panchayat and administration as dictatorship. Along with this, by ruining a BPL victim family, the government has also given the message of being anti-Dalit. If the Panchayat and administration wanted, they could have fixed a reasonable amount at the collector rate for this BPL family and kept this plot as it is. Due to the impractical working style of Panchayat and administration, today this family has become a beggar. On this occasion, Sushila, Aarti, Monica, Kamala, Saroj, Suman, Suman Chauhan and others from the victim’s family were present.

Opinion | M.C. Rajah: The Forgotten Hindu Mahasabha Dalit

POSTED ON JUNE 19, 2024

New Delhi, India, While some sought separate paths, M.C. Rajah believed true change lay in reforming Hinduism from within. He fought tirelessly for Dalit equality within the faith, confident in its capacity for change. Today, his vision is largely absent from historical narratives

Written By: Raja Baradwaj

The title of this article is a reference to a study by a ‘foreign’ scholar about the Dalit movement in India. The author introduces M.C. Rajah as a Hindu Mahasabha Dalit, a sort of ‘mild’ slur akin to the modern-day moniker ‘Sanghi.’

Rao Bahadur Mylai Chinna Thambi Pillai Rajah, better known as M.C. Rajah, was one of the foremost Dalit voices of Bharat. He was born on June 17, 1883, in Chennai. He attended Wesley Mission High School in Royapettah, Chennai, and graduated from the Madras Christian College. He finished his teacher training course at the Saidapet Teacher Training College in Chennai and worked as a school teacher, and later a college professor.

M.C. Rajah was a great orator, debater and a sportsman par excellence. He captained the Madras Christian College cricket team and was also a very gifted tennis player. He was the first Dalit leader in the Provincial Legislative Council (1919) and the Central Legislative Assembly (1925). He was a prolific scholar, a teacher of teachers, and, of course, the foremost advocate for equal rights for Dalits.

Presenting the title of Rao Bahadur to M.C. Rajah, the Collector of Madras on December 15, 1922, remarked, “You are such a well-known public man that it is almost unnecessary for me to say much about you. No doubt you have received this title because of the work you have done for and the esteem in which you are rightly held by the members of your own important community of the Adi Dravidas. During the labour troubles, you did yeoman service in restraining from violence and in protecting them effectively from lawbreakers.

You have represented your community in deputations to the Right Honourable Secretary of State and to His Excellency the Viceroy. You are the first Adi Dravida to enter the Legislative Council and you have the interests of the depressed and poor always at heart.”

TEACHER OF TEACHERS

The readers will be pleasantly surprised to learn that M.C. Rajah, along with R. Ranganayaki Ammal, authored a book called Kindergarten Room. This book is a compendium of nursery rhymes, games and riddles which includes the most famous Tamil nursery rhymes such as Kai Veesamma Kai Veesu, Nila Nila Odivaa, Saindhaadamma Saindhaadu, and Kaakka Kannukku Mai Kondu Vaa.

M.C. Rajah was your quintessential guru — not just a teacher but someone who brought clarity to your mind. His magnetic methods could pull even the students from the last bench forward. He was as good an administrator as he was a teacher. In 1917, he was appointed by the then Governor of Madras Province, Lord Pentland, to the committee that looked into elementary education in the province. Subsequently, he was drafted into the general body, which drafted the Elementary Education Policy. He was appointed to the Senate of Madras University in 1924 by Lord Willingdon. Along with T.S. Ramaswamy Iyer, he started the first government-approved free hostel for students from depressed classes. He was also a champion of the Scout movement. As the Director of the Scout movement in the Madras province, he was instrumental in spreading the Scout and Guide movement across the province.

This was the time when Bharat faced two issues regarding Dalits and the depressed class: (1) the colonial masters were working from within and outside to remove the depressed classes from the Hindu fold, make them a separate block, and therefore control the nationalist upsurge, and (2) society needed to be reformed and cleansed of practices like untouchability, and the oppressed classes had to be mainstreamed. M.C. Rajah was someone who not only understood the gravitas of the need to address both these points but also how these two points were intertwined.

The British played this politics of numbers at various levels. At the time of the first decennial Census in 1871-72, they were ‘obsessed’ with the question of whether the untouchables could be classified as Hindus. Though this question dragged on, there clearly was a guideline to mark them separately. They were instructed “to enumerate the castes and tribes returned or classed as Hindus who do not conform to certain (religious) standards or are subject to certain disabilities.”

In 1906, the Muslims, as instructed by the private secretary of Lord Minto, drafted a proposal and took it across to him. According to this proposal, “The Mahommedans of India number, according to the census taken in the year 1901 …between one-fifth and one-fourth of the total population of His Majesty’s Indian Dominions, and if a reduction be made for the uncivilised portions of the community enumerated under the heads of animist and other minor religions, as well as for those classes who are ordinarily classified as Hindus but properly speaking are not Hindus at all, the proportion of Mahommedans to the Hindu majority becomes much larger.”

The Governor of the Bombay Presidency, Sir Frederick Sykes, wrote a letter to the Viceroy, Lord Willingdon, on June 7, 1932. He said, “I consider that for political purposes the depressed classes should be considered as a community distinct from the Hindus and their representation should be treated as a subtraction from the Hindu vote.”

Despite the best efforts of reformers, including M.C. Rajah, Sayajirao Gaikwad of Baroda, G.A. Natesan, T.V. Seshagiri Aiyer, Lala Lajpat Rai, and later Mahatma Gandhi upon his return from South Africa in 1915, the effort to manipulate numbers and exclude Dalits from the Hindu fold continues even today.

RAJAH-MOONJE PACT

Rajah saw through the ill effects of the ‘Communal Award’ proposal of giving separate electorates to society. He observed how the draft proposal was one-sided, offering more to the Muslims and very little to the depressed classes vis-à-vis the population. In February 1932, M.C. Rajah, who was then the President of the All India Depressed Classes Association, and Dr. B.S. Moonje of the Hindu Mahasabha signed an agreement known as the Rajah-Moonje Pact (R-MP) on joint electorates with reserved seats based on the population for the depressed classes.

M.C. Rajah, in a letter to the then British Prime Minister Ramsay MacDonald, mentioned this agreement of historical significance as an accord between “the only central organisation of the depressed classes” and “the organised body of Hindus, taken as a whole.” The Rajah-Moonje pact found significant support among the government, the press and the people concerned.

I SHALL DIE AS A HINDU

Rajah was clear that conversion or communal migration would not improve the condition of the depressed classes. It might only slow down and stunt the slew of social and economic corrections the Hindu community made. In a public meeting of the All India Adi Dravida Mahajana Sabha in Nungambakkam, Chennai he said, “The president (of this meeting) mentioned that no other community other than us has more right to be called Hindus. Conversion will not bring about any good. By saying so, I am not undermining or wishing away the oppression and ills we have faced. We need to fight for our rights. The speed at which reforms are happening might be slow. But think about our current situation and how much it has improved. I beseech you to please abandon any move that will weaken us. I request the government to bring about the Untouchability Abolition Bill and pass it quickly. The Harijans are proud Hindus. That is the only reason why even after years of oppression by higher castes and a barrage of proselytisation efforts by other religions hasn’t changed their resolve being Hindus.”

“It is my personal opinion that this issue (of conversion) has been mischievously amplified by people who have zero understanding of the Hindu religion and people who don’t follow it. Most of the problems our society faces are caste-based. This will cure itself once the respective castes become financially independent. Take, for example, the Thiyyas of Kerala or the Nadars of South India. Their social standing has improved manifold. And the only reason for that is that they concentrated on making their community financially independent and stable.”

“As long as I am concerned, I have full faith in the Hindu religion and I am ready to die as a Hindu.”

In a statement at the assembly on November 12, 1935, M.C Rajah stated, “While I fully share my resentment which many of our men feel at the treatment meted out to our people in many parts of the country by the so-called high caste Hindus, I would at the same time request them to compare conditions existing now with what they were, say 15 years ago. Conditions have improved considerably today. A large section of educated Hindu India has come to condemn the practice of untouchability and has thrown its weight on the side of the reform.”

“I venture to say that in view of the awakening of the Hindu conscience that has been noticed in regard to our conditions and status, the days of untouchability as practiced towards our community are now numbered. It should be remembered that in the course of a decade, things have changed considerably in favour of the depressed classes and there is also a very strong awakening among the depressed classes themselves,” he further said.

Rao Bahadur M.C. Rajah’s thoughts have been uncomfortably native and Hindu, similar to those of other leading figures of the Dalit movement, such as Divan Bahadur Rettamalai Srinivasan and the great Yati, Swami Sahajananda. I would attribute this as the primary reason these great leaders have failed to find their rightful place today.

NO JUSTICE FOR THE DEPRESSED CLASSES

M.C. Rajah started off with the anti-Brahmin Justice Party but soon found it to be anti-depressed classes, too, and exited it. In his presidential address at the second South Indian Adi Dravida Congress in Kovilpatti, July 21-22, 1925, he said, “Now under the Reform Council consisting as it does of a large majority of the so-called Justice Party, what has been done? The council cut down or allotment of money in the very first year of its existence by one lakh rupees and thus deprived the Department of opportunities of relieving distress among the poor, and in its second year removed all the important and functioning officials of the government. Need I remind you how this outrageous procedure crippled all the resources of the department and thank God it is not to be in existence much longer in its third year. Their natural animosity towards us was patent even before the labour troubles in Madras, the cause and effect of which will be fresh in your minds.”

In 1925, M.C. Rajah wanted the Justice Party government to install a mid-day meal scheme that would benefit and encourage students from the depressed classes. His suggestion was placed before the Finance Committee with an arbitrarily drawn estimate of Rs 67 lakh per annum, without any study or examination and was left to fail. Such was the Justice Party’s love for the upliftment of the depressed classes.

He was scathing when it came to discussing the reforms and policies of the Justice Party, the forerunner of today’s Dravidian parties. He said, “It has been clearly pointed out that so early in the history of the reforms in Southern India, the non-Brahman Caste Hindu Party in the local council, who posed as the guardians of the depressed classes, has been not only practically arresting the progress of a community which forms the backbone of the labouring population, but has also been crushing its hopes and aspirations.”

M.C. Rajah was a towering leader who aimed to elevate his community to great heights. He believed that Hinduism could reform itself from within. While he was not satisfied with the speed at which the reforms were progressing, he was confident that the Dalit community would soon receive its rightful due. He also believed that providing education and strengthening the finances of the Dalit community would accelerate social reforms and bring about changes in society much faster. He was not called a Perunthalaivar, or Great Leader, without reason.

All things considered, it is a shame that we do not celebrate a leader of M.C. Rajah’s stature as we should today. He achieved things that were difficult even for someone born with a silver spoon. We understand that his staunchly Hindu and vocally anti-Justice Party outlook has ensured that the Dravidian curtain blocks his name and works from being widely known to society.

Edited By Ramkesh,

Aligarh: Azad Samaj Party (Kanshi Ram) president and newly elected MP from Nagina Lok Sabha constituency Chandrashekhar Azad on Tuesday warned that if the atrocities being allegedly committed against Dalits and weaker sections in Uttar Pradesh are not stopped, then all the deprived sections of the society will hold a state-wide agitation. Addressing reporters after participating in a protest against the recent murder of a Dalit youth in Aligarh, Azad said that the abduction and murder of Dalit youth Gaurav (22) on June 1 was a well-planned incident.

He said that some policemen investigating the incident have been negligent in this case and they should be punished. Azad alleged, “If the police had acted immediately after Gaurav’s abduction, he would still be alive.” He demanded a “speedy investigation” into the entire episode.

Azad demanded Rs 50 lakh compensation for the victim’s family and a government job for one of the family members. He said his party would not sit idle after merely staging dharnas and demonstrations but would enter the mainstream electoral politics of Uttar Pradesh. He said his party would field its candidates in the upcoming by-elections in the state, including the by-election to the Khair assembly seat in the district.

Life and struggles of Dalit tea plantation workers in Manjolai remain invisible

Employment and an environment to live a peaceful life as Dalits in Tamil Nadu’s Tirunelveli is a new topic of debate. Their lives revolved around tea plantations, and now, they must start from scratch.

Updated: June 19, 2024 23:26 IST

Days after Bombay Burmah Trading Corporation Limited (BBTCL) rolled out a Voluntary Retirement Scheme (VRS) on May 30, residents of Manjolai in Tamil Nadu’s Tirunelveli, are scrambling to find new jobs, new houses, and a new life away from the tea plantations and the layam houses in which Dalits have shared memories for almost a century.

A contract between BBTCL and Singampatti Zameen to use the land in the reserved forest to cultivate tea, coffee, and cardamom will cease in 2028. Ahead of the contract termination, the tea plantation workers were asked to sign VRS and vacate the layam houses within 45 days.

Congress plans to revamp 'Dalit Bandhu' scheme as 'Dr Ambedkar Abhaya Hastham'
The Congress government plans to impose restrictions on the implementation of the 'Dalit Bandhu' scheme, now renamed as 'Dr Ambedkar Abhaya Hastham', to uplift the socio-economic status of the SC community. Deputy CM Bhatti Vikramarka, also the finance minister, outlined the government's plans to allocate funds for Abhaya Hastham in the upcoming budget presentation.

HYDERABAD: The Congress govt is planning to impose curbs while implementing the BRS-era 'Dalit Bandhuscheme which it has now rechristened as 'Dr Ambedkar Abhaya Hastham'. The scheme, introduced by then CM K Chandrasekhar Rao in Aug 2021 as a novel initiative to uplift the socio-economic status of the SC community, however, failed to pay much dividends to BRS in 2023 assembly polls.

Do you think opposition's demand for SC-appointed probe into allegations of irregularities in NEET-UG 2024 exams justified?

Cong set to implement its ‘Dalit Bandhu’ with riders (1) (1).
Outlining the Congress govt plans, deputy CM Bhatti Vikramarka, who is also the finance minister, told TOI, "The state govt will come up with the guidelines soon and allocate funds for Abhaya Hastham in the state's full budget which will be presented in the assembly in next two months."
The Congress govt has already kept about 1.30 lakh 'Dalit Bandhu' applications from BRS govt period in the cold storage and is planning to invite fresh applications under the new scheme once guidelines are finalised.
During the assembly elections, Congress had promised Rs 12 lakh to each eligible SC/ST family under 'Abhaya Hastham' - Rs 2 lakh more than offered by the previous BRS govt. Congress had alleged that BRS govt had rushed several applications through MLAs to get the benefits during the assembly elections and many beneficiaries were BRS sympathisers or workers.
The govt is now planning to restrict the ambit of the scheme to landholding, annual income bracket, age of unemployed youth etc.
Selection committees will also be set up at village (gram sabha) and district levels to identify genuine beneficiaries.
'To ensure Bandhu isn't misused'
The govt also intends to ensure the scheme is not misused by beneficiaries by selling it to others."There is a plan to extend the scheme to only one person in a family," a source said.
Officials said the state govt is of the view that 'Dalit Bandhu' lacked transparency and was implemented without checks or following eligibility criteria.
The only condition was that the beneficiary should be SC and permanent resident of Telangana.
"KCR had even announced that the scheme will be extended to govt employees," a sources in the govt said. Sources said the collectorates and SC department did not accept applications from outsiders and only those routed through the MLAs were taken.
The collectors were involved only after the court questioned the selection process.
Even after court intervention, only MLAs were sending the lists of beneficiaries to the collectors, an official said.
"While the scheme was primarily rolled out for the youth as a means of employment, some in their late 40s and 50s also benefited thereby defeating the very purpose of the scheme," a senior official said.

A case of atrocities against the Dalit community has come to light in a village in Mewat, Haryana. It is alleged that Zubair, Ansar, Imtiyaz, Kamil, Jabir, and Shakil along with their accomplices brutally assaulted a Dalit couple. It is further alleged that they hurled casteist abuses and also robbed the couple. The incident took place on Sunday (16th June 2024). Speaking with OpIndia, the victim stated that following the incident, her husband is in depression. However, the SHO of the local Bichhor police station stated that they had no information about this case.

The case pertains to the Bichhor police station area of Nuh. Archana Sagar filed a police complaint on Sunday. In her complaint, Archana stated that on 16th June, she was coming to her parent’s house in Jharokadi village from her in-laws’ residence. She was accompanied by her husband Parveen Rai. As soon as they reached near the badi masjid in the village, Zubair, Ansar, Imtiyaz, Kamil, Jabir, and Shakil stopped their car. Three other unknown persons were also reportedly with them. Later, they pulled Archana out of the car. The assailants also started assaulting and kicking Archana’s husband Parveen.

The complaint further states that shortly thereafter, the accused tore Archana’s clothes. The victim called her father, Dalchand, for help. At that time, the accused gathered and assaulted the girl’s father. By then, the number of attackers had reached around 20. Seeing the family being beaten, Archana’s brother also arrived to intervene, and he too was beaten. It is alleged that during this time, the attackers pulled Archana’s mangalsutra and ring along with the gold chain from her husband’s neck.

The victim stated that during the assault, the perpetrators hurled abuses and casteist slurs at her. The attackers said, “You Cha**o, how dare you sit in the car and pass in front of us? Cha**o, do whatever you are capable of!” The victim’s family dialed 112 to call the police for help. Seeing the police arrive, the accused fled from there. The victim has demanded strict action against all the attackers in her complaint. OpIndia has a copy of the complaint.

A collision between a car and a bike leads to an argument

OpIndia spoke with the victim Archana. Archana told us that she got married in May 2024. She was visiting her parent’s house for the first time with her husband. On the way, a bike belonging to a young man from the Muslim community collided with her car on a narrow road in the village. However, neither side suffered any significant damage, and they continued on their respective paths. Archana claims that this incident led to the assault on her and her husband.

She also told us that because of the assault, her husband is in depression. The married couple sustained injuries for which they are undergoing treatment.

‘We belong to the SC (Scheduled Caste) community, they did not like us traveling by car’

Archana described her village as Muslim-dominated, stating that about 90% of the population belongs to the Muslim community, which holds dominance. Archana, an M.Sc. graduate, mentioned that they belong to the Dalit community, which she attributes as the main reason for the resentment of Muslims towards them. The victim stated that the majority of Muslims in the village disapprove of people from the Scheduled Caste community traveling by car and pursuing higher education.

I am being asked to compromise

The victim stated that on Monday (17th June), police visited their village. She alleged that during this time, none of her grievances were heard, and the police took the side of the accused. According to Archana, the police officers who came to the village dismissed it as a minor altercation and asked her to compromise.

The attackers fled after getting a signal

A video of the girl’s father Dalchand is with OpIndia. In this video, he alleges that some villagers helped the attackers as they gave them a signal to flee from there. He mentioned that not only his daughter and son-in-law but the attackers also beat him, his wife, and the entire family. Dalchand’s wife was being dragged away by the accused. Somehow, she managed to free herself. The victim’s family has requested the police to file a case and take action against the accused.

Police don’t know anything

OpIndia contacted the SHO of Bichhor police station regarding this incident. When asked about the incident, he said, “I don’t know, brother.” When we tried to contact the Additional SP of Nuh for information about this incident, he did not answer the phone. Once an official version of the incident comes from the police, it will be updated in the news.

THIRUVANANTHAPURAM: Minister K Radhakrishnan, who had handled the portfolios of Devaswom and Welfare of Scheduled Castes and Tribes, resigned on Tuesday after being elected as a Parliament member. Before stepping down as the cabinet minister, Radhakrishnan signed the landmark order abolishing the practice of calling places predominantly inhabited by the members of the Scheduled Castes as ‘Colonies’.

The order is in line with the perspective of the outgoing minister and the left government, terming the places as ‘colonies’. Words like ‘sanketham’, and ‘ooru’ brought disrespect and hence alternative terms such as ‘nagar’. ‘unnathi’, ‘prakrithi’ should be used. The order further said that names evoking regional interests can also be used. However, the order said that the use of names of individuals should not be promoted, though those with such names will not be removed.

“The term is a symbol of subjugation. Several discussions were held on removing such names and we have finally decided to abolish such a usage. There have been demands from the scheduled caste community members on this front,” he said.

Radhakrishnan, meanwhile, filed his resignation as a cabinet minister before CM Pinarayi Vijayan. He also tendered his resignation as a Member of the Legislative Assembly before Assembly Speaker A N Shamseer.

Radhakrishnan had defeated Remya Haridas of UDF in the Alathur Lok Sabha constituency. He was the only CPM candidate, who was elected to the Parliament from the State.

The End....
