*What is the meaning of Scheduled Caste?-*✍️
Everyone knows the meaning of caste. But perhaps not everyone knows what *scheduled* means? Read further for this...
In 1931, the then Census Commissioner (J.H.Hutton) conducted the census of the untouchable castes of the entire India for the first time. ..and told that there are 1108 *untouchable castes in India and all those castes are outside Hindu religion*, hence these castes are *excluded.Caste* has been said.
The Prime Minister of that time, Ramsey Macdonald, observed that like Hindus, Muslims, Sikhs, Anglo-Indians, the *excluded castes* or outcaste were also an independent class.
All these castes are not included in Hindu religion. Therefore a list of them was prepared.
All these castes included in that “list” are called *Scheduled Castes*. On this basis, according to *Scheduled Castes Ordinance 1935* by the Government of India Some facilities have been provided. This is not the contribution of any Congress or Hindu leader i.e. Gandhiji. On the same basis, the Government of India issued *Scheduled Caste Ordinance 1936* and made provision for reservation facility.
Further, by making slight changes in the same Scheduled Castes Ordinance of 1936, *Scheduled Castes Ordinance 1950* was passed and provision for *reservation* was made. *Conclusion* 👇🏾 The history of Scheduled Caste says that it*In India, before the 1931 census, the untouchable and outcaste castes were outside the Hindu religion* And 6 lists of all these excluded castes were prepared and on the basis of *list* of those (untouchable, excluded, outside Hindu) castes, Dr. Baba Saheb Ambedkar succeeded in giving us *"human rights" by going against the Brahmins and fighting with the British.
We should know and understand well the meaning of *scheduled*.At that time (untouchable, outcast, outside Hindu) meant those who were *not Hindu, those castes*. That is, in Hindu religion, the fifth undeclared independent (outside the caste system) *Atishudra'.* *Scheduled Caste* is our constitutional identity and whatever benefits we are getting today, it is available only and only in the name of Scheduled Caste* and not in the name of Dalit, Chamar, Dhobi, Pasi Sonkar or Valmiki etc. castes. *Scheduled Despite knowing the history of the origin of the name, our people are still holding on to the tail of Hinduism.* If we are still holding the tail of Hindu religion, then morally we are completely insulting the Constitution of Dr. Baba Saheb Ambedkar. *अनुसूचित जाति का अर्थ क्या है?-*✍️
जाति का मतलब तो सबको पता है। परन्तु *अनुसूचित* का मतलब सभी को शायद पता नहीं है? इसके लिये आगे पढ़िए...
सन 1931 में उस समय के *जनगणना आयुक्त (जे.एच. हटन J.H.Hutton)* ने पहली बार संपूर्ण भारत की अस्पृश्य जातियों की जनगणना करवायी
.. और बताया कि *भारत में 1108 *अस्पृश्य जातियांँ हैं और वें सभी जातियांँ हिन्दू धर्म के बाहर हैं*, इसलिए इन जातियों को *बहिष्कृत जाति* कहा गया है।
उस समय के *प्रधानमंत्री रैम्से

* ने देखा कि हिन्दू मुसलमान, सिख, एंग्लो- इंडियन की तरह *बहिष्कृत जातियांँ* भी एक स्वतंत्र वर्ग हैं।
ये सभी जातियां, हिन्दू धर्म मेंl समाविष्ट नहीं है। इसलिए उनकी एक सूची तैयार की गयी। उस "सूची" में समाविष्ट समस्त जातियों को ही *अनुसूचित जाति* कहा जाता है।
इसी के आधार पर भारत सरकार द्वारा *अनुसूचित जाति अध्यादेश 1935* के अनुसार कुछ सुविधाएं दी गई हैं। यह किसी कॉंग्रेस या हिन्दू नेता अर्थात गांधीजी की देन नहीं है।
उसी आधार पर भारत सरकार ने *अनुसूचित जाति अध्यादेश 1936* जारी कर आरक्षण सुविधा का प्रावधान किया ।
आगे 1936 के उसी अनुसूचित जाति अध्यादेश में थोड़ा बहुत बदलाव कर *अनुसूचित जाति अध्यादेश 1950* पारित कर *आरक्षण* का प्रावधान किया गया।
*निष्कर्ष* 👇🏾
अनुसूचित जाति का इतिहास यही कहता है कि यह *भारत वर्ष में 1931 की जनगणना के पहले की अस्पृश्य, बहिष्कृत जातियां हिन्दू धर्म से बाहर थीं*
और इन्ही सभी बहिष्कृत जातियों की 6 सूची तैयार की गई और उन्हीं (अस्पृश्य, बहिष्कृत ,हिन्दू से बाहर) जातियों की *सूची के आधार* पर डाॕ. बाबा साहेब आंबेडकर, ने ब्राह्मणों के खिलाफ जाकर, अंग्रेजों से लड़कर हमें *"मानवीय अधिकार"* दिलाने में सफल हुए।
हमें अच्छे से जान और समझ लेना चाहिए कि *अनुसूचित का मतलब* उस दौर में (अस्पृश्य, बहिष्कृत, हिन्दू से बाहर) मतलब जो *हिन्दू नहीं थीं, वे जातियां* हैं।
अर्थात हिन्दू धर्म में स्वतंत्र (वर्ण- व्यवस्था से बाहर) पाँचवा अघोषित वर्ण *अतिशूद्र'।*
*अनुसूचित जाति* हमारी संवैधानिक पहचान है और आज जो कुछ लाभ हम ले रहे हैं, वह सिर्फ और सिर्फ मिलता है *अनुसूचित वर्ग के नाम पर* ना कि दलित, चमार, धोबी, पासी सोनकर या वाल्मीकि आदि जातियों के नाम पर।
*अनुसूचित नाम का उद्भव के इतिहास की जानकारी होने के बावजूद भी हमारे लोग, हिन्दू- धर्म की पूँछ को पकडे़ हुए हैं।*
अगर हम लोग अभी भी हिन्दू- धर्म की पूँछ पकड़े हुए हैं, तो नैतिक रूप से डाॕ.बाबा साहेब आँबेडकर जी के संविधान का सरासर अपमान कर रहे हैं।
हमेशा याद रहे कि अनुसूचित का मतलब सिर्फ और सिर्फ यही है कि *जो लोग हिन्दू धर्म में नहीं है, वें लोग अनुसूचित वर्ग* से हैं।

Dalit landowners not permitted to cultivate their land, BSF 'illegally' deciding real owners

There is an urgent need to highlight a serious violation of human rights, as defined in Article 19(1)(g) of the Constitution of India. This issue directly affects the villagers of Notun Rajapur, which falls under the jurisdiction of the Ranitala Police Station in the Bhagwangola-II Block of Murshidabad district, West Bengal. Since April 7, 2024, the Border Security Force (BSF) stationed at Madan Ghat BOP, Battalion No. 149, Company, Out Post (OP) No. 1, has imposed restrictions that prevent local villagers from accessing and farming their own lands, causing significant distress and suffering within this impoverished agricultural community.
These farmers, who entirely depend on their agricultural lands for their livelihoods, have been unlawfully barred from cultivating their properties. This enforced restriction seems to be in collusion with certain individuals who, with the BSF's assistance, are attempting to seize the lands of these farmers, many of whom belong to the Scheduled Caste community. The resulting deprivation has inflicted severe economic burden and psychological trauma on the affected families.
On June 8, 2024, when the villagers attempted to reclaim their lands, they were met with threats from Arun Mondal, the husband of a local elected village committee member, along with several local thugs armed with sticks and weapons. The BSF personnel present did not intervene, further substantiating the allegations against the BSF.
On June 11, 2024, the landowners collectively submitted a written complaint to the Block Development Officer (BDO) of Bhagwangola-II Block, requesting immediate intervention and redress. Yet, despite the time that has elapsed, no actions have been taken to address their concerns or restore their rightful access to their land.
This ongoing situation violates the fundamental human rights of the farmers and infringes on their constitutional rights to livelihood and property. The actions of the BSF and these complicit individuals have caused great hardship to an already vulnerable population, stripping them of their primary means of income and sustenance.
In light of the severity of this situation, I earnestly request that you:
1. Conduct a comprehensive investigation under Section 12 of the Protection of Human Rights Act, 1993, into the allegations of unlawful restriction and land seizure by the BSF and the involved parties.
2. Take immediate measures to allow the affected farmers to return to their lands and resume their agricultural activities without further hindrance.
3. Hold accountable those responsible for violating the villagers' rights and ensure justice is delivered.
4. Provide appropriate compensation and support to the affected families for the losses and suffering caused by these unlawful actions.

Actor-turned-politician Kangana Ranaut mistakenly called former President Ram Nath Kovind India's “first Dalit president.”
In an interview with The Lallantop on Thursday, August 29, the BJP MP said Ram Kovind “became the first Dalit President” while speaking about the caste census.
The show's anchor then corrected her, saying Ram Nath Kovind was the “second,” and the first was K R Narayanan. Actor-turned-politician Kangana Ranaut accepted her mistake and apologised. “Sorry for my misinformation,” she said.
The clip from the interview went viral on social media, with many users slamming the Queen actress for having “the lowest IQ.”
A social media user posted the video and captioned it as, “...Kangana Ranaut is the lowest IQ Indian MP in the history of Indian Politics, she proves😂 [sic].”
Another user, X-ting, said, "Moye Moye for Kangana Ranaut 😂...WhatsApp propaganda exposed [sic]".
Another post read, “रहने दो कंगना दीदी आपसे नहीं हो पाएगा ये सब [sic].”
The Mandi MP Kangana Ranaut earlier drew flak over her comments on the farmer's protest. The BJP MP on Monday posted a clip of her interview with Hindi daily, Dainik Bhaskar, in which she suggested that a "Bangladesh-like situation" could have erupted in India but for the country's strong leadership.
She then alleged that “bodies were hanging and rapes were taking place” during the farmers' protest against the now-repealed three farm laws.
Acting swiftly, the BJP denounced her remarks, expressing its disagreement with her views and made it clear that she was neither permitted nor authorised to comment on the party's policy matters.
“The Bharatiya Janata Party has directed Kangana Ranaut to not make any statement of this kind in future,” the BJP said in a statement, according to PTI.

BHOPAL: GRP police station’s woman in-charge, in-charge head constable and four cops have been suspended after a 2023 video went viral. It showed the torture of a Dalit woman and her teenaged grandson by Government Railway Police (GRP) personnel in Katni district.
In the video which was posted by former MP CM Kamal Nath on social media platform X on Wednesday evening, a woman and her 15-year-old grandson are seen being forcibly pulled by GRP personnel.
The 2.59-second-long clip is ostensibly shot at GRP-Katni police station. In the video, a woman police officer is seen pulling the scheduled caste woman (aged around 55) by her hair and beating her with a lathi. The woman cop subsequently is seen assaulting the woman’s minor grandson in the same manner, before at least five male GRP personnel are seen holding the minor tightly and then beating him ruthlessly with a lathi on the hips, back and legs. At the end of the video, the tortured minor is seen narrating the incident.
“We were brought to Katni GRP police station by cops enquiring for my father, who is a poor labourer, but has been implicated in false cases of theft,” the boy said in the video.
With the video going viral, the Congress targeted the state government in the matter, accusing Dr Mohan Yadav government of being insensitive to scheduled caste and scheduled tribes.
“Acting against the law, the authorities demolished the house of a man accused of leading a mob in attacking a police station in Chhatarpur recently. Will the CM now order the demolition of houses of the GRP personnel involved in the savagery with the Dalit woman and her grandson in Katni,” state Congress chief Jitu Patwari said.
The MP Congress chief was scheduled to meet the family later on Wednesday in Katni.
Taking to X, MP CM Dr Mohan Yadav posted, “An old video of assault by the officer/employees of GRP Thana Katni is going viral on social media. As soon as it came to my notice, I immediately directed to send DIG Rail to the spot for investigation this morning. Senior police officers have been directed to ensure that such misconduct is not repeated in future.”

Indore (Madhya Pradesh): A local court on Wednesday sentenced six accused to life imprisonment for killing an army man after a dispute. District Public Officer Sanjeev Shrivastava informed that the court of Special Judge Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act Devendra Prasad Mishra sentenced accused Dilip, Hemant Verma, Rohit, Mohit, Arjun and Vikas to life imprisonment for killing deceased Varun Chauhan who was an army man.
The prosecution was represented by Additional District Public Prosecutor Aarti Bhadoria and Special Public Prosecutor Vishal Shrivastava. The court recommended to the District Legal Services Authority to provide compensation to the victim's family.
DPO Shrivastava said the deceased family members complained that his younger brother Shubham Pal had dispute with Hemant Kaushal, Dilip Kaushal, Vikas alias Vicky Bourasi for the last two years. On January 22, 2017, he went to the house of his friend Varun Chauhan, who was posted as a technician in the Army to have dinner. At 10:30 pm, when he was returning home with his friend Varun on a bike, the accused armed with swords attacked both of them.
Hearing the quarrel, his brother Shubham, father Babulal and mother Premlata came to intervene, in which Vicky Baurasi attacked Shubham’s cheek with a sword and Arjun Baurasi hit his father's shoulder with a sword and pushed his mother. In the fight Varun received severe injuries and died while undergoing treatment. During investigation, the accused were arrested and the weapons used in the incident were confiscated and after complete probe, charge sheet was presented in the court.

The Railway Board has appointed Satish Kumar, a 1986 batch railway mechanical engineer, as its chairman and chief executive officer (CEO). He will be the Railway Board’s first dalit chairman in its 119-year history.
Kumar, who is presently member (traction and rolling stock) in the Board, will assume charge as the CEO on Sept 1. He will hold the position till the date of his superannuation and re-employment on contract basis for the next one year.
Kumar will replace Jaya Verma Sinha who has been appointed as Central Administrative Tribunal (CAT) administrative member. Sinha broke the glass ceiling last year to be the first woman Railway Board CEO.
The approval of the Appointments Committee of Cabinet headed by PM Narendra Modi to appoint Kumar as the head of the railway’s highest decision-making body is crucial as it comes at a juncture when Dalits and quotas have become key issues of political debate.
In his current capacity, Kumar ideals with issues related to loco pilots. He is said to be a hard taskmaster and a patient listener, a railway officer was quoted as saying in a ToI report. His appointment is in the apex pay scale (pay level 17 as per the 7th central pay commission).
Over his 38-year career, Kumar, who is married to a doctor, has made major contributions to railway safety, particularly in improving the ‘fog safe’ device. He has been actively engaged with the new Vande Bharat sleeper coaches and Vande Bharat Metro trains projects, which will be rolled out soon, an official stated.

Preventing a Dalit family from performing last rites in Ratlam district proved costly for a person. On receiving the complaint, the police arrested the accused and sent him to jail.
Ratlam. Even after 78 years of independence, the poison of untouchability is present in the society, which is also becoming an obstacle in the last rites of Dalits and oppressed class. One such case has come to light in Kumhari village of Ratlam district. Here, after the death of a woman, a Dalit family who had come to perform the last rites in the government crematorium was stopped by a domineering person of the village itself. The victim family had to go and perform the last rites of the woman at another place. On the complaint of the victims, Asavati police registered a case against Nagu Singh father Dhul Singh and arrested the accused.
Incident of 25 August in Kumhari village
In fact, an elderly woman Sugan Bai died on 25 August in Kumhari village of Ringnod police station area. The people of the Suryavanshi family reached the government crematorium of the village to perform the last rites of the woman. But the village’s strong man Nagu Singh reached there and stopped the last rites. He counseled other people of the village. Despite this, the last rites were not allowed to be performed. After which the family took the body to another place and performed the last rites.
Case registered under several sections, accused sent to jail
After this, the victim’s family lodged a complaint against the accused at Asavati police station. Asavati police registered a case under section 301 BNS 3(1)(za)(A) SC ST Act in this case and arrested the accused and sent him to jail. In this case, Ratlam police issued a press note and gave information about the action taken against the accused and the arrest. Let us tell you that in modern India, evil practices like untouchability and casteism still exist, due to which people have to suffer.
