Of mattu vaal soup, blood gravy and other dalit delicacies

Posted On September 15, 2024

Vinegar beef curry with bread, pork curry with rice or ragi kali, bone broth mixed in rasam, oxtail soup — these are just some of the dishes of dalit tribes from across India: adi dravidars and adivasis. But the origins of these dishes also tell the post-colonial history of Madras and India through food — how certain ingredients became ‘impure’ only because they were being used by the dalit tribes, says Shalin Maria Lawrence, dalit activist and author of the book ‘The Great Indian Dalit Kitchen: Madras Table’ who is conducting a workshop on the subject next month.

“Dalit dishes are rich in texture, taste, spices, medicinal properties, and ingredients, says Shalin. The adi dravidars were permitted to consume only dead cattle and so they made most of it when one died, she says. “The skin, meat, blood, organs, bones, and even the bone tallow are used in dishes,” says Shalin. This paved the way for unique dishes such as mattu vaal kozhambu (oxtail soup), gravy with cow hooves, kudal kozhambu and dried fish gravy. “Adi dravidars and adivasis are among the only communities which still eat meat from skin to bone.”

Maharashtra-based Shahu Patole, author of ‘The Dalit Kitchens of Marathwada’, says lakuti/lakushi or blood gravy, is a sought-after dish in dalit households in the state. “The blood is cooked until it turns a dark chocolate brown. The chunks are broken by hand, spices added and brought to a boil.”

Some dishes started out as a means to preserve meat. For example, a savoury beef gravy is made by adding raw mango, chillies, onion and other spices to smoked beef, made by cutting the meat into pieces and hanging them on a thread above the kitchen stove. The heat generated slowly ages the meat, drying it and giving it a smoky flavour.

Adi dravidars were also world-famous innovators. A B Rajsekaran, an advocate and dalit history enthusiast, says it was the butlers and cooks from Black Town who created the mulligatawny soup for the British, using boiled rice water, pepper and bone broth, he says. “It is now popular in the UK and different parts of the world. Another contribution is the Madras curry powder, a condiment made by P Vencatachellum, a dalit from Madras during the colonial era,” he says.

During the 1972 drought of Marathwada, the dalits in rural areas were forced to eat sorghum rotis with chilli powder, ground nut oil, smashed green chillies, and onions. “Soon, this became a food which upper-caste labourers shunned,” says Shahu.

But each household has its own way of handling meat, and one should not put down the dishes of dalits under one cuisine, says Rajasekaran.

Congress sticks to Jatavs in Haryana, BJP list shows sub-caste tilt

Posted On September 15, 2024

NEW DELHI: For the Haryana elections, Congress has allocated 12 tickets to Jatavs and aligned sub-castes within the Dalit community, and five to non-Jatavs, showing its continuing reliance on the dominant Scheduled Caste community as its support base, in line with its lukewarm response to the debate on sub-categorisation.

But the in-office BJP, according to an analysis of candidates, has fielded nine non-Jatavs and eight Jatavs, a clear reflection of its aggressive approval of sub-division of SCs.

The intra-Dalit preference of parties is significant in the light of the recent Supreme Court judgment which green flagged the controversial measure of sub-categorisation, roiling the already volatile politics around the marginalised community.

Haryana holds a special place for Dalits, as it ranks second in the country in terms of the share of the community’s population, with Punjab at the top.

Sub-categorisation implies division of total reservation among “better-off SCs” and “backward SCs” for “equitable distribution” of benefits.

Haryana has 17 reserved seats where only Dalits can contest. But it is the varied preference of sub-castes that gives away the heterogenous nature of the sprawling community and, at the same time, betrays how sub-castes are aligned politically among competitors.

Dalit student harassed in BHU; got admission due to struggle and intervention of SC Commission, know what is the whole matter?

Posted On September, 2024

The university administration had forgotten to evaluate one of the student’s B.Com first semester papers, due to which his marksheet remained incomplete. After the SC Commission, the university took his admission.

Ankit Pachauri

New Delhi. A fresh case of caste discrimination against a Dalit student has come to light in Banaras Hindu University (BHU) of Uttar Pradesh, where a Dalit student of B.Com 2021-2024 batch became a victim of administrative negligence and injustice. Due to non-evaluation of one of the student’s papers by the university, his marksheet remained incomplete and his admission to M.Com was canceled. But with the intervention of the National Scheduled Caste Commission (NCSC), he finally got justice.

This incident is not only the story of a person’s struggle, but it is also the story of caste discrimination and administrative apathy, which still exists in the top universities of the country.

Student Nirbhaychand Ahirwar had successfully cleared all the semester exams in his UG studies (B.Com) and also cleared the CUET-PG exam. He wanted to take admission in M.Com. But he did not anticipate that the mistake of the university administration would put his future in danger. The university forgot to evaluate one of his papers of B.Com first semester, due to which his mark sheet remained incomplete. Due to this, he was not only suggested to repeat the year’s studies (yearback), but his M.Com admission was also cancelled on 18 July 2024.

This situation of the university shows a serious lapse, but what was even more serious was that the university officials, including the Vice Chancellor, Registrar and other responsible officials, did not pay any attention to his complaints. Despite letters, emails, and personal meetings, Nirbhay had to face constant evasion in resolving his problem.

Instead of giving up on this injustice, Nirbhay resorted to the National Commission for Scheduled Castes (NCSC). Speaking to The Mooknayak, Nirbhay said that he filed a petition with the Commission and Allahabad High Court on 28 July 2024, in which he put forward two main demands: first, his incomplete B.Com marks should be released, and second, his M.Com admission should be restored. He also demanded accountability of the university administration in this issue.

On 8 August 2024, the SC Commission issued a notice to the Vice Chancellor of BHU and took cognizance of the matter. The positive result of this intervention was that on 14 August 2024, Nirbhay’s marks were updated on the portal. However, despite this, the BHU administration did not take any concrete action on his MCom admission.

Despite receiving the mark sheet, Nirbhay filed a petition again with the SC Commission on 27 August 2024 after being denied admission. This petition was a symbol of the fact that even if students need judicial intervention to get their rights, their voice should be heard. After this, another notice was issued to the BHU administration and finally on 5 September 2024, he got admission in M.Com.

The role of the SC Commission was important in this case. If Nirbhay had not resorted to the commission, perhaps his case would have remained buried in the files of the university administration. The intervention of the SC Commission is a reminder of the constitutional protection that has been created for the Dalit and oppressed sections of the country. It ensures that the way is open to fight against any kind of discrimination.

A shocking case has come to light from the Hardoi district of Uttar Pradesh where a Dalit girl has accused a Mufti of molesting her in the name of black magic. According to the Dalit victim, she often fell sick. Her family believed that she may be possessed by an evil spirit, so they approached Mufti Imran hoping that he would cure her through exorcism. However, the accused had evil intentions and molested her in the name of black magic. Based on the complaint of the Dalit girl, the Police have arrested Mufti Imran and booked him under charges of assault, indecency, and threatening the victim.

The case pertains to the Beniganj Police Station area in the Hardoi district. A 22-year-old Dalit girl stated that she often got sick. In November 2023, her parents took her to a Mufti named Imran hoping that she would be cured through exorcism. It is said that her health improved.

Further, the girl stated that whenever her health deteriorated, Mufti Imran did exorcism. However, Mufti Imran had evil intentions for her. According to the Dalit victim, the Mufti used to molest her in the name of black magic. Mufti Imran also used to threaten her saying that he would not let her marry anyone rather he would do Nikah and keep her with him. The accused Mufti Imran lives in Hardoi’s Mohalla Krishnanagar.

According to reports, the victim said that whenever her health improved and she returned home, Mufti Imran made her fall sick by doing black magic and sending a Jinn (evil/dark spirit) so that she would have to approach him again and again.

At home, the girl used to go into a panic attack in which she repeated Imran’s name but when the family took her to Mufti Imran, she would recover.

As per reports, the victim’s father works as a labourer. He has five sons and two daughters. His elder daughter is married. The family members say that there was a fear of ‘Jinn’s shadow’ on his little daughter, so they approached a villager to do exorcism but to no avail. Finally, he went to Mufti Imran, a resident of Bhusori Purwa, to do exorcism.

In this case, the girl went to the police station and lodged a complaint. Based on the girl’s complaint, the police have registered a case under various sections. The police say that the girl used to go to Imran when she was sick and Imran used to do tantric activities with her. He used to harass her and when she complained about this, Imran molested her.

Rijiju says Maharashtra uniquely positioned to promote Buddhist values
Mumbai: The state, with a substantial Buddhist population, could lead the way in promoting Buddha's values, said Union minority affairs minister Kiren Rijiju on Saturday.
He was delivering the keynote address at the ‘Buddha's Middle Path - Guide for Global Leadership' conference organised jointly by his ministry and the International Buddhist Conclave here.

"With its substantial Buddhist population, Maharashtra stands as a pivotal region where any movement for spreading Buddha's values can resonate nationwide.

The state can lead the way in promoting Buddha's values," the minister said.
Prime Minister Narendra Modi's recent initiatives, including extensive celebration of Buddha Purnima by the Centre, underline a commitment to promoting Buddhist values, said the minorities minister.
Rijiju paid tributes to Babasaheb Ambedkar, saying that his meticulous drafting of the Constitution remains a testament to his dedication to the country's framework and people.
The minister also spoke about welfare schemes aimed at supporting the Buddhist community.
The conference paid tribute to the legacy of Ambedkar, recognising his contributions to modern Buddhism and efforts to promote Buddhist values.
While in the city, Rijiju also spoke about govt efforts to arrest the numerical decline within the Parsi community and the support for the Waqf Amendment Bill among Muslims.
"The Parsi is decreasing rapidly ..
. . The govt of India has launched the Jiyo Parsi scheme and as a part of it, a meeting was held with the people from the Parsi community ... . The Parsi community has contributed a lot to the nation ... . To increase the population of the Parsi community, the govt will provide the necessary help — medical healthcare, financial assistance ... ," he said.
He said there should be no confusion regarding the Waqf Amendment Bill.
"We have met representatives from the Muslim community. Some are against the bill and some are standing in support of the bill ... . Conversion for medical seat: 20 MBBS candidates submitted Buddhism certificates to get admission under minority quota in Meerut, cancelled after probe

162

A shocking case of religious conversion for medical seats has come to light from Uttar Pradesh’s Meerut. After investigating a complaint, the concerned DMs found out that around 20 MBBS candidates adopted Buddhism just to secure a seat under the minority quota at Meerut’s Subharti University. Additionally, the candidates had submitted certificates claiming that they hail from the Buddhist community, however, the certificates were made in violation of UP’s anti-conversion law. Subsequently, the concerned DMs cancelled their certificates.

As per a Dainik Bhaskar report, counselling for MBBS admission is currently ongoing in UP. Certain institutions come under the category of minority colleges. They are permitted to give admission under the minority quota.

After a Supreme Court ruling, a private university named Subharti University was allowed to have a 50% minority quota. In the current admission cycle, it has 200 MBBS seats, out of which 100 seats are reserved for the minority quota. Needless to say, Muslims, Christians, Buddhists, Jains, Parsis, and Sikhs come under the definition of minority.

In the first round of counselling, 22 seats at Subharti Medical University were to be filled under the minority quota. 20 candidates who took admission under this quota, had submitted certificates of Buddhism.

In the meantime, the Director General of the Medical Education Department, Kinjal Singh received a complaint through WhatsApp. The complaint stated that a major scam was ongoing in the name of minority quota in medical counselling. According to the complaint received on WhatsApp, in Meerut’s Subharti University, general candidates were securing seats under the minority quota by paying Lakhs of rupees in donations besides tuition fees and other charges.

The WhatsApp message

The WhatsApp message said: “A big scam in the name of Minority Status is going on in UP Counselling. Subharati University, Meerut (usually known for its notorious activities) in the name of Buddhist Minority is offering seats to General candidates in lieu of donation amount ranging between 40-50 lakhs besides its tuition fees and other expenditures as sanctioned by UPDGME. Modus operandi is to generate Buddhist Minority certificates for General candidates. Same was visible in round one also. Name of candidates with titles Kaur, Mittal are allotted seats under Buddhist Minority Quota after paying mentioned convenience fees to the college authorities. I hope this shall not go unnoticed.”

As per Dainik Bhaskar’s report, candidates with the surname like Mittal were given admission under the minority quota.

Acting on the complaint, Kinjal Singh ordered an investigation. During the investigation, it was found that only candidates belonging to the Buddhist religion were admitted to Subharti Medical University under the minority quota. Subsequently, their certificates were called for.

The investigation also revealed that all the certificates were issued recently. These certificates were issued from Meerut, Bijnor, Saharanpur, Gautam Buddha Nagar, Prayagraj, Lucknow, Varanasi, Muzaffarpur and Hapur districts.

Kinjal Singh ordered the DMs of these districts to investigate their certificates. A copy of the order was also sent to the Director of the Minority Department.

Following the order, DMs of all districts accepted that the certificates were issued in violation of the rules. Except Varanasi, all DMs have ordered the cancellation of the certificates issued to these candidates. The officer of the Minority Welfare Department of Varanasi is on leave. Therefore, a certificate issued from there has not been cancelled.

How can a person lawfully attain a Certificate of Buddhism –

  1. Be a Buddhist by birth
  2. Parents have converted to Buddhism
  3. Duly following the procedure laid down under the Uttar Pradesh Prevention of Unlawful Religious Conversion Act 2021 to convert to Buddhism lawfully, that is certifying that the person is not converting his/her religion under duress or through allurement.

What are the rules under the UP’s anti-conversion law?

The Uttar Pradesh government passed a law in 2021 that prohibits religious conversion through force, coercion, or allurement. The act is called the Uttar Pradesh Prohibition of Unlawful Conversion of Religion Act 2021. Sections 8 and 9 of this law clearly state that a person who wants to convert his/her religion must submit a written declaration to the DM/ADM of his/her district. This written declaration has to be submitted at least 60 days in advance. It should be mentioned that the person wants to change his/her religion with his/her free consent and without any force, coercion, or inducement.

Why these admissions under the Minority quota were found to be unlawful and fraudulent?

All the 20 candidates who got admission under the minority quota and had submitted certificates claiming their religion to be Buddhism, hail from the Hindu Dharma. It is said that they made a Buddhism certificate only to seek admission. These certificates were issued by DM, SDM, and Minority Officers in violation of Uttar Pradesh’s anti-conversion law.

During the investigation, it was found that these certificates violated two rules of UP’s anti-conversion law –

Firstly, the declaration of religious conversion was not submitted to the concerned DM 60 days in advance.

Second violation- The certificates were not issued from the candidate’s home district.

Director General of Medical Education, Kinjal Singh said, “The District Magistrates of Meerut, Bijnor, Saharanpur, Gautam Buddha Nagar, Prayagraj, Lucknow, Varanasi, and Hapur were ordered to submit a report on the issuance of Buddhist minority certificates. After this, the district officials started cancelling the certificates of all these people.”

Meanwhile, the Subharti University management is also being accused of giving admission through hefty donations. This allegation is currently under investigation.
