Kerala News: The district-level athlete, a girl of Dalit identity, had been sexually abused since she was 13 by her coaches, classmates, and fellow athletes. The Kerala police has taken 15 people into custody, amid ongoing investigation.
In Kerala, an 18-year-old Dalit athlete started facing abuse at the age of 13 when her neighbour forcibly tried to show her pornographic videos.
Kerala News: A Dalit athlete from Kerala was sexually abused by at least 62 men over the past five years. The 18-year-old girl from Pathanamthitta district reportedly stated that her family was unaware she was being sexually abused. The Kerala Police has taken into custody a total of 15 people after the incidences of sexual harassment came to limelight. Among those who have been accused of sexually abusing the teen are her coaches, classmates, and fellow athletes.
The district-level athlete, a girl of Dalit identity, had been sexually abused since she was 13, Indian Express reported. The incident of sexual abuse came to light when volunteers of the Kerala Mahila Samakhya Society met the girl during a random field visit.

Advocate N Rajeev, who heads the Pathanamthitta Child Welfare Committee, told Indian Express that the girl’s family was unaware of the alleged sexual abuse over the years. “She hadn’t shared anything with the mother. Since the girl is a district-level athlete, she has attended various sports camps over the years. That situation might have facilitated this series of sexual abuse," he added.
“She used the mobile phone of her father, an alcoholic. Most of the perpetrators were identified from the list of contacts in the mobile phone. Many numbers were found saved in it," Rajeev said.
A News18 report stated that the 18-year-old Dalit athlete started facing abuse at the age of 13 when her neighbour forcibly tried to show her pornographic videos.
The girl was then abused by the accused at an isolated hill close to their house and later was also raped by his friends.
Coach, Classmates among Abusers of Kerala Dalit Athlete
According to Pathanamthitta Superintendent of Police VG Vinod Kumar, the cases have been registered in two police stations. “In one case we arrested five people, and a lone accused in another case."
Five men arrested by the Kerala Police on Friday were identified as Subin, S Sandeep, VK Vineeth, K Anandu, and Srini.
Those arrested on Saturday are Shamnad, 20; Afzal, 21; his brother Ashik, 20; Nidhin Prasad, 21; Abhinav, 18; Karthik, 18; Sudhish, 27; and Appu, 31. The ninth individual is a 17-year-old boy.
NCW Seeks Detailed Report within 3 Days
The NCW took to microblogging site X to inform that they had taken cognisance of the incidents that involves a Dlalit teen athlete getting sexually abused by at least sixty two men over five years in Kerala’s Pathanamthitta district.
“While 5 accused have been arrested, the Commission strongly condemns this heinous crime and has directed authorities to ensure the immediate arrest of all accused, a fair and time-bound investigation, and necessary support for the victim, including medical and psychological care. A detailed action taken report has been sought within 3 days.", the NCW said.

BENGALURU: Factions within the ruling Congress have become active with Chief Minister Siddaramaiah convening the Congress Legislature Party (CLP) meeting here on Monday.
The Siddaramaiah camp is likely to send out a message indirectly to the party high command that it is in favour of a Dalit CM.
Law and Parliamentary Affairs Minister HK Patil and Transport Minister Ramalinga Reddy’s meeting with Home Minister Dr G Parameshwara on Saturday assumes significance in view of the Siddaramaiah camp’s move.
According to sources, their discussion revolved around Monday’s CLP meeting.
As per the agreement reached in 2023, Siddaramaiah, who managed to become CM for the second time, committed to pass on the baton after completing two years of his tenure. Now, with the two-year tenure nearing, Siddaramaiah wants a leader of his choice to succeed him as CM, according to highly placed sources.
The way KPCC president Shivakumar objected to Siddaramaiah’s leadership made the latter take this stand, the sources said. It is with this objective the CM had reportedly suggested Dr Parameshwara to hold a meeting of SC/ST legislators to create an opinion in favour of a Dalit CM. But Shivakumar allegedly got it shelved.
AICC general secretary (in-charge of Karnataka) Randeep Singh Surjewala had instructed Dr Parameshwara not to go ahead with the meeting. Dr Parameshwara, who followed his instruction, however clarified that the meeting had not been cancelled and would be held soon.
Siddaramaiah camp members Dr Parameshwara, public works minister Satish Jarkiholi and cooperation minister KN Rajanna, among others, are likely to meet Surjewala, who will arrive here Sunday evening, and insist that a Dalit leader be made the next CM as per Siddaramaiah’s advice or else the party may face the wrath of SCs and STs, the sources said.
Recently, Rajanna accused the party high command of being anti-SCs and STs for issuing a directive not to hold the meeting of legislators and leaders from these communities. Rajanna was also critical of Shivakumar’s visits to temples, where the latter got his supporters to raise slogans that he is the next CM.
Rajanna had suggested that Shivakumar could aspire for CM’s post after the 2028 Assembly elections. Reacting to this, Shivakumar’s brother and former Bengaluru Rural MP DK Suresh said Rajanna may share his thoughts with the CM and the party high command.
Rajanna, a staunch supporter of Siddaramaiah, might have made these statements to send a message to the high command, according to a Congress leader.
Besides Rajanna, the Siddaramaiah camp had Dr Parameshwara, a senior Congress leader, who was KPCC president for eight years (2010-2018), as its torch-bearer against Shivakumar, the Congress leader said.
Given Dr Parameshwara’s seniority, Surjewala may meet him at his residence. “I have spoken to Surjewala over phone and explained the intention of the SC/ST legislators’ meeting. When Surjewala arrives here, I will hold discussions with him and proceed further,” Dr Parameshwara said on Saturday.
I’LL WORK AS PER HIGH COMMAND’S DICTATES: DCM
SRINGERI: In the wake of recent political developments in the ruling party, DCM DK Shivakumar on Saturday said he was not looking for support from any quarter, but would rather work as per the dictates of the Congress high command. Replying to media queries here about party workers pressurising, and insisting that Shivakumar become the next CM, the latter stated that nobody should pressurise anybody on his behalf, nor does he want anyone’s support.
“I do not want anyone putting pressure on my behalf. I do not want anyone’s support. I do not want any MLA giving his support in my favour. It is between the Congress and me, and I do what the party wants me to do,” he urged. When asked about his recent temple visits, Shivakumar clarified, “I am a firm believer in Dharma.
I offer prayers at home every day. I pray for the welfare of the state, well-wishers and myself. If praying is dubbed as ‘temple run’, then all temples must be closed.” When pointed out that there there have been significant twists and turns in his political career, whenever he visited Sringeri, Shivakumar said not to read too much into it, adding that people have blessed them, and that the CM and he will govern the state for five years, according to the party’s instructions, ignoring what others say.

PATHANAMTHITTA Pathanamthitta: Police teams investigating the revelations of an 18-year-old girl said that more than 60 people have sexually abused her in the last five years. So far, the police have arrested 20 people, including a juvenile. A total of six cases have been registered in connection with the incident, two in Elavumthitta and four in Pathanamthitta police stations. Cases have also been registered under the POCSO Act.
More cases are likely to be registered in the future. Based on the statements of the victim, who has allegedly been repeatedly sexually abused since the age of 13, the Elavumthitta police arrested five people on Friday. On Saturday, the Pathanamthitta police arrested 15 more people, including a 17-year-old boy. A special investigation team headed by Pathanamthitta DSP S Nandakumar has been formed and the police are questioning the accused, including her father’s friends, in detail. The girl, who belongs to the Scheduled Caste community, told the Child Welfare Committee (CWC) members about the incident, who later informed the police.
According to the police, when the girl was 13, Subin, the son of her father’s friend, seduced her by showing pornographic scenes on his mobile phone. He also took nude photographs of the girl on his phone. When the girl turned 16, Subin took her to a deserted rubber plantation in his area and sexually abused her. He also recorded a video of the act on his phone. The sexual abuse was carried out regularly thereafter, police said. Investigation revealed that the scenes were shared among Subin’s friends, who also sexually abused her.
Subin was arrested on Friday. On Saturday, new cases were registered in the order of the places where the girl was raped. Police said she was sexually abused at various places, including her school. According to the girl’s statement, the perpetrators used to communicate with her through her father’s mobile phone without her knowledge. Police have identified about 40 people after verifying information from phone records and a note found with her. The victim is currently attending counselling sessions by the CWC and staying at a shelter home. District police chief V G Vinod Kumar said legal action would continue based on the statements.Meanwhile, the National Commission for Women has directed the state police to file a report within three days regarding the incident.

With dozens of civil society groups in Karnataka banding together to give a call for action, this is the first time Mandya and Bidar saw a bandh over an insult to Ambedkar.

Two towns in Karnataka have seen complete shutdowns for the first time over what some may perceive as a ‘Dalit issue’ — an insult to Dr BR Ambedkar. Sparked by Union Minister Amit Shah’s remarks about Ambedkar, several marginalised groups and progressive organisations have joined forces to successfully organise bandhs in at least six cities and towns across the state.
During the winter session in the Rajya Sabha last December, Amit Shah had said, “It has become a fashion now to (chant Ambedkar’s name). If you had taken god’s name that many times, you would have gone to heaven for the next seven births.”
The comment triggered protests across the country, with the opposition Congress demanding Shah’s resignation. Dozens of civil society groups in Karnataka banded together and gave a call for a bandh, achieving success in several cities.
The bandhs began with Gadag and Kalaburagi on December 24, followed by Koppal on January 6, Mandya and Mysuru on January 7, and Hubballi-Dharwad, Bidar, and Vijayanagara on January 9. This is the first time Mandya and Bidar saw a bandh over an insult to Ambedkar.
The bandhs received good, and in some cases, near-total response from the public. Protesters took out bike rallies and held public meetings, waving blue flags. Effigies of Amit Shah were burned in several places and most shops remained shut during the day. Transport services were also suspended, and some schools declared holidays. In Gadag and Mysuru, some Congress MLAs extended support.
In Bidar, a city in northern Karnataka with a population of about five lakh, the Swabhimani Dr BR Ambedkarvaadigala Horata Samiti, a federation of about 30 progressive groups, successfully organised the bandh.
Mahesh Gornalkar, the general secretary of the samiti, told TNM that this was the first time that such a bandh had been organised in the city. “Even though four of the district’s six MLAs are from the BJP and two are from the Congress, not a single shop was open. Only hospitals, medical shops, and petrol bunks remained operational,” he said.
A large number of shops in Bidar are owned by Muslims, while the Lingayats dominate the Agricultural Produce Marketing Committee. Mahesh said that many civil society groups, “Basavanna’s followers,” as well as Muslim and Buddhist religious leaders, supported the bandh. “It is not possible for Dalits alone to organise a bandh,” he said.
According to Mahesh, there is a growing concern among many communities that the BJP and the Rashtriya Swayamsevak Sangh (RSS) are out to change the Constitution.
He said that the organisation he heads, the Manava Bandhutva Vedike (loosely translated as the Forum for Human Solidarity), along with other groups, had held several discussions. “All those who have the right to vote, those who have benefitted from reservations, who have the right to an education, have all supported the bandh. There is a feeling that the BJP is anti-women, anti-Constitution, and anti-equality.”
This sentiment, he said, has been building for the past decade, acquiring momentum in the wake of the protests against the Citizenship (Amendment) Act passed in December 2019, alongside the threat of the National Register of Citizens (which has so far only been implemented in Assam). BJP leader and former MP Ananthkumar Hedge’s statement in March 2024, ahead of the Parliamentary elections, that the BJP needed to secure over 400 seats to change the Constitution, strengthened the belief that the country’s Constitution was under threat. The ongoing violence that broke out in Manipur in May 2023, particularly the sexual violence against women, further reinforced this threat. “People now think that this will not stop if they don’t unite,” Mahesh said.
Shobha Kamatar of Slum Janandolana, told TNM that progressive and pro-Dalit organisations together decided to call for a bandh. Progressive groups had established close ties in the Hubbali-Dharwad region during joint agitations over the Kalasa-Banduri issue, she said, and often held protests together.
In the twin cities of Hubballi and Dharwad, the shutdown received a positive response, with shops remaining shut and vehicles remaining off the roads. Dharwad district has been a BJP bastion for decades and has also seen significant communal flare-ups, perhaps more than other parts of northern Karnataka.
Gadag town saw a shutdown on December 24, supported by Lingayat groups, merchant associations, and Kannada organisations.
Ashwini Madankar, co-convenor of the Samvidhana Samrakshana Samiti, which organised the bandh in Kalaburagi, told TNM, “Leaders of many marginalised and backward communities, such as Kuruba, Bhovi, Kabbaliga, Banjara, and Muslims, are convenors of the samiti. All of us went around the city area-wise to get public support. That’s why it was such a success. On the day of the bandh, people were holding Basavanna’s and Kanaka Dasa’s flags during the protest rally. This is an indication that Ambedkar’s ideas are reaching people.”
Basavanna, a 12th-century philosopher, is the founder of Lingayatism, while Kanaka Dasa, a 14th century Dwaitha Vedana philosopher, was a Kuruba who was not allowed entry into the famous Krishna Temple in Udupi.
In Kalaburagi, however, this is not the first time that a bandh has been observed over what is considered a ‘Dalit issue’. Ashwini said there was a complete shutdown following the gang rape and murder of a 14-year-old Dalit girl in Vijayapura district (formerly known as Bijapur) in December 2017. “Although the bandh was successful, it was mostly supported by Dalits back then,” she said.
The CAA-NRC protests played a significant role in building cross-community alliances. “Since then, many Muslims participate in protests against insults to Ambedkar or the Constitution. Now, Dalits and Muslims protest together. When one is in trouble, the other joins in protest.”
Ashwini added that Kalaburagi had also shut down when Anantkumar Hegde made his remarks about altering the Constitution.
Naganna Gowda, an activist based in Mandya, told TNM that this was the first time Mandya had seen a bandh over an insult to Ambedkar. While Dalit groups formed the driving force behind the bandh, farmers’ groups, progressive activists, Muslim organisations, and left-wing groups all lent their support, he said.
He said that the organisers had gone around the town garnering support for the bandh, and most shop owners cooperated. A large number of shops in Mandya town are owned by Marwadis, followed by Muslims. “We ensured that small eateries stayed open. Workers need to eat.”

Naganna said that although the bandh was peaceful and the town was shut down, the media focused on the few shops where altercations occurred. While attempting to get some open shops to close, the bandh organisers had faced resistance from a supermarket chain outlet and a few other shops run by BJP supporters.
“Even during Cauvery bandhs, these kinds of altercations occur, but the headlines always say the bandhs were a success. Because this bandh is about Ambedkar, the media isn’t ready to give credit,” he said.
Siddharth Singe, co-founder of the Dalit Sangharsha Samiti (Bheemavaada), told TNM that these bandhs were part of a larger shift in consciousness across Karnataka, particularly in response to the perceived attacks on the Constitution, such as Prime Minister Narendra Modi’s remarks about winning over 400 seats in Parliament and fears about the BJP changing the Constitution.
“In the past, there wasn’t much awareness about the Constitution,” Siddharth said. But that changed when the CAA was pushed through in 2019. “Dalits and Muslims felt that they would be driven away from their homes.”
Since then, many Constitution-awareness programmes have been held across north Karnataka, he added.
“Now, smaller backward communities are coming together. There is a feeling that we have benefitted from the Constitution, that we have some security because of it, and that without the Constitution, we will be treated as second-class citizens. People now feel that Ambedkar wrote the Constitution for all people, (not just Dalits). They feel that if they protect the Constitution, they are protecting themselves,” Siddharth said.
On whether the Congress government’s Constitution Awareness Jatha in January-February 2024 had any impact on the movement, Siddharth acknowledged that it had contributed to some extent. “The jatha and progressive groups have played a role (in creating awareness about the Constitution), but the major push comes from Dalit groups.”
Asked about support from caste groups such as the Lingayats and Vokkaligas, who have long been projected as a numerical majority in the state, Siddharth pointed out that while these two groups were socially dominant, he pointed to the leaked findings of the caste census and said that the two communities did not form a numerical majority.

“Today, we are seeing many Scheduled Tribes, Muslims, Backward Castes, participating across the state and they are the majority,” Siddharth said.
He also said that Lingayats were not a homogenous block, even though many Lingayats and Lingayat seers were aligned with Hindutva. “Followers of Basavanna, not the Lingayats who see themselves as Hindu, support this movement because they too believe in the Constitution. There are also backward castes among the Lingayats, such as the Ganigas, who participate,” he added.
No burial site! Dalit woman’s body kept for nearly two days in T Narasipura town

Mysuru: A 56-year-old woman’s body was kept for nearly two days in T Narasipura town of the district for the lack of a burial site for nomad Koracha families. The town is in the home district of Chief Minister Siddaramaiah and forms part of the constituency of District Minister H C Mahadevappa. Rathnamma (56), wife of Hanumanthappa who migrated from Davangere nearly thirty years ago and settled in T Narasipura town, died from an illness on Tuesday.
She belongs to the Scheduled Caste Koracha community. Even though Rathnamma’s family has Aadhar cards and ration card with the local T Narasipur address, local residents who have separate burial grounds for Scheduled Tribe Nayakas, Kurubas, Vokkaligas, Veerashaivas, Scheduled Castes and other backward class castes, did not allow the last rites of Rathnamma in the town as she had migrated from Davangere and settled in the town. Rathanma’s family then took her body to her native place, Davanagere and performed her last rites on Thursday.
Dalitha Sangarsha Samithi district convener Alagud Shivakumar said about 30 nomad Koracha community families including Rathnamma who migrated from Davangere nearly forty years ago, have been living in T Narasipura town. They eke out a living by doing menial jobs.

The apex court was hearing a writ petition seeking a direction to the States, departments and PSUs for immediate cessation of reservation benefits being extended to the ‘creamy layer’ within the SCs and STs. The Indian Tribal reports
The Supreme Court has said that it for the Government and the legislature to take a call on whether the creamy layer of Scheduled Castes (SCs) and Scheduled Tribes’ (STs) beneficiaries of reservation in education and public service must be excluded from quota benefits.
The apex court declined to entertain a PIL seeking exclusion of the wards/children/dependents of IAS/IPS/IFS/IRS/Class-I officers serving in Madhya Pradesh (or having MP as domicile but serving in other states/UTs) from the scope of reservation for SCs/STs in recruitment/selection/appointment processes. A bench ofJustices BR Gavai and AG Masih, however, permitted the petitioner to withdraw his petition, with liberty to take such steps as permissible in accordance with law.
“We have given our view that taking into consideration the past 75 years, such persons who have already availed benefits (of reservation) and are in a position to compete with others, should be excluded from reservation. But it’s a call to be taken by the executive and the legislature,” a Bench of Justice BR Gavai and Justice AG Masih said on Thursday.
The apex court’s comments came after the petitioner’s advocate referred to the apex court’s August 2024 verdict that favoured exclusion of creamy layer from the SC/ST reservation and sought a direction to the Government to come out with a policy to identify such creamy layer.
“State must evolve a policy for identifying the creamy layer even from the Scheduled Castes and Scheduled Tribes so as to exclude them from the benefit of affirmative action… the criteria for exclusion of the creamy layer from SC/ST for the purpose of affirmative action could be different from the criteria as applicable to the Other Backward Classes [OBCs],” Justice Gavai had observed.
The creamy layer criteria, at present, is applicable only to the Other Backward Classes (OBCs) to exclude the well-offs among them from quota benefits in terms of the 1992 nine-judge Constitution Bench verdict in the Indira Sawhney case.
The petitioner submitted that prayers were first made before the High Court but had to be withdrawn, as the High Court was of the view that the issue ought to be raised before the Supreme Court. While informing that recruitments are going on in 21 departments of Madhya Pradesh, he prayed for a direction to the State of MP to frame a reservation policy to identify criteria and class of creamy layer.

Manipur Governor takes stock of situation in Moreh
Manipur Governor Ajay Kumar Bhalla on Friday visited Moreh, located at the India-Myanmar border, and took stock of the situation there. The Raj Bhavan, in a statement, said Bhalla took stock of the overall functioning of the Integrated Check Post (ICP), and officials of the Land Ports Authority of India gave a presentation to him on it. The Governor visited the Indo-Myanmar Friendship Gate No. 1 and No. 2. He then went to Govajang Village where he was briefed by CO 25 BRTF (commanding officer of the 25 Border Roads Task Force) about the ongoing fencing works along the Indo-Myanmar border.” Bhalla also met leaders of various Civil Society Organisations (CSOs) and heard their grievances, it said. He met with different business and community leaders in Moreh town, including the Border Trade Chamber of Commerce, Tamil Sangam, Manipur Muslim Council, and Gurkha Samaj, and heard their concerns, it further said. “The leaders expressed their concerns, emphasising the hardships they have faced due to the suspension of all cross-border business activities since the onset of the Covid-19 pandemic,” the statement said.

The selective appropriation of Ambedkar reflects his emotional utility for political gains rather than any notion of social justice and welfare. For politicians, it might be fashionable to chant Ambedkar’s name but for the citizens, he remains a passionate beacon of hope for an egalitarian world.

It was December 27, 2024. In Fatehpur, Uttar Pradesh, a 47-year-old Dalit man Shivbadan was allegedly beaten, abused and paraded with his head shaved by a group of men who accused him of “converting people to Christianity”. According to reports, he was dragged to a temple, and the crowd forced him to recite “Hanuman Chalisa”. On the same day, in Jagatsinghpur district of Odisha, two Dalit men were “brutally assaulted”, tonsured and garlanded with slippers for allegedly “stealing goats”.
Interestingly, these incidents happened 10 days after the Union home minister committed a faux pas in Parliament while invoking Ambedkar’s name, sparking protests. The battle lines were clearly drawn between the ruling and opposition alliances. This is ironic, given the ambivalence towards Ambedkar from many of these groups.

After Independence, with the focus on social welfare and the development agenda, it was assumed that caste would wither away. However, in every election, appeals were made to these identities to win votes. This phenomenon has intensified in the last decade along with the increased visibility of Dalit icons. RSS ideologues emphasise social harmony, celebrating various anniversaries of Dalit intellectuals but are silent on issues of justice, social democracy and fraternity. At one level, the political visibility of Ambedkar has increased with calls for social unity — “ek hai toh safe hai” — but in reality, atrocities on SCs/STs and OBCs are increasing both in rural and urban areas.
Unequal Citizens
Decades ago, Ambedkar told Gandhi that “he has no homeland”, and his words have proved to be prophetic. When SC/ST and OBC students face discrimination in academia and commit suicide in elite institutions, is it not a denial of their basic rights? More than 13,600 students belonging to the SC/ST and OBC communities have dropped out from higher educational institutions such as the Indian Institutes of Technology (IIT), Indian Institutes of Management (IIM) and central universities over five years.
The duplicity of the administration’s response seems evident if one contrasts the Delhi December 2012 gangrape and murder case with the Hathras incident. The then Congress leaders were compelled to send the Delhi victim to Singapore for treatment and even went to the airport to receive her body whereas the state cremated the Dalit victim of Hathras in secrecy without informing her family.

All the major states are equally guilty, regardless of party affiliations, of not preventing heinous crimes against Dalits, as reflected in the NCRB data. The NCRB report shows that a total number of 57,582 cases were registered for crimes against SCs in 2022, a jump of 13.1 per cent from the previous year. For the STs, the increase was 14.3 per cent. Notably, these are just the reported cases. The state continues to be silent even when 377 people died due to the hazardous cleaning of septic tanks and toilets sewers, between 2019-2023 across states/UTs. There have also been efforts to dilute the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act (1989) to protect the interests of the dominant communities.
Freebies and the rights-bearing citizen
The Ambedkarite project was meant to transform Indians into right-bearing citizens. It is now completely derailed. For the state, the easy option is to distribute cash/food grains/other amenities in the form of subsidy. The idea is to keep the SC/ST/OBC voters happy and in return, a mandate is ensured. The beneficiaries or the labharthi will not question the entrenched “varna” system. The pyramidical structure of society is kept intact, and rebellion is contained.
In the process, the agency of the citizen is compromised as issues of education, health or employment are never raised. The increasing privatisation of education and health means that these communities have limited access to these sectors. Dropouts from schools will lead to an entire generation being left illiterate and scuttle their chances for upward socio-economic mobility. India witnessed a 37 lakh drop in school enrolments in 2023-24, and one can easily comprehend the social identities of these dropouts. There is no discussion on official forums on the SC/ST Special Component Plan (now, the SCSP), which was to ensure financial provisions for infrastructure, skill development and income generation for these communities.
