Gujarat, Tamil Nadu: Harrowing incidents of violence against Dalits

Death threats for attending a garba in Gujarat, robbed and tortured in Tamil Nadu
A young Dalit man was recently attacked for attending a garba venue in Gujarat. The 20-year-old Dalit man, Jitendra Parmar, who is from Sanakhurd village in Kheda taluka, has lodged a complaint with the Kheda town police, according to Times of India. Parmar alleges that he and several members of his community were brutally attacked by members of the Thakor community for a seemingly innocuous act – entering a garba venue. According to a report, Parmar has stated in the FIR that the incident took place on October 24, 2023.

The attackers subjected Parmar to caste-based slurs and physical violence solely because he had entered the garba venue. Jitendra recalled the horrifying experience, saying, “They kept asking who had given me permission to enter their garba. When two members of my community tried to rescue me, the accused assaulted them as well.”
The attackers did not even spare Jitendra’s 11-year-old cousin, who was verbally harassed and subjected to caste-based slurs just as well. Furthermore, one of the attackers even issued a threat, warning Jitendra that he would be killed if he dared to attend another garba event. The accused reportedly belonged to the Thakur community.
Furthermore, the TOI highlights that according to a Right to Information Act (RTI) application filed with the state government by activist Kaushik Parmar, there are out of the 129 villages in 12 districts that received police protection in 2022 following offences under the Atrocities Act and Kheda holds more than half of these villages, according to TOI report. Similarly, an uncle of Parmar whose daughter was subjected to slurs as well at the event has attested that this is not the first time Thakurs have attacked Dalits, and narrates that “In 2018, a Dalit boy was attacked for having a meal with boys of other communities during a marriage event.” He has also stated that it is a normal routine; Dalits are not allowed to attend religious or social festivities in the village. This is certainly not the first reported incident of violence against Dalits. In August 2017, a similar event had unfolded in Gujarat during the garba festival where a Dalit man was lynched in Gujarat’s Anand district when he had gone to see the garba festival. He was attacked by men from the Patel community who similarly had told him that he ‘had no right to watch’ a garba festival, according to the Indian Express.
Tirunelveli, Tamil Nadu
On October 30th, two young Dalit boys were attacked brutally, with their valuables stolen, in Tamil Nadu’s Tirunelveli, according to ANI. The victims, S Manoj Kumar and S Mariappan are currently receiving medical treatment at Tirunelveli Medical College Hospital are both aged 21 and 19 respectively.
The incident has elicited strong reactions from the local community and activists who have condemned this brutal act of caste-based violence. Some community leaders have also accused the police of downplaying the gravity of the incident with leaders suggesting that the police might be trying to downplay the severity of the incident and instead are trying to portray it merely as a robbery. However, the Tirunelveli City Police Commissioner C Mageswari has rejected these allegations. She has assured the public that a thorough and impartial investigation is underway.
The incident occurred on Monday night when the two victims decided to visit the Thamirabarani river at around 7:30 PM for a bath. According to statements given by the victims while addressing the media from their hospital beds, the victims have stated that the attack escalated the minute they discovered that they were Dalits. The assailants further worsened the level of violence and ordered them to disrobe, and subjected them to the humiliation of being urinated on. Additionally, the attackers stole silver jewellery and mobile phones from the victims. However, the horrifying ordeal did not end there; the attackers furthermore demanded money from their victims and in response. Following this demand, one of the victims had to urgently reach out to his employer to send Rs 5,000.
Subsequently, the Thachanallur police registered cases against the alleged perpetrators: Ponmani, Nallamuthu, Aayiram, Ramar, Lakshmanan, and Siva, all hailing from Tirunelveli. The accused have been detained and charged under various sections of the Indian Penal Code and the SC/ST Act, 2015.
The accused belong to a backward caste community and have now been arrested by the Tirunelveli city police. They are accused of stealing the victims’ valuable and brutally attacking them and are also accused of torturing the two Dalit youths in a horrifying manner, at the riverbed. According to a report by The NewsMinute, the accused belong to the Maravar community. The NewsMinute report also stated that in the area south of Tamil Nadu, the Vellalars are an “assertive” Dalit group. Therefore, the Vellalars and the Maravars are often seen to be “locked in bitter battles.”

Caste-Based Violence On The Rise In TN: Sa Re Ga Ma Pa Fame SC Singer Assaulted By MBC Youths

On 15 November 2023, Malaiyur police arrested two individuals in connection with the assault on Prakash, a 26-year-old Dalit youth, in Pudukottai district on Sunday. Prakash became popular after he participated in the Sa Re Ga Ma Pa singing reality contest. The arrested individuals, Sarathi (23) and Deva (25) said to be from the Kallar (MBC) community, both residents of Athiran Viduthi village, were among the four accused who allegedly attacked Prakash and his cousin Kabilan.
The incident occurred near Meludaiyanpatti as Prakash and Kabilan were travelling home from Varappur on a two-wheeler on 12 November 2023. They were verbally abused with casteist slurs before being attacked with glass bottles and stones. Prakash sustained critical injuries and is undergoing treatment at the Government Medical College Hospital, while Kabilan, who was also injured, was discharged on 14 November 2023.
This comes just days after a 16-year-old Dalit boy from Koppampatti village in Pudukottai district allegedly died by suicide, due to relentless assault and harassment by students from a dominant caste. The victim, V. Vishnukumar, a Class XI student at the Government Boys Higher Secondary School in Keeranur, faced persecution because of his interaction with a girl from the OBC community. The ongoing physical attacks and derogatory comments based on his caste reportedly pushed him to suicide.
Vishnukumar’s mother, Uma, filed a police complaint citing caste-based discrimination as a significant factor in her son’s suicide. Initially registered under Section 174 of the Code of Criminal Procedure, the case was later modified to include provisions of the SC/ST (Prevention of Atrocities Act) and IPC Section 306 for abetment of suicide. The autopsy was conducted, and Vishnukumar’s remains were handed over to his family for the final rites.
Earlier this month a gang of six individuals assaulted and humiliated two Dalit youths by stripping them publicly after they had a bath in the Thamirabarani River.
In October 2023, a Scheduled Caste family residing in the Vidathilampatti hills within the Manapparai municipality faced threats from a dominant Urali Gounder family, experiencing verbal abuse, urine poured on the son, stoning of their house, and physical assault.
The Vengaivayal incident remains fresh in memory, where human waste was found dumped in a water tank used by Dalits in Vengaivayal village of Pudukottai district.
The Nanguneri incident in August 2023 involved the brutal assault of a Class 12 Scheduled Caste student and his younger sister with sickles in their own home.
Dalit activists are dumbfounded at the rising number of such incidents in the state. They fear the backlash if they attempt to discuss atrocities against Dalits in the state, especially with supporters of the DMK responding with threats, abuse, and caste-based shaming.
The number of caste-related atrocities has been on the rise ever since the Dravida Munnetra Kazhagam government came to power. Ironically, a party that claims to have established social justice and “eradicated” caste is seeing such displays of horror in its own regime.

Agra: Minor girl from Dalit community kidnapped, molested; accused on run

The minor girl, who was playing outside her house in Agra district, was kidnapped and molested by Nishad. Nishad was booked under Section 376 of the Indian Penal Code (IPC) and provisions of the Protection Of Children from Sexual Offences (POCSO) and SC/ST acts.

Agra: A 28-year-old man has been booked for allegedly kidnapping and molesting an 11-year-old girl from the Dalit community in Uttar Pradesh’s Agra district. While the accused, identified as Pradeep Nishad, is currently on the run, the victim is battling for her life at a hospital.

After the shocking incident, the minor reached home in a semi-naked state and her clothes were soaked in blood. The parents of the minor took her to a nearby hospital for treatment. According to reports, the minor is in critical condition.

After the victim was admitted to hospital, her mother rushed to a nearby police station and filed a formal complaint. Nishad was booked under Section 376 of the Indian Penal Code (IPC) and provisions of the Protection Of Children from Sexual Offences (POCSO) and SC/ST acts.
According to a senior police officer, Nishad was living at his relative’s place in the area. “He fled after committing the crime. Efforts were underway to nab him. Although the victim’s health condition is critical, she is out of danger,” the officer said.

CID to probe Dalit youth’s suicide in Kovvur

Bontu Mahendra, a native of Dommeru in Kovvur, the constituency represented by Vanitha, ended his life a few days ago allegedly as he was unable to bear the humiliation meted out by local police.
RAJAMAHENDRAVARAM: The Crime Investigation Department (CID) will probe the circumstances that led to the suicide of a Dalit youth in East Godavari district, Home Minister Taneti Vanitha announced on Friday. Bontu Mahendra, a native of Dommeru in Kovvur, the constituency represented by Vanitha, ended his life a few days ago allegedly as he was unable to bear the humiliation meted out by local police.
On the accusation that she had failed to get the victim released even after the issue of his arrest was brought to her notice, she confirmed that ZPTC member Venkata Lakshmi, the youngster’s aunt, informed her about Mahendra being taken to Kovvur police station. “I was at an official programme with Water Resources Minister Ambati Rambabu in Penakalametta village in the constituency. I immediately contacted my PA and asked him to contact Kovvur CI and get Mahendra released. After returning home, he consumed poison on the night of November 13,” she explained.
She added that she had directed the authorities at the private hospital in Rajamahendravaram, where Mahendra was initially shifted, to take special care of him. Later, Mahendra was moved to a private hospital in Vijayawada where he died.
Stating that she herself hails from the Dalit community, she said, “Truth should come out and our community should know the facts. Local JSP leaders are flaring up the incident for political mileage. The Dalit community as well as the poor are rallying behind the YSRC.” Further, she urged political parties not to use tragic incidents for political gains.

TV-fame Dalit youth hospitalized with serious injuries after being attacked by caste Hindus in Tamil Nadu’s Pudukottai

PUDUKKOTTAI: Two special police teams are on the lookout for four caste Hindus who allegedly abused and assaulted a youth of TV fame and his friend while returning from purchasing firecrackers on Deepavali night.
Prakash S (27) of Ayippatti in Karambakkudi taluk, who attained fame after participating in a singing reality show in 2019, along with friend Kabilan (25) was on November 12 riding back to the village after purchasing crackers when a group of four members from a dominant community trailed them at Moludaiyanpatti four-junction road and hurled casteist slurs at them.
When Prakash, who hailed from the SC community, confronted them, the group hit him and Kabilan with liquor bottles, sources said. In the attack, Prakash sustained injuries to the head and the forearm, while Kabilan was injured on the head. Relatives of the injured persons admitted them to Pudukkottai Government Medical College Hospital.
The next day, the Malaiyur police registered a case against Deva R of Athiranviduthi and three others in connection with the alleged assault. DSP Deepak Rajini said all the accused remained unreachable on their phone and that they were on the run.
Prakash attributed “caste pride and caste arrogance” for the alleged attack. While mentioning no past enmity between the accused and him, Prakash told TNIE, “Such caste abuse and harassment from them against SC members of my village, however, is regular. This time I was the target. They must be arrested soon,” he told TNIE.
