Once denied entry, Dalits in Karnataka now served sweets in hotels

KOPPAL: In a welcome move, villagers got together to offer Dalit youth sweets and also went to a temple with them, following the Koppal district administration’s intervention after an untouchability incident.

The matter was reported in Halavarthy village of Koppal where Dalit youth were allegedly denied haircuts at a local saloon. A hotel owner had also allegedly refused to give breakfast to a group of Dalit youth from the village. Following the reported incident a week ago, Dalit families staged a protest in front of the gram panchayat office.

The administration had to send a team of senior officials and a peace meeting was conducted on Thursday. Accordingly, the villagers have taken an oath in front of senior administrative officials promising not to practice untouchability in the village. After the meeting, the Dalit youth were offered sweets and snacks in the same hotel where they were denied entry a few days ago.

“There have been a few cases of untouchability in rural parts of Koppal. Whenever such incidents are reported, the district administration conducts peace meetings before proceeding with any police action. In the case of Halavarthy village, both the hotel owner and saloon owner have been booked under relevant IPC sections and have been arrested,” said a senior official.

MUMBAI: The 2024 elections, especially those to the Lok Sabha, appeared to be a crucial factor behind the selection of candidates by the BJP, while the Congress’ move to field Chandrakant Handore, a Dalit leader, was a smart move to pre-empt any further setbacks. The biggest surprise came from the Ajit Pawar-led NCP which nominated its working president Praful Patel, who is already a Rajya Sabha MP.

The BJP-led alliance was aiming to win all six seats and give another blow to the opposition Maharashtra Vikas Aghadi (MVA) ahead of the Lok Sabha elections to show up the MVA as weak and vulnerable. However, with the Congress announcing a Dalit leader as its candidate, the BJP seemed to have chosen not to field an extra candidate, paving the way for unopposed election, provided no independent candidate files papers on Thursday, which is the last day for nominations.

This comes as a respite for the Congress, as it was wary of its MLAs close to former chief minister Ashok Chavan voting against the party candidate. A senior Congress leader said the party’s decision to field former Mumbai mayor Chandrakant Handore, a Dalit leader, was a significant strategy. “The BJP does not want to be seen defeating a Dalit leader ahead of the election,” he said. “The party would have been accused of fielding a Brahmin (Kulkarni) and a Maratha (Chavan) and defeating a Dalit candidate. It appears that its leaders did not want to take that chance.”

The major highlight of the BJP’s nominations was candidature to new entrant Chavan and denying renomination to union minister Narayan Rane. Party leaders said that Rane could be asked to contest the Ratnagiri-Sindhudurg Lok Sabha constituency currently represented by Shiv Sena (UBT) MP Vinayak Raut. Although the Eknath Shinde-led Shiv Sena has staked a claim to the seat, the BJP wants to contest it. Among the available options the party has, Rane could be a strong candidate.

Besides Chavan, the BJP fielded Medha Kulkarni, a former legislator from Pune city and a locally popular leader. Kulkarni was sitting MLA when she was denied a ticket in 2019 in order to field the then state BJP president Chandrakant Patil from her Kothrud constituency, a safe seat for the party. The BJP bore the brunt of Brahmin voters’ ire in Pune in the Kasba Peth byelection last year when Congress candidate Ravindra Dhangekar was elected despite a strong presence of Brahmin voters there. Kulkarni’s nomination is seen as the party’s attempt to pacify its traditional voters ahead of the Lok Sabha elections. Brahmin voters will play a key factor in the Pune Lok Sabha seat. Significantly, senior BJP leader Prakash Javdekar, whose tenure is coming to an end, was not renominated.

Among the BJP’s allies, the Shiv Sena’s choice was along expected lines, with the party fielding Milind Deora. Ajit Pawar, however, surprised everyone by nominating Patel, who was elected to the Rajya Sabha in 2022 and still has four years of tenure left. A senior party leader said there was uncertainty over Patel’s future in the Rajya Sabha, since the disqualification petition filed by the Sharad Pawar faction against Patel after Ajit Pawar’s rebellion is pending. Further, the party’s top brass failed to take a decision on who to nominate, as its ally BJP was not happy with talk about Baba Siddique’s candidature. The party has now deferred its decision on this while Patel will get another tenure in the Rajya Sabha.

By nominating Handore, the Congress has also tried to correct the wrong done to him. The former mayor was fielded by the party for the legislative council elections in 2022. Due to cross-voting by Congress legislators, Handore lost while another candidate, Bhai Jagtap, got elected.

The selection of Ajit Gopchade is aimed at Lingayat voters who have a significant presence in western and central Maharashtra. Besides, the fact that he is a kar sevak who had participated in the Babri masjid demolition also goes well with the party’s electoral emphasis on the opening of the Ram temple.

Govt has earmarked Rs 1000 cr for Dalit Bandhu

Hyderabad: Deputy CM Mallu Bhatti Vikramarka clarified that the Congress government is committed to the welfare of SCs and will continue the scheme of Dalitha Bandhu. Citing budget allocations of Rs 1,000 crore made under Abhayahastham, he held that the scheme will be taken forward once the modalities are set.

Replying in the Assembly on questions raised by the Opposition on Vote on Account budget, Bhatti said the government has made allocations of Rs 1,000 crore in this budget as the government has prioritised the welfare of SCs. He also pointed out that despite making allocations, the previous government has failed to release funds worth Rs 17,000 crore.

Over Indiramma Housing and its budget allocations, Bhatti clarified that the government was committed to providing housing to the poor. He also assured that the government would be taking a decision on extending the 18 per cent reservation to SC at an appropriate time. While welcoming the suggestions from the Opposition leaders, the Deputy CM asserted that the government was committed to providing jobs to youth and, in this endeavour, has constituted the TSPSC panel. He said once the required staff is recruited for the commission, notifications will be issued

J’khand portfolio allocation JMM-led ruling coalition ‘betrayed’ Dalit community alleges BJP

Ranchi, (PTI) Leader of Opposition and senior BJP member Amar Bauri on Friday alleged that the JMM-led ruling alliance in Jharkhand has “betrayed” the Dalit community by “dropping” Baidyanath Ram from the list of ministers at the eleventh hour.

    He said almost the same faces, who were in the previous Hemant Soren cabinet, have been inducted as ministers, which shows the “actual intention” of the Champai Soren government.

    “Among the two new names, Basant Soren (youngest son of JMM supremo Shibu Soren) was given space in the cabinet only to promote dynasty politics,” Bauri told PTI.

    Basant Soren on Friday took oath as minister in the new government in Jharkhand, along with seven others.

    Bauri alleged that the coalition government also ditched the Scheduled Caste community, the population of which in the state is around 50 lakh.

    “Dropping Baidyanath Ram from the list of ministers at the last moment was a betrayal to the Dalit community. His name was there in the list sent by the Raj Bhavan,” the BJP leader claimed.

    AJSU Party chief Sudesh Mahto said the Scheduled Tribe community “did not get any representation in the cabinet this time too, which is very unfortunate”.

    The representation of women in the cabinet has also reduced to one from two in the previous government, Mahto said.

    Meanwhile, Jharkhand Congress in-charge Ghulam Ahmad Mir said, “Finally, there is a full cabinet under Champai Soren ji. They should aim at completing all the unfinished tasks.”

Tamil Nadu: 10 months on, justice eludes Dalit Pocso case victim

COIMBATORE : A minor who was allegedly sexually harassed by her teacher 10 months ago in Coimbatore is running from pillar to post seeking legal action against those who were involved in it directly and indirectly.

The girl studying in class IX in a government school had filed the complaint against her physical education (PE) teacher and others who supported him.

The incident took place on April 15, 2023, when she was studying in Class VIII. She said though she reported it to her teachers, assistant headmaster and headmistress right after the incident, they failed to report it to the police. She also alleged they tried to settle it amicably.

However, in December 2023 the issue came to light and the police booked a case against the PE teacher under sections 9 (l) and 10 of the Pocso Act.

The victim’s mother said, “Though we submitted a detailed complaint two months ago mentioning the names of other teachers who tried to cover up the issue, the police booked the case only on the perpetrator and continued investigation against others at a snail’s pace.”

She further said, “Having lost faith in both the education department and the police, my daughter wrote a detailed petition to the district collector on Monday about the hardships she has been facing. However, there has been no progress so far and I received a reply from the collectorate on Thursday that the petition was forwarded again to the police department. Immediate action against those involved will instil some sense of hope in other students and will increase fear in potential wrongdoers. But we feel that even the minimum action has not been taken against those who supported the perpetrator and those who tried to cover up the incident.”

When asked, Superintendent of Police V Badrinarayanan said they have altered the Pocso sections and invoked the provisions of Juvenile Justice Act and the SC/ ST Act. He also said there is no delay and no one would be spared.

Chief Educational Officer R Balamurali said, “We will take action depending on the probe result.”

Dalit women are living hell in Sandeshkhali..! All Dalit loving politicians silent, National SC Commission demands imposition of President’s rule in Bengal

Kolkata: The National Commission for Scheduled Castes (NCSC) on Friday (February 16) after its visit to Sandeshkhali in West Bengal, has submitted a report to His Excellency Draupadi Murmu recommending President’s rule citing complete lawlessness in the state. Arun Halder, Chairman of the Commission working for the Dalit community, has also met President Murmu. Later speaking to the media he said, “We have recommended that in view of the situation in West Bengal under Article 338, President’s rule should be imposed there, the purpose of which is to protect the rights of the Scheduled Castes.”

Arun Halder said that the President has assured the NCSC team that she will look into the matter and take action. When the NCSC team tried to enter Sandeshkhali to meet the victims of sexual assault, several Bengal police officers allegedly misbehaved with them. Halder said, “The state government has joined hands with the criminals.” On February 8, women of Sandeshkhali in North 24 Parganas district in West Bengal protested against absconding TMC leader and Mamata Banerjee’s close aide Sheikh Shahjahan and his workers. They have taken to the streets demanding action.

The women have alleged that the accused forcefully grabbed the lands of the poor in the area and sexually assaulted the women throughout the night and released them only when they were satisfied. The accused also made the villagers work in the business run by them and did not even pay them for it. The NCSC chief said, “We have recommended that President’s rule should be imposed in West Bengal in view of the situation under Article 338, which aims to protect the rights of the Scheduled Castes.”

Let us tell you that, under Article 338 of the Constitution, the NCSC is obliged to present reports to the President annually and at other times on the functioning of the constitutional safeguards for the Scheduled Castes (SC). Commission Chairman Arun Halder said the violence in Sandeshkhali is affecting people from the Scheduled Caste community, noting that West Bengal has the second largest population of SCs in the country. Apart from this, the Commission has also sent a notice to the TMC government of Bengal and ordered to take immediate action against the absconding accused.

He said, “The state should protect them (SC), but that is not happening and they are actually suffering under the rule of the state government.” A central team of BJP also visited Sandeshkhali on Friday and a delegation of Congress is scheduled to arrive today (Saturday). The 6-member BJP delegation formed by party national president JP Nadda to visit Sandeshkhali was stopped by the police in West Bengal on Friday. The team included party leaders Annapurna Devi, Pratima Bhowmik, Sunita Duggal, Kavita Patidar, Sangeeta Yadav and Brij Lal. BJP leader Agnimitra Paul is going to Sandeshkhali with the delegation.

Meanwhile, the Privileges Committee of the Lok Sabha had summoned top police officials of West Bengal on the complaint of BJP state president Sukant Majumdar. The Privilege Committee on Thursday directed top West Bengal police officials to appear before it on February 19 on the complaint by the BJP state chief. However, it is also worth noting that Dalit and tribal women are forced to live a hellish life in Sandeshkhali, but parties like Bhim Army, BSP, which do politics in the name of Dalits and tribals, have maintained silence on this issue. At the same time, BJP and Congress, despite being staunch opponents, are seen together on this issue and are raising the voice of the women of Sandeshkhali.

Rampur Uttar Pradesh: Man convicted of assaulting Dalit sentenced to two years imprisonment

Rampur. In the case of assault on a Dalit, the court sentenced the culprit to two years of imprisonment. Also imposed a fine of six and a half thousand rupees. The court acquitted the head constable due to lack of evidence. The head constable is posted in Badaun. The case is related to Shahbad Kotwali area.

Chandrabhan, a resident of Tajpur Behta village of the area, had filed a case in Shahbad Kotwali on 21 February 2014. The allegation was that he and his friend Kishan Lal had gone to Kamal Hasan’s shop located in Saifni to buy goods. It is alleged that during this time Phullu and Kamal Hasan beat him up, due to which Kishanlal got injured. After this a report was registered against both of them. Phullu died during the hearing. During the investigation, the name of Head Constable Clerk Firoz Khan posted at Shahbad Kotwali also came up. The police had filed the charge sheet of the case in the court.

After hearing the arguments of both the parties, the court on Thursday found Kamal Haasan guilty and sentenced him to two years imprisonment and a fine of Rs 6500. The court acquitted Head Constable Clerk Firoz Khan due to lack of evidence. Firoz Khan is currently posted in Badaun.

In Mahoba, Raj Mistry along with his associates beat up a Dalit youth, he died.

Mahoba. In a sensational incident, a Dalit youth was beaten to death in Charkhari area of Mahoba district in Uttar Pradesh on Thursday.

Deputy Superintendent of Police Umesh Chandra said that in the incident in Turkiyana Mohal of the city, 21-year-old youth Rajesh Shriwas was standing at the door of his house, when he had a dispute over some issue with Devesh, a mason who was doing construction work nearby. The matter escalated to such an extent that Raj Mistry and some of his associates unanimously attacked Rajesh and beat him badly at the door of his house. During this time, when Rajesh’s family members came out of the house due to commotion, the attackers left him and ran away.

Deputy Superintendent of Police said that the family immediately took Rajesh, who was seriously injured in the incident, to Mahoba District Hospital for treatment, but seeing his condition critical, the doctors referred him to Jhansi Medical College. Rajesh died on the way to Jhansi. According to CO Umesh Chandra, in the case, the police have taken the body of the deceased in their custody, filled the Panchnama and sent it for post-mortem and have started investigation into the incident. On the basis of the complaint given by the relatives of the deceased on the incident, a case has been registered and efforts have been started to arrest the accused.

Distressing visuals have surfaced from Jabalpur, Madhya Pradesh wherein minor boys could be seen being physically abused by a man. The said video, which was uploaded on the ‘X’ (formerly Twitter) account of HateDetector, shows a man holding a stick and hitting 5 crying children on their legs. The 5 boys can be seen with their hands tied behind their backs with a rope and crying out loud as the man relentlessly hits them with the stick.

It has been alleged that the 5 boys belong to the Dalit community and are being hit with sticks for drinking water from a well. A crowd can also be seen in the video, standing quietly as the man goes on to abusing the 5 children. At one point in the video, a boy from the group of five can be seen running towards the crowd of people standing and watching the brutality unfold, only to be pushed towards the man beating them with the stick, who goes on to beat the child.

It is essential to note that in accordance to Article 15 of the Constitution of India, discrimination amongst people on the basis of their caste attracts severe consequences and punishments. Article 15(2)(a) of the Indian Constitution provides that citizens should not be prevented from accessing public places, such as shops, restaurants, hotels or any other place which is open to the general public solely because of their religion, race, caste, gender, place of birth, or any other similar basis. Article 15(2)(b) of the Constitution states that no individual can restrict another individual on the basis of religion, race, caste, gender, or place of birth from using septic tanks, wells, roads, or any other public facility maintained by the state funds or specifically designated for public use.

Last year too, in November of 2023, a number of Dalit people were assaulted by the Parmar community in Madhya Pradesh’s Morena over the issue of cutting trees. Members of the Dalit community had then been attacked by axes and sticks.
