Lok Sabha Elections 2024: Cong sets caste equation right in MP, know the background of the candidates declared on reserved seats

Bhopal: As the campaign for the 2024 Lok Sabha elections is gradually gathering momentum, with the polls drawing closer, the Congress party is expected to contest strongly in Dalit and tribal dominated in most of the Hindi heartland states, except Uttar Pradesh.

Of the 10 seats in Madhya Pradesh for which it announced candidates in the second list on March 13, seven are reserved constituencies. Given the candidates it has fielded from the constituencies reserved for the Scheduled Caste (SC) and Scheduled Tribe (ST) communities, it is believed that the focus of the grand old party in the polls is on Dalits and tribals.

The candidates declared against reserved seats are set to benefit the party’s nominees contesting on unreserved neighbouring seats.

The party has fielded Phool Singh Baraiya from Bhind — a seat reserved for the SC. Singh was first elected as MLA of the Bahujan Samaj Party (BSP) in 1998. He left BSP in 2003. In 2019, he joined the Congress — which nominated him as its candidate in the previous elections. However, he lost.

He contested the 2020 Assembly by-election from Bhander in Datia district on the Congress ticket but lost once again. Following a series of defeats, he successfully contested the 2023 Assembly polls from Bhander.

Baraiya is a respected leader of the Dalit community in the state. He has dominance in Gwalior, Chambal and Bundelkhand divisions. His candidature is believed to benefit the party on other seats as well.

The party has nominated 43-year-old Pankaj Ahirwar from SC-reserved Tikamgarh Lok Sabha constituency. He has served the party in various capacities — the district secretary of the National Students’ Union of India (NSUI), the district general secretary of the Youth Congress and the district president of the SC wing of the Madhya Pradesh Congress Committee (MPCC).

Presently, Pankaj is the state vice president of the MPCC’s SC department and in-charge of the Sagar division. The Ahirwar community has a significant concentration in Bundelkhand region, which houses the Tikamgarh Lok Sabha constituency.

Earlier, the Congress had fielded Kiran Ahirwar from this seat, but he lost to BJP’s Virendra Kumar.

For Dewas (SC) seat, the party has selected 55-year-old Rajendra Malviya — who is the MPCC’s SC department’s working president and former Union minister. In addition, he is also the general secretary of the MPCC.

Malviya belongs to the Balai community. He has been nominated on his father's political background and strong hold in the area.

The party has declared 47-year-old Omkar Markam as its candidate from the Mandla (ST) seat. At present, he is an MLA from Dindori — which he has been winning for the past four Assembly elections.

He has served the party as the state’s Tribal Congress president. He was also the minister in the previous Kamal Nath government. In 2014, Mandla contested the general elections, but tasted defeat at the hands of BJP’s Faggan Singh Kulaste.

Markam is a prominent tribal face of the state.

Forty-five-year-old Radheshyam Muvel has been fielded from Dhar (ST) constituency. He is a postgraduate. At present, he is the party’s district president as well as the vice president of the MP Tribal Congress.

Previously, Muvel was the district president and state secretary of the Youth Congress for the district.

He is considered to be close to the Leader of Opposition, Umang, who is said to have proposed his name for consideration.

Congress has brought in the fray 42-year-old Porlal Kharte from Khargone (ST) seat. He was an inspector in the Sales Tax department.

Last month, the party undertook a tribal awareness rally from Mhow to Dadra Nagar Haveli, reiterating the long-standing demand for constitutional rights.

The party has given him the ticket because of his activism in the tribal area and a stronghold in the society. He had also been the state secretary of the party in the past.

From Betul (ST) seat, the party has given a ticket to 36-year-old young tribal leader Ramu Tekam. He is currently the state president of the Tribal Congress. In 2019 also, the Congress had nominated him as its candidate from the same seat, but he lost the election.

The Congress has tried to solve the caste equation in Chambal, Bundelkhand, Vindhya and Nimar regions of the state.

Congress’ ‘Adivasi Sankalp’ Will Ensure Rights Of Tribals Are Protected: Kharge

POSTED ON MARCH 16, 2024

Addressing a press conference at his residence here, Kharge said former party chief Rahul Gandhi has announced the party’s guarantee for the welfare and well-being of the tribal communities in Maharashtra’s Nandurbar.

Congress president Mallikarjun Kharge on Tuesday asserted the party’s ‘Adivasi Sankalp’ will ensure that the rights of tribals as well as their “zameen, jungle and jal” are protected.

Addressing a press conference at his residence here, Kharge said former party chief Rahul Gandhi has announced the party’s guarantee for the welfare and well-being of the tribal communities in Maharashtra’s Nandurbar.

Hailing the party’s ‘Adivasi Sankalp’, Kharge said ensuring justice for tribals is the party’s primary responsibility.

“They are being harassed, their land is being taken away, they are made to work as bonded labour. We will ensure, through this guarantee, to free them from all this,” he said.

Kharge said the Congress is committed to protect the tribals, ‘jal, jungle and zameen’.

In a post on X later, Kharge said a national mission will be set up for the effective implementation of the Forest Rights Act (FRA) through a dedicated FRA division, separate budget, and action plans.

“We will ensure settlement of all pending FRA claims within 1 year, and establish a process for the review of all rejected claims within 6 months,” he said.

The Congress will withdraw all amendments made by the Narendra Modi government to Forest Conservation and Land Acquisition Acts that have caused such great distress to Adivasis, he said.

Kharge said the Congress is committed to notify all habitations or groups of habitations where STs are the largest social group as Scheduled Areas – in all the states and Union Territories.

The Congress is committed to enact state laws in conformity with the central Panchayat Extension to Scheduled Areas Act (PESA) to establish ‘village government’ and ‘autonomous district government’ as envisaged in PESA, he said.

The Congress’ Right to MSP legislation – which will give legal status to MSP – will also cover Minor Forest Produce (MFP), Kharge said.

The Special Component Plan for Scheduled Castes and the Tribal Sub Plan, introduced by Indira Gandhi in the late 1970s to ensure balanced and adequate share of budgetary resources for the Scheduled Castes and Scheduled Tribes, was abolished in 2014 by the Modi government, he said.

“The Congress guarantees to revive the Scheduled Caste Plan and the Tribal Sub-Plan, and make it enforceable by law, as done by the Congress governments in some states,” he asserted.

MADHYA PRADESH MINOR NEWS STATE TRIBAL

the parents were minor birth, such cases are more in Dalit-Tribal0 society.

POSTED ON MARCH 16, 2024

More than 200 daughters of Guna district of Madhya Pradesh are not able to become ‘Laadli Lakshmi’. The parents of some do not have the necessary documents, while the mother of some has given birth while a minor. There are 205 girls in the district who are not getting the benefits of the scheme. This figure is for 2023. Most of these girls belong to Dalit or tribal community.

It is also clear from the statistics that child marriages are still taking place in Dalit and tribal communities. The society is also recognizing them. The brunt of this is being borne by those daughters whose mother is married below the age of 18 years and whose father is married below the age of 21 years.

However, Guna Collector Amanbir Singh Bains says that the administration is working in this direction. Efforts are being made to somehow provide the benefits of the scheme to these girls. A list of such girls has been sought from the Women and Child Development Department.

Dainik Bhaskar has investigated some such cases. Went to tribal dominated areas and talked to the people who were not getting benefits. Tried to find out the reason for this. Read the report…

Mother was a minor at the time of daughter’s birth

A similar case came to light in the Anganwadi located in Giani Ji’s enclosure in Guna city. Golu, who lives here, got married to Mehak two years ago. Mehak’s current age is 18 years. Mehak gave birth to a baby girl on 8 April 2023. She was a minor at the time of her birth. Because of this his daughter is not able to get the benefits of the scheme. Apart from this, the age of Mehak’s husband Golu is recorded as 14 years in the composite ID. Her husband says that the age has been written as less by mistake, which he is trying to rectify.

Three cases in the same village, in which the mother’s age is less than 18

People of tribal community live in Mundi Kotra village, 25 kilometers away from Guna. Most of the men work as labourers. Three such cases were found in the village also, in which the mother is a minor. All three are below 18 years of age as per Aadhaar card. The wrestler living here is married to Pooja. Pooja’s age in the base is 17 years. She gave birth to a baby girl on 29 April 2023.

Similarly, Balram got married to Saroj. Saroj’s age is also less in Aadhar card. Saroj gave birth to a baby girl on 20 December 2023.

Whereas, Malkhan is married to Pooja. Pooja gave birth to a baby girl on 7 September 2023. Pooja’s age in the base is 17 years. In all three cases the mother’s age is less than 18 years. Because of this their daughters are not able to get the benefits of the scheme.

No age documentation

Sagoriya village of Jamra Panchayat, 27 kilometers from the district headquarters. People of Dhakad, Yadav, Sahariya and tribal communities live here. Ram who lives here is married to Pooja. Pooja’s age is 17 years. She gave birth to a baby girl on 25 March. Pooja’s age is less in Samagra ID also. He does not have any such document by which he can correct the age in the Aadhar card.

There is another case in the same village, in which Monu is married to Kavita. Kavita’s age is written as 16 years in the overall ID. Kavita does not even have an Aadhar card. Kavita told that she has studied till 5th class, but she does not have documents. Due to this the process is not progressing.

Collector said – have brought it to the notice of the state government

Collector Amanbir Singh Bains said that information about such cases has been collected. If a woman gets married below the age of 18 years, then as per the rules her daughter is not considered eligible for Ladli Lakshmi Yojana. Such cases have come to notice. Counseling sessions are scheduled in specific areas.

Now let us know- what is Ladli Lakshmi Yojana?

This is an ambitious plan of former Chief Minister Shivraj Singh Chauhan. The state government started it from 1 April 2007. After Madhya Pradesh, 6 other states also implemented it in their states.

Reason for not getting benefits of the scheme

Child Marriage: A girl should not get married before 18 years and a boy should not get married before 21 years. There are many areas in the district where marriages take place before this age. In such a situation, the child is deprived of the benefits of the scheme. Because the age of his/her mother or father is less than the prescribed age of marriage in the Aadhar card.

Birth of a daughter while a minor: Some cases have also come to light in which a girl was married while she was a minor. Gave birth to a girl while still a minor. Because of this the benefit of that scheme will not be available. After this, if she gives birth to another girl child in adulthood, she will get the benefit of the scheme.

Samagra ID: To avail the benefits of the scheme, it is necessary to have his parents’ and his name linked in the Samagra ID. In this also, the age of mother should be 18 years and father’s age should be 21 years in the documents. If either of the two is under age, the portal will not accept the application. Even if mother’s name is not included, the application will be rejected. Generally people do not get this done, because after marriage the wife’s name gets added to the total. Due to her name not being added, the girl child is not able to avail the benefit.

The Medium’s Massage

POSTED ON MARCH 16, 2024

By projecting the Gandhis, the media has blacked out what matters

P Partha Banerjee

The election results have proved once again that in today’s globalised world, media propaganda works, issues don’t. Our lives are now decided by what the media dictates. An influential editor admitted that it was an election of “non-issues”; to seasoned onlookers like me, it was nothing more than soapbox advertisement for Sonia Gandhi and her children. It worked!

Glories now on Manmohan Singh, the “best prime minister” in post-Non-Alignment India, for his “efficient handling” of the country’s affairs. But Manmohan—however erudite—couldn’t have been prime minister five years ago had Sonia not been denied the top position. He was a “compromise”, perhaps because Rahul Gandhi was “too young”. The kingmakers will gradually throw him away—politely, of course—and crown the new prince. We’ll say, “Long Live India! Long Live Crown Prince Rahul!” Democracy and dynasty, together? We’ll revisit that question in 2014. For now, the media wants us to be happy.

The new-generation Indian PR-journalism, its projection of Rahul as the next prime minister (eerily reminiscent of the rise of his father) and complete suppression of issues did it for the Congress. Western commentators with little grassroots experience of Indian politics cheer. They’ll keep branding India the next rising sun in the East!

But the dark truth is, India and her 80 per cent unfortunates will remain hungry and poor; terrorism, pollution, overpopulation, diseases, environmental destruction and corruption will thrive; the rich will get richer. Female infanticide and dowry deaths will continue. Women will walk miles to fetch water. Kids will drop out of school. ‘Untouchables’ and minorities will be denied basic rights. Repression of dissent will remain unchecked. Of course, there will be more cricket matches, fashion catwalks and Bollywood blitzes. There will be more near-zero-medal Olympics. Bless my motherland and her soul.

And we don’t need the BJP or the Left any more—Congress will play the roles they play. It will peddle fake Hindutva in the north and the west, fake socialism in the east and south, and fake isolationism in places nobody talks about. Note that countless, “liberal” Congress candidates ceremonially went to temples to receive blessings to win their seats. Many received special advice from astrologers and fortune-tellers. Who needs the conservatives?

Was the Congress ever a secular party when it comes to religion or caste? We know how the Congress used the Muslim League in Kerala, Dalits in Karnataka, Orissa and Andhra, ‘untouchables’ in Uttar Pradesh, Rajasthan and Bihar (remember Jagjivan Ram), and played the Christian or anti-Bengali card in the Northeast for decades to sustain power (and trash its allies later on). The Congress showed how to use black money in Indian politics, and how to buy dissidents from rival groups. The Youth Congress and Sanjay Gandhi came into the limelight in the 1970s through flexing of muscle. Has it really changed? Can Rahul Gandhi change it? Does he know history in the first place?

The only thing that has changed in India is that, with serious endorsement from a failed system that decimated the US economy, the new-generation “Americanised” India is now avidly jingoistic, anti-poor, anti-social spending, and rabidly pro-wealth; the only difference between the US and India is that while here, the US does have some minimum safeguards against total moral disintegration of the powerful elite, India does not. That’s scary. There’s something else to worry about. The Congress and BJP both knowingly chose nearly a hundred criminals to be MPs representing a million people each: that’s to represent a total of 100 million people. What does it tell us in terms of their judgement, vision and action plan? Wasn’t Sonia, Rahul or Manmohan part of the selection process?

If this election were about substantive issues—issues big-name journalists suppressed—we’d talk about the failure of the Manmohan government to protect Indians from terrorism and war. But it didn’t happen. The media didn’t challenge Rahul and Priyanka on these critical questions. Instead, it glorified their celebrity status and projected them as vote-getters without scrutinising them.

Some are comparing the rise of Rahul with that of Barack Obama. But here in the US, for nearly two years, media put Obama under the lens and examined him inside out to examine his competence to be president. When will we learn to do that? If not in election times, when? Jai Ho, Incredible India! Long live her new kings and queens.
