Can one Lok Sabha constituency will have  2 MPs? 

Yes,

This happened in India till 1961.

Almost over one-fifth of Lok Sabha seats elected 2 MPs each- one from the general category and one from the Scheduled Castes or Scheduled Tribes – in the first two Indian elections. One seat even had three MPs, until the multi-seat constituencies were abolished in 1961.

If you thought Indian politics is complicated, there was a time when it was even more so. In the first two elections after independence, voters in one of every five parliamentary seats in the country had had to choose not just one MP to represent them, but two. India’s  first general election in 1951-52 were held in 400 constituencies across 26 states. Of these, 314 constituencies elected a single MP each, but 86 elected two – one each from the general and Scheduled Caste category.

One constituency in West Bengal, North Bengal, even elected three MPs.

These multi-seat constituencies were created to reserve space for deprived sections – Dalits and tribal communities by Dr B R Ambedkar which was already permitted by British govt in 1932 in Round table conference. It was the first such affirmative action measure, in terms of political representation, in any major democracy.

 This system of multi-seat constituencies was a crucial part of the first two Indian general elections in 1951-52 and 1957.

CONGRESS ABOLISHED IT IN 1961.

It was abolished in 1961, when it was replaced by separate general and reserved seats (for Scheduled Castes and Scheduled Tribes).

TWO MP CONSTITUENCY

What is meant by a two-member constituency?

Why was it abolished in 1961 by Congress ?

The TWO MP and TWO MLA system was introduced by Dr Ambedkar in order bring equality for deprived class.

But 

1)Gandhi has stopped the communal award in 1932.(SEPERATE electorate system)

2)Congress has abolished TWO MP/MLA system in 1961.(Because most of the SC.STs are brainless they also agreed for this)

REASON FOR ABOLISHING.

The first assembly election of Mysore (after Independence) in 1951 and the second assembly, elected in 1957 for united Karnataka, had many double-member constituencies.

This meant that a single constituency would return two members, one from the SC-ST category and another from the general category.

(1)The 1951 Mysore assembly had 19 two-member constituencies. Two of the winning candidates were from the Scheduled Caste Federation (SCF), founded by Dr. B.R. Ambedkar.

(2) There was one Independent and the rest were from the Congress.

(3) The SC candidate from SCF polled more votes than the general category candidate from Kolar Gold Fields.

(4) The number of two-member constituencies had gone up to 29 in 1957. 

In this election, two SC candidates were elected unopposed in Sedam and Karkala where voting took place only for the general candidates.

(5)Also, two women SC candidates were elected from Hoskote and Kollegar for the double-member constituencies for the first time.

(6)SC candidate Bhimanna, who was elected from the Raichur two-member constituency, had polled more votes than the general candidate from the same constituency.

The two-member constituency system was abolished in 1961.

Till date no political parties have raised voice for this anti SC.ST act except a few.
