Dalit youth was tortured for 22 hours in the police station: DST constables beat him all night, said – they will implicate him in such a way that there will be no bail.

A case of keeping a Dalit youth in the police station for 22 hours and torturing him brutally has come to light. The incident took place at Behror police station in Kotputli-Behror district. 25 year old Dalit youth Ankit Mawar alleged that two constables took him to the police station and tortured him throughout the night. He climbed up with shoes in his hands. He was beaten heavily from the waist down. The whole body has turned blue. On Saturday, the youth gave a written complaint to Kotpuli-Behror SP Vandita Rana.

The youth along with his family members had reached Kotputli-Behror SP office on Saturday morning. He complained about the assault to the SP at Behror police station. After this, the victim also met Neemrana ASP Shalini Raj at around 1 pm and narrated her ordeal. The youth demanded strict action against the accused.

Ankit Mawar, son of Ravi Shankar said in the complaint – I live in Mohalla Jaitpur Ward No. 4 in Behror. Went near the electricity power house at 8 pm on Thursday 4th April. Constables Sanjay Dhankar and Kapil Sharma came here with the DST team from Behror police station. They took me to Behror police station. There they threw me on the ground and started beating me badly.

DSP Krishna Kumar was also present at that time. The constables beat him in front of the DSP. Crushed my hands and feet with shoes. Tortured with caste based words. Abused. During the fight they were saying to bring illegal pistol. Said- Will be implicated in such a case that there will be no bail. They kept me in the police station till 6 pm the next day on 5th April.

I was released after getting bail from the SDM on Friday. After reaching home, I along with my family reached Behror police station at 7 pm on Friday evening with a complaint, but my report was not registered. I reached District Hospital (Behror) at 8 pm on Friday night. Where the medical was done.

The youth says that he was arrested under sections of breach of peace and made to sign on blank paper. Sandeep and Kapil want to implicate me in a false case. These are the men of former MLA Baljeet Yadav. He had told me earlier also that either vote for Baljeet or else we will implicate you in a false case.

Constable Sanjay told – On the instructions of DSP Krishna Kumar, he took Ankit to the police station. The allegations of beating are false. It is not known who beat him. A case was registered under SC-ST Act on 24 February in Behror police station. Its investigation is with DSP Behror. Kaluram Meghwal, resident of Jaitpura locality, had filed the case.

In the report, Kaluram had told that his son Ravindra was going on a bike. During this time, bike riders attacked him with sticks, sticks and rods near Santoshi Mata Temple on Tasing Road (Behror). Ravindra suffered serious injuries in this.

In the report given in the police station, Ankit Mawar and another Anurag Mehra were accused of giving information about Ravindra to the criminals. The matter was disclosed by former DSP Tej Kumar Pathak but the police investigation was not completed. Ankit Mawar was called for investigation because he was named in the report.

DSP Krishna Kumar said- The matter has come to my notice. Investigation will be done. We will take action against whoever is guilty. I did not call anyone to the police station. I am getting information from the SHO about who brought it and why. Constables Sanjay Dhankar and Kapil have been posted in DST for a long time.

An attempt was made to talk to SP Vandita Rana and Neemrana ASP Shalini Raj regarding this matter, but both did not receive the phone.

Dalit’s land registered without permission in Unnao: Police registered fraud case against 4, police engaged in investigation

Based on the complaint of a textile merchant from Lucknow in Unnao, the police have registered a case against four people under various sections including fraud and started investigation. Anurag Malhotra, resident of Manohar Nagar Colony, Thakurganj police station, Lucknow, gave a complaint letter in Hasanganj police station and said that his father Ashok Kumar Malhotra had to buy the land.

When the registry was checked, it was found that the registered land belonged to the Scheduled Caste. Which cannot be sold without DM’s permission. Police registered a case against four people under various legal sections including fraud.

Bullies complained about encroachment on land

Influential people forcibly occupied the farmer’s land on the valuable land on Azad Marg of Gangaghat Kotwali. The victim has submitted an application to the DM pleading for justice. Ram Asare, a resident of Gajia Kheda, while giving an application to the DM yesterday, said that his land is under Gram Sabha Majhra Peepar Kheda Gair Ehatmali on the side of Azad Marg. Some influential people took possession of the land illegally. When he protested he was threatened. The farmer has submitted an application to the District Magistrate pleading for justice.

Dalit youth assaulted in police station, constable handed over urine when he asked for water, 2 constables suspended

Two constables of Behrod police have been accused of assaulting a Dalit youth. After taking him to the police station, both the constables beat the young man badly. Taking cognizance of the incident, the SP has suspended both the constables.

Behrod. A case has come to light in the town where the police forcibly picked up a Dalit youth, took him to the police station and beat him up. Not only this, the youth alleges that when he asked for water, the police handed him urine. The victim youth complained to the SP, on which the SP took cognizance and suspended both the concerned employees.

The victim youth Ankit Mawar told in his complaint to the SP that he was going to the power house on April 4. DST (District Special Team) members Sanjay Dhankar and Kapil Sharma were standing on the way. He called him near him and asked him to sit in the car. When asked the reason, he said to tell the reason in the police station itself. At the police station they made me remove my clothes and after that I was beaten. The victim told that his health had deteriorated due to the beating, when he asked for water, Kapil handed him the urine kept nearby and told him to drink it instead of water. Although he did not drink urine even after threats, they locked him in the police station under Section 151 and left him. After coming home, he narrated the incident to his family members.

On Saturday, the victim youth appeared before the Kotputli Superintendent of Police and narrated his entire ordeal. Taking cognizance of the matter, Kotputli SP Vandita Rana suspended Sanjay Dhankar and Kapil Sharma. Also, its investigation has been handed over to Neemrana ASP Shalini Raj. A complaint has also been lodged against the accused in the SC Commission on behalf of Dalit youth Ankit.

DST team had been in controversies earlier also: Suspended constables Sanjay and Kapil were posted in Behrod (Neemrana) police station for the last several years, who were also members of the special team. Meanwhile, he has been in controversies every day. Be it their share in property or collusion with miscreants, no strict action had been seen against them due to their coordination with the authorities.

On which today a large number of women surrounded the Collectorate and demonstrated. Women have also accused the local administration of bias. Dozens of women from Udhanpur Harijan Basti of Dhammaur police station area reached the collectorate on Saturday. The women demonstrated loudly shouting slogans.

A memorandum in this regard has also been given to the DM on behalf of the women. It was alleged that 70-80 houses in the village belong to Harijan colony. The water of this colony is being drained into the government pond. But the village’s Satish Singh son Awadhraj Singh, Pranshu and Sudhanshu sons Dhirendra Pratap Singh threaten the village with illegal weapons. These bullies have blocked the water drain going into the pond by digging out soil with a JCB and installing a dumper.

Due to this, drainage stopped and there was a pile of filth in the village. The protesting women said that when the bullies were stopped, the accused used caste based words and threatened to kill them. That’s why we have come here to demand justice. Because the local police administration is not listening to us. An investigation has been conducted into this matter and action has been assured.

When general elections were held for the first time in the year 1951, Karay Musahar was elected as the first Dalit MP from Bihar. He used to work as a guard at a landlord’s house. Karay Musahar’s family still lives in a mud house. Read his life story…

Then the workers of the Socialist Party had made arrangements for his travel to Delhi and food by donating. He went to Delhi sitting on the floor in the general compartment of the train.’ While telling this, Umesh Koirala’s face fills with pride. Who is Umesh Koirala? Umesh Koirala is the grandson of Kirai Musahar, the first Dalit MP of Bihar.

Unlike the descendants of politicians from the present era, Umesh Babu, who is far away from luxuries, influence and status, is proud that the blood of an honest politician runs in his veins. Umesh, who lives in a simple mud house with his family, says, ‘Despite Dada ji having the certificate of victory in the Parliament elections at that time, he did not try for reservation nor did he try to sit on a seat in the general compartment. Showed courage. Yes, we reached Delhi by laughing, talking and eating with the co-passengers in the train.

Rent musahars used to work as guards at the landlord’s house.

Kirai Musahar was born on 18 August 1920 to Khushhar Musahar, a Dalit laborer of Murho village in present-day Madhepura district. Both the parents of Karay Musahar used to support the family by working hard for the landlord of the village. After growing up, Karay Musahar also started working in the house of village landlord Mahavir Prasad Yadav. The hired Musahar got the job of guard.

Due to being honest and hardworking, he became the favorite of the tenant landlord Mahavir Babu. Politicians of that time used to come to Mahavir Babu’s house, hence by listening to all of them, Kira also gained some knowledge of politics. Due to his developed ability to speak among ten people, Mahavir Babu and the people of the village made Kiray a candidate from the reserved seat in the first general election and after winning with the support of the people, he reached Delhi.

Became beloved by Nehru and Shastri due to his outspokenness

Umesh Koirala says – His grandfather MP Kirai Musahar was known for his outspokenness. During the debate in Parliament, Kiray used to express his views in typical desi style. The then Prime Minister Jawahar Lal Nehru also had to face his opposition many times, but he always listened to Dadaji seriously. Umesh says – Impressed by grandfather’s simplicity and spirit of service, senior Congress leader Lal Bahadur Shastri, during his visit to Bihar in 1960, came to Saharsa by train with a hired passenger and from there to Madhepura by tire cart (bullock cart).

…when the villagers started running after seeing Shastri ji’s convoy

On the way to Murho, the villagers, who were uprooting Alhua (sweet potatoes) from the fields, started running away after seeing Lal Bahadur Shastri and MP Kirai Musahar along with Lal Sipahi (police wearing red cap). Then MP Kirai Musahar gave voice to the villagers and stopped them. Called him near with Alhua and showed it to Shastri ji and said, ‘Sir, we all live by eating this.’

Similarly, while moving ahead, he called some children who were plucking Jilebi from a tree and showed them this fruit and also called the children picking snails from the pond and showed them this morsel of their society. When Shastri ji asked him what was the primary need of him and the people of his area? Then, MP Kirai Musahar had said that it would be a blessing if a path for walking and more well for drinking becomes available tomorrow.

License was started on bullock cart

Umesh says – His grandfather Kirai Musahar did many things while being an MP. Just as registration of bike, motor or other vehicles is required today, at that time he had made license mandatory for bullock carts also. A tin plate was fixed on each bullock cart. Umesh says that apart from this, MP Kirai Musahar had for the first time got a government plot allotted to the very poor and landless Ghantin Das of Budhma and built a house made of straw and wood for him. This scheme became Indira Awas Yojana in the later Indira government.

When the name was finalized as a candidate, he was working in the fields.

After the country got independence in 1947, the first general elections were announced in 1951. At that time, there were 68 Lok Sabha constituencies with two MPs each and one Lok Sabha constituency with three MPs across the country. At that time many surrounding districts including Madhepura, Saharsa, Supaul came under Bhagalpur-Purnia joint Lok Sabha constituency. Congress had then entered the fray taking the credit of getting independence for the country. The Socialist Party was in front of the Congress as a strong opposition. There were two seats in the Bhagalpur-Purnia joint parliamentary constituency then. One general and the other reserved. There was an alliance between the Socialist Party and Praja Socialist Party. Bhupendra Narayan Mandal (BN Mandal) was the first choice of the socialists from the general seat.

When the Socialist Party thought of fielding its candidate from the reserved seat also against the Congress government, BN Mandal suggested the name of Karai Musahar to Ram Manohar Lohia. Then Lohia ji and BN Mandal ji together contested the elections for Kirai Musahar. The people of Madhepura not only reached Delhi by winning the elections with immense support, but also took the title of being the first Dalit MP of Bihar.

It is said that at the time when the name of Karai Musahar was finalized for the reserved seat of Bhagalpur-Purnia, he was working in the fields. Kirai Musahar was deeply influenced by socialist ideology and was very close to Lohia ji and BN Mandal. Kirai Musahar died in 1962. Ram Manohar Lohia was deeply saddened by his death.

 


Moradabad: National Vice President of Dalit Exploitation Mukti Manch calls BJP the enemy of Dalits.

Moradabad, Amrit Vichar. ‘Vishal Dalit Rights Convention’ program was organized by Dalit Shoshon Mukti Manch and All India Farm Labor Union of Uttar Pradesh to free Dalits from exploitation and provide them their rights. Rajya Sabha member, former MP and National Vice President of Dalit Exploitation Mukti Manch, Subhashini Ali Sehgal, from the stage, targeted the BJP government over the death of a student due to police firing in Rampur district. He completely rejected the statement that law and order is strong in the BJP government and called BJP the enemy of Dalits.

He said that a memorandum has been submitted to the Divisional Commissioner demanding judicial action and compensation to his family in the case of death of a Dalit student due to police firing. On Sunday, National Vice President of Dalit Shoshan Mukti Manch, Subhashini Ali Sehgal, said from the stage of ‘Vishal Dalit Officers Convention’ at the White House on Delhi Road that Dalits will vote for whoever is in the fray to defeat the anti-Dalit BJP.

Video made after raping Dalit girl, case registered against four

Bareilly. In Baradari police station area of the district, Mufit Khan, who claimed to be a prince from a Scheduled Caste girl, raped her and made an obscene video of her. With the help of this, he blackmailed the girl and handed her over to his brothers.

On Saturday, on the complaint of the victim, a case has been registered against the main accused Mufeet Khan, his brother Yasin, Taufiq and one other resident of Pilibhit under sections of gang rape, intimidation, IT Act, SC-ST Act and cheating. A girl living in a village in the district told that she had met the accused while searching for a job one and a half years ago. Six months ago, he called her on the pretext of getting a job and took her to his friend’s house and raped her. Made obscene video and started blackmailing. After this, he was forcibly taken to Delhi, where it was found out that his real name is Mufit Khan. When he tried to run away, he was beaten and caste based words were used. After this, he was handed over to Yasin, Taufiq and another youth. Everyone raped her. Inspector Baradari Amit Pandey said that a case has been registered in the matter and action is being taken.

Decline Of The Elephantine Force: Battle For Dalit Vote In UP

The Mayawati-led Bahujan Samaj Party which monopolised the Dalit vote and dominated the political discourse for much of the 1990s and 2000s in Uttar Pradesh is struggling to stay relevant

On the birth anniversary of the socialist leader and dalit icon B R Ambedkar, the Kanshi Ram-founded Bahujan Samaj Party (BSP) will be forty years old. The regional-turned-national party which monopolised the Dalit vote and dominated the political discourse for much of the 1990s and 2000s in Uttar Pradesh is struggling to stay relevant.

With declining hold over the dalit classes, their primary vote bank, and the incumbent BJP and INDIA Bloc’s efforts to expand their Dalit outreach, along with the emergence of smaller pro-dalit parties, it remains to be seen in whose favour the Dalit vote will swing as the 2024 Lok Sabha polls near.

The Rise And Fall Of BSP

Born to a Dalit chamar family, in the Ropar district of Punjab, Kanshi Ram had been a victim of discrimination all his life. It was with a vision to empower the historically backward classes and castes, that the idea of a political party for furthering the rights of all non- ‘dwija’ castes was born in 1984.

The Bahujan Samaj Party’s ascendency in Uttar Pradesh politics was marked by overwhelming support of the dalit classes which the party was able to consolidate. Between 1991 to 2002, the BSP’s vote share in UP Assembly elections grew from 9.4 per cent to 23.2 per cent, and the BSP formed coalition governments in UP in 1993, 1995, 1997, and 2002 with Kanshi Ram’s heir apparent Mayawati as the Chief Minister three out of the four times.

It was in 2007 that the party reached the peak of its electoral success when it emerged as the sole majority party in the Uttar Pradesh (UP) assembly elections winning 206 seats. Mayawati was sworn in as the CM for the fourth time.

Mayawati’s rule in UP was characterised by a change in the symbolic landscape of Uttar Pradesh by building parks, statues, and libraries dedicated to Dr. Bhim Rao Ambedkar and other Dalit leaders. Additionally, the BSP sought to bring more dalit representation in the Indian bureaucracy by appointing them to key government positions. The former teacher also celebrated Periyar and Ambedkar festivals in Uttar Pradesh on a large scale, and named several districts in the state after these leaders, including Gautam Buddha, Ambedkar, Shahu Maharaj, Sant Ravidas, Mahamaya (Buddha’s mother), and Jyotiba Phuley.

The BSP’s strongest performance in the Lok Sabha elections was in 2009 when the party won 20 seats, closely trailing behind the SP with 23 seats and the INC with 21. However, the party faced a setback in 2014 when it failed to secure any seats. In 2019, the BSP-SP alliance managed to secure 15 seats, with the BSP winning 10.

In the UP Assembly polls too, the BSP’s dominance began to wane, with the Samajwadi Party winning majority of seats in 2012, followed by two consecutive terms of the Bharatiya Janata Party. The BSP’s seat share decreased significantly from 80 seats in 2012 to 19 in 2017 to just one in 2022.

Where Does BSP Stand Now?

In recent times, the once-powerful BSP has been in a state of limbo. Mayawati’s party has experienced growing alienation, not only from their traditional Dalit vote bank but also from her own party members, many of whom have defected to join opposition parties such as the BJP, Congress, SP, and RLD ahead of the elections.

The decline of the BSP has been a long time coming, with the party seeming more and more disconnected from the evolving political landscape. Mayawati’s public appearances have been few with party members alleging the BSP supremo has remained inaccessible even to them.

The BSP, known for its alliance-making and coalition politics since its very inception, has decided to contest the upcoming elections independently. Despite initial speculations about the BSP joining the INDIA bloc, Mayawati has dismissed claims stating the party will go solo.

With no ties to either the NDA or the INDIA bloc, the BSP has emerged as the third party in Uttar Pradesh’s political landscape, leading to a triangular contest.

The Race For Dalit Vote

As seen in past elections, the BJP’s increase in support and capture of Dalit votes has been at the expense of the Bahujan Samaj Party (BSP). The BJP has managed to expand its reach into the BSP’s core vote bank by implementing appealing welfare schemes that benefit the socially and economically disadvantaged classes. A major chunk of BSP’s Balmiki and other non-Jatav community support base is said to have largely shifted to the BJP.

The BSP’s political rival, the Samajwadi Party, has also been expanding its approach by introducing its new “Picchda Dalit and Alpasankhyak (PDA)” pitch. This effort aims to shed its reputation as solely a pro-Yadav party and broaden its appeal among marginalised communities.

In addition to the two main political groups in Uttar Pradesh, Chandrashekhar Azad’s Azad Samaj Party (ASP) has also gained popularity among Dalit youth in recent years. The Bhim Army chief will contest elections from Nagina in western Uttar Pradesh, the constituency where BSP supremo Mayawati’s nephew Akash Anand launched the party’s political campaign on April 6.

In February, the ASP leader had announced that they would be contesting 14 seats in regions where they were “organisationally strong”. Chandrashekhar Azad is a young Dalit leader who founded the ASP in 2020, basing it on the principles of Kanshi Ram.
