Madras HC grants bail to father and son in a case who refused haircut to dalit boy

A 17 year old dalit boy from Keeraipatti, Dharmapuri lodged a complaint against the salon owner and her son as they refused haircut to him since he belongs to dalit community.

CHENNAI: The Madras High Court granted bail to a salon shop owner and his son who were arrested for allegedly refused haircut to a 17 year old dalit boy. Justice M Dhandapani heard the bail petition moved by the arrested father and son.

The accused denied the caste discrimination allegation raised against them and said that they never refused haircut to the dalits in their village. After the submission the judge granted bail to them. A 17 year old dalit boy from Keeraipatti, Dharmapuri lodged a complaint against the salon owner and her son as they refused haircut to him since he belongs to dalit community.

The complainant said that on May 9 he and his friend went to the salon shop owned by the accused. However, the salon shop owner and his son inquired him about his native, said the complainant. When they came to know that he belongs to a dalit community they refused to haircut and asked him to leave the shop, alleged the complainant. Based on the complaint, Harur police booked a case against the father and son under sections 3 (1) r, 3 (1) (za) (D) of SC/ST Act, 2005, later they were arrested.

Palwal News: Sarpanch cut the connection of Dalit colony and gave water supply to the bullies

Palwal. Villagers are yearning for water due to the water supply being stopped in the Dalit colony of village Kalwaka for a week. Villagers allege that the Sarpanch has cut their connection and connected the water supply to the bullies, due to which they are facing problems. On Wednesday, dozens of villagers reached the Mini Secretariat and complained to District Deputy Commissioner Neha Singh in the Samadhan Camp when their complaints were not heard despite the scorching heat. The Deputy Commissioner immediately directed the public health officials to go to the spot and solve the problem.

According to the information, there is a Dalit colony named Nangla along with village Kalwaka. About 200 people live in the colony. Due to the ground water being bad, a tubewell has been installed for them by the Public Health Department. About a week ago, on the request of the Sarpanch, the officials of the Public Health Department cut their connection and connected it to the water supply in village Kalwaka. There is no supply of drinking water in the village for the last seven-eight days. Children have to go far away from the fields to fetch water. On Wednesday, about 20 people including village residents Rajendra, Birpal, Bansi, Narendra, Sumit, Dharam, Lalit, Ram Singh, Mahendra presented their problems in front of District Deputy Commissioner Neha Singh in the Samadhan camp. The District Deputy Commissioner took the problem seriously and ordered immediate investigation and smooth supply of drinking water.

JE and other officers of the department have been sent to the village to investigate the matter and the problem is being resolved. The matter of cutting off the water supply of the colony in this manner will also be investigated and action will be taken on receipt of the report.

The accused barber’s uncle refuted the parents’ claims alleging that his nephew had shaved the boy’s head at the mother’s request.

Budaun, June 14: In a shocking incident, a 12-year-old mentally-challenged boy’s head was tonsured by a barber in Uttar Pradesh’s Budaun ostensibly because his parents had supported BJP instead of BSP or SP in the Lok Sabha polls, police said. The barber, who has a shop at Bilsi in Budaun, has been charged under the SC/ST Act.

SHO (Bilsi), Kamlesh Kumar Mishra, said, “An FIR has been registered under IPC sections 323 (voluntarily causing hurt), 504 (intentional insult with intention to provoke breach of peace), and SC/ST Act against the accused following a complaint filed by the boy’s mother. Big win and victory jig later, youngest Dalit MP: ‘Like moving a mountain’

Among the many videos that went viral on June 4, the day the results for the general election were announced, one stood out — that of 26-year-old Sanjana Jatav, a Congress leader and the youngest Dalit parliamentarian to be voted in this election, dancing uninhibited to the song Rajasthani song ‘Chori tane kariyo Bharatpur jaam’ to celebrate her victory.

“It wasn’t planned,” Sanjana, who beat BJP’s Ramswaroop Koli by over 53,000 votes to win the Bharatpur Lok Sabha — part of the home district of Chief Minister Bhajanlal Sharma and a BJP seat since 2014 — tells The Indian Express. “After the results, party workers were waiting with a DJ and so I began dancing.”

Since her victory, Sanjana has been busy entertaining a steady stream of visitors who trickle into her office at Kherli village despite the unbearable heat to meet their new MP, “madamji”. Her head covered with her pallu, Sanjana attends to each visitor personally — she appreciates the significance of her victory, which comes months after she lost the 2023 Assembly polls from Kathumar by just 409 votes.

“It was a tragedy,” the young mother of two says between visitors. “I refused the ticket for Lok Sabha initially but Congress leaders insisted. So, I took it as a challenge and put everything into winning.”

This victory is especially sweet given how she fought the polls. With funds quickly drying up, she had to fall back on supporters to chip in for the campaign as she took on the might of the BJP machinery.

“Our opponents had money power and we had the power of the people,” she says. “Many of our vehicles that were taken by the administration. Police tried to interfere in our campaign. Our vehicles were followed. BJP leaders called on local Congress leaders and sarpanches to support them. Fighting this election felt like trying to move a giant mountain”.

Born in a lower income family in Alwar district’s Bhusawar town, Sanjana was 18 when she married her husband Kaptan Singh, a 32-year-old constable in the Rajasthan Police. Although she would have liked to study further, she fell in line with her family’s plans to get her married. However, she lucked out — her husband’s family was supportive of her ambitions, and she got an LL.B. degree from Lords University, Alwar.

In 2021, Sanjana won the Kathumar zilla parishad election. Even then, it was her in-laws, particularly her mother-in-law Rambati, who took charge of her two children — a son, now 6, and daughter, now 3.

“I could have never contested elections without the support of my mother-in-law. Now, after becoming an MP, I’m planning to move my children to Delhi or Alwar so I can be closer to them. I don’t want nannies to take care of my children. I want a healthy work-life balance,” she says.

After the election, the MP-elect and her husband travelled to Delhi to meet the Congress high command. She also went to see Parliament and was moved by the experience.

“The feeling of walking into Parliament for the first time is precious. Officials gave me great respect,” she says.

Back at Kherli village, she insists on not keeping her guests waiting. “When I was in Delhi before the assembly polls, I had to wait for up to four hours to meet senior political leaders. I know what it’s like, sitting in the waiting area,” Sanjana says.

Among these guests is an old villager she refers to as “Nanaji” (grandfather). The conversation lasts exactly two minutes — she touches his feet, enquires after his family and asks him to stay for tea. He gives her a `50 note — his blessings — and departs.

“This is the love that made me MP,” she says with a smile.

Sanjana says it was her father-in-law Harbhajan Singh Jatav, a local government contractor, who encouraged her to join politics, having harboured some ambition to contest the urban local body elections himself. So in the 2021 local polls, when Ward No 29 of the Kathumar zilla parishad, became reserved for women, he encouraged his young daughter-in-law to try her luck.

In 2023, Sanjana came to the notice of Congress leader Priyanka Gandhi Vadra for her efforts to help organise two significant party events — the Bharat Jodo Yatra and the ‘Ladki Hoon Lad Sakti Hoon’ campaign. She eventually came to Delhi to meet central leaders and lobby for a ticket for the Assembly polls.

“After a month of meeting several big leaders, I was given a ticket,” she says. “We gave it our 100 per cent in the elections but luck was not on our side.”

The Lok Sabha polls were no cakewalk either. Apart from spending hours away from her children, facing the BJP meant she had to deploy monetary resources that weren’t always at her disposal. It’s here that her supporters came in handy.

She says of the campaign: “It was tiring, and having a low budget meant that we had to arrange for cars on our own. Luckily, there were people who gave them to us for free and with petrol. Some even chipped in by providing food and refreshments, or organising events for us. I’m thankful for their support”.

At home, Sanjana’s 55-year-old mother-in-law Rambati is feeding her toddler granddaughter. She’s promised her MP daughter-in-law that while she carries on her political duties, the children will be taken care of.

What will Sanjana’s priorities as MP be? The youth, specifically the rising mental health issues among them, will be her focus, as will ensuring good infrastructure and better educational facilities for Bharatpur. “I have visited so many village panchayats that now I know the problem people are facing. I want to work towards bettering the lives of my people and my age will not be a hurdle,” she says.

Dalit photographer was humiliated in public when he asked for the money back.

Angry at the demand for the money back, the youth beat up the Dalit photographer, abused him and used casteist slurs and threatened to kill him if he complained to the police.

Jitendra Kumar, who runs a photography centre in Simbhavali Hapur, has given a complaint in the police station. In which he has mentioned that Gaurav alias Golu, resident of Railway Road Simbhavali, had borrowed fifteen thousand rupees for a month about a year ago. After several months, when he asked for his money back, Gaurav showed his dominance. He took out his shoe and beat him up in the presence of dozens of people near Ganga Expressway near the old National Highway, abusing and using casteist slurs. When people tried to save him, the accused left threatening to kill him if he asked for the money in future. The victim says that even before this, the accused had threatened to implicate him in a false case and send him to jail, saying that he had connections at the top. The victim has pleaded for strict action against the accused as well as getting his money back. SO Dharmendra Singh says that the case is being investigated on the basis of the complaint, in which further action will be taken if the truth comes out.




Dalits take to streets in Gujarat, allege attack on NSUI leader by BJP MLA

The First Information Report filed in the case quoted Solanki as saying that some people present at the field forced him to remove his clothes while others recorded videos of the alleged attack. Earlier on May 30, Jyotiraditya Singh had a spat with Solanki over reckless driving.

Hundreds of people, mostly Dalits, took to the streets in Gondal in Gujarat, around 250 km from Ahmedabad, against the alleged “caste-based” attack on an official of the National Students Union of India (NSUI), the student wing of the opposition Congress. NSUI official Sanjay Solanki alleged that he was abducted and taken to an isolated field in Gondal where he was threatened with a firearm in the presence of Jyotiraditya Singh, the 25-year-old son of ruling Bharatiya Janata Party (BJP) MLA Gitabhai Jadeja. He was arrested on June 6.

Yuva Bhim Sena Gujarat founder DD Solanki, who was among those who took to the streets on Wednesday, organised a rally to send a message against the attempt by Jyotiraditya Singh’s father Jayrajsinh Jadeja and his men to silence the people of Gondal by muscle power. We will not be afraid. For the first time, the Jadeja family has faced such a public protest.

The protesters demanded action against Sanjay Solanki’s attackers, a fast-track court for speedy disposal of the case and an end to lawlessness in Gondal. The protest was attended by around 10,000 people from about 200 villages. In response, Jayrajsinh Jadeja’s supporters called for a bandh in Gondal, resulting in the local market being shut for the day. Jairajsinh Jadeja said that he has not called for any bandh, but he is grateful to those who closed the shops voluntarily.

KSU advocates new Reservation Policy to ensure equitable representation of all 3 tribes of Meghalaya

 

SHILLONG, JUNE 13: The Khasi Students’ Union (KSU) has asserted the need to come up with a comprehensive new or revised State Reservation Policy to ensure equitable representation and opportunity for all three tribes – Khasi-Jaintias and Garos – of the state.

In a letter to the Expert Committee on State Reservation Policy on Thursday, the KSU said that the state government while making any provision for reservation of appointment or post in favour of Garo and Khasi-Jaintia Schedule Tribes may take the total population of a particular tribe and after doing the necessary exercise make the reservation and provide the extent of percentage of post to be reserved to the respective ST of Meghalaya and the percentage has to be followed strictly.


“…according to the 2011 census of the State of Meghalaya is home to about 14.1 lakhs Khasi-Jaintia population and slightly over 8.21 lakhs Garo individuals. Therefore, the figure underscores the significance of a comprehensive revise of State Reservation Policy to ensure equitable representation and opportunity for all individuals of the Khasi-Jaintias and Garo Community,” it said.

On considering the latest census of Meghalaya, the KSU said, “we suggest that 50% of the vacancies in favour of the Schedule Tribe Khasi- Jaintia and 40% in favour of the Schedule Tribe Garo community and 5% in favour of other Scheduled Tribes and Scheduled Castes for vacancies at the State Level and the remaining 5% to be left as Unreserved Category to be filled up through direct recruitment.”


It said that further considering the position as regards the district level posts where the incumbent are not likely to be transferred outside the district of original posting, “the KSU proposed the reservation will remain as it was embodied in the Resolution No. PER.222/1/132, dated 12th January 1972 with a slight modification if the proposal of 50% for Khasi-Jaintias and 40% for Garos is to be accepted, i.e. there will be a combined reservation of 90% of the posts in favour of Garos, Khasi-Jaintia instead of separate reservation of 50% in favour of Khasi-Jaintia and 40% in favour of Garo, apart from 5% reservation in favour of other Scheduled Castes and Schedule Tribe who was the inhabitant of Assam now the other Schedule Caste & Scheduled Tribe in the State of Meghalaya.”

It further suggested that while selecting candidates to such posts, preference should be given to the local Candidates residing permanently in the concerned District in which the vacancies occurred.

In other word in Garo Hills the whole combined reservation of 90% will be available to Garo in the absence of any interested candidate belonging to the Khasi-Jaintia community, and in Khasis-Jaintia Hills District, the combine reservation of 90% will be available to Khasi-Jaintias in the absence of any interested candidate belonging to Garo Community.

Further, the KSU also asserted the need to ensure that the roster system for the state reservation policy is implemented with prospective effect.

“…it was least expected from the functionary like the Government or any authority pronouncement that the reservation roster shall be retrospective, therefore opinion of the Organization in order not to deprive the fresh qualified candidate appearing for various Government Jobs, the revise Reservation Policy will have prospective effect, i.e. from the date the New or Revise Reservation Policy come into effect or with effect from the Government publish in the Gazette of Meghalaya,” it said.

The Union also urged that 100% reservation in favour of local Khasi-Jaintia Schedule Tribe candidates for the post of teacher in all schools situated in the Schedule areas of Khasi-Jaintias region, and 100% reservation in favour of local Garos Schedule Tribes candidate for the post of teacher/SSA teacher in all school situated in the Schedule area of the Garo region.

It also suggested that the vacancies filled by transfer or deputation or by promotion, temporary appointment of less than 1 (one) year duration and the post which is purely temporary establishment such as work-charged staff including the daily rated and monthly rated staff, the Reservation Policy will not be applicable.

The KSU further suggested that in the new or revised reservation policy, the backlog reserved vacancies which will be carried forward to the next recruitment cycle shall be deleted/omitted or do away.

“and in the case the 50% of the vacancies post in favour of the Schedule Tribe Khasi Jaintia and 40% in favour of the Schedule Tribe Garo community were not able to fill the vacancies at the State Level to be filled up through direct recruitment, details and numbers of the backlog reserved vacancies which remain unfilled due to want of suitable candidate, the concern Head of the Department are shall be submitted to the Personnel and A.R (B) Department for proposed advertisement for the backlog reserved vacancies, again the revise Reservation Policy separate reservation of 50% in favour of Khasi-Jaintia and 40% in favour of Garo, apart from 5% reservation in favour of other Scheduled Castes and Schedule Tribe then Assam now the other Schedule Caste Scheduled Tribe in the State of Meghalaya will be applicable,” it added.
