Bengaluru: Karnataka Large and Medium Industries Minister M.B. Patil on Friday announced that a high-level committee, headed by Industry Department Secretary S. Selvakumar, will be formed to address the issues faced by Dalit entrepreneurs in the state.

He made the announcement at a meeting with members of the Karnataka Dalit Entrepreneurs Association, led by Rajya Sabha member L. Hanumantaiah.

“The government is committed to allocating 24.10 per cent of industrial plots to Dalit entrepreneurs, as per the prescribed norms. Accordingly, 391 acres of land have been available for Scheduled Caste industrialists, and this distribution will be expedited,” the minister said.

In response to a plea from industrialists, he extended the moratorium on project implementation and payments by beneficiaries, who were allocated plots before the Covid pandemic, from one year to two years.

Patil also mentioned that 25 per cent of unallocated plots in older industrial areas will be allocated for Scheduled Caste industrialists. In cases where proposals have been modified and smaller plots have been allocated, a committee headed by the respective District Commissioner will take steps to address issues for investments less than Rs 15 crore, he added.

The minister assured that issues related to the allotted plots for Dalit entrepreneurs at Dabaspet, Hassan, Bidadi, and other locations will be resolved swiftly.

“Is it because 8-time MP K Suresh is a Dalit?”: Congress slams Union after 7-time MP B Mahtab appointed pro-tem Speaker of LS

POSTED ON JUNE 22, 2024

BJP MP Bhartruhari Mahtab was on 20 June appointed pro-tem Speaker of the Lok Sabha, deviating from the largely followed convention of appointing the senior most member of the House to the post, drawing sharp criticism from the Congress, the key Opposition party.

Parliamentary Affairs Minister Kiren Rijiju announced that President Droupadi Murmu has appointed seven-term parliamentarian Mahtab as the pro-tem Speaker and that he will be assisted by senior members K Suresh (Congress), T R Baalu (DMK), Radha Mohan Singh and Faggan Singh Kulaste (both BJP) and Sudip Bandyopadhyay (TMC).

The primary job of the pro-tem Speaker is to administer the oath to the newly- elected members of the 18th Lok Sabha and preside over the Lower House till the election of the Speaker.

Congress party accused the Bharatiya Janata Party-led government of “destroying parliamentary norms” by ignoring the claim of K Suresh, an eight-term Lok Sabha member, to the post of the pro-tem Speaker.

Congress General Secretary Jairam Ramesh said: “By convention, the MP who has served the maximum terms is appointed Speaker Protem for the first two days when oath is administered to all newly elected MPs. The seniormost MPs in the 18th Lok Sabha are Kodikunnil Suresh (INC) and Virendra Kumar (BJP), both of who are now serving their 8th term. The latter is now a Union Minister and hence it was expected that Kodikunnil Suresh would be the Speaker Protem. Instead, a 7-term MP, Bhartruhari Mahtab has been appointed Speaker Protem. He was a BJD MP for 6 terms and is now a BJP MP.”

“In yet another attempt at destroying parliamentary norms, Bhartruhari Mahtab, a seven-term MP, has been appointed the pro-tem Speaker, superseding Kodikunnil Suresh, who will be entering his eighth term,” AICC general secretary K C Venugopal said in a post on X.

Venugopal, in a post on X, said, appointing BJP MP Bhartruhari Mahtab as Pro-tem Speaker of Lok Sabha was another attempt at ‘destroying’ Parliamentary norms.

“K Suresh is a 8 term Dalit MP and the BJP opted for a 7 term upper class MP against a Dalit even for a pro tem speaker post . What it shows?” read an X post by Congress MP Manickam Tagore. B.

Senior Congress leader Gaurav Gogoi posted on X: “The Modi government is denying the Dalit community in India a landmark opportunity to see a member of their community preside over the oath-taking of 543 MPs representing different religions, gender, caste and regions of India. PM Modi’s rejection of 8-term MP Kodikunnil Suresh sends a message that is biased and regretful.”

Locals clash with police after Dalit man dies in custody in UP’s Firozabad

POSTED ON JUNE 22, 2024

NEW DELHI: Local residents clashed with police, pelting stones and setting a vehicle on fire, following the death of a 25-year-old jail inmate named Akash at the district hospital in UP’s Firozabad on Friday night.Superintendent of Police Saurabh Dixit reported that Akash was taken into custody on Wednesday with a stolen motorcycle seized from him and a subsequent case registered.

Yogendra Singh, the SHO of Firozabad South police station, said that Akash was arrested for allegedly stealing the motorcycle on Tuesday. After being sent to judicial custody, Akash was lodged in the Firozabad district jail.

On Thursday night, when Akash’s condition worsened, he was admitted to the district jail hospital. Unfortunately, he died during treatment on Friday. Superintendent Dixit confirmed this sequence of events to the media.

The incident took a violent turn as Akash’s body was being transported home by his family post-mortem late Friday evening.

Local residents halted the ambulance near his home in the Nagla Pachiya area and staged a protest. They shouted slogans against the police, threw stones at police personnel and their vehicles and engaged in arson. The crowd also set a motorcycle on fire.

“As the situation deteriorated, the police resorted to mild force to remove the people from the spot,” SP Dixit explained.

Reports suggest that some police officers and individuals may have sustained injuries during the clash, but official confirmation from the police and administration is still pending.

At the time of reporting, the body was still in the ambulance at the location of the protest. Senior police officers, including IG Zone Agra Deepak Kumar, are closely monitoring the situation.

“The SP said a detailed investigation is underway into the inmate’s death,” signifying that further probes will be conducted to ascertain the exact circumstances around Akash’s passing.

Bihar: High Court stays 65 percent reservation, opposition parties demand to challenge it in Supreme Court

POSTED ON JUNE 22, 2024

RJD Rajya Sabha member Prof. Manoj Jha and CPI-ML National General Secretary Dipankar Bhattacharya have demanded to challenge the High Court’s decision in the Supreme Court. Prof. Jha has also raised questions on the social background of the petitioners in his statement.

The Patna High Court has stayed the state government’s decision to increase the reservation for SC, ST, OBC from 50 percent to 65 percent after the caste survey last year. Regarding this, members of Bihar’s opposition parties RJD and CPI-ML have demanded the state government to challenge the High Court’s decision in the Supreme Court.

In this regard, RJD Rajya Sabha MP Prof. Manoj Jha said that “I consider the High Court’s decision regarding reservation, the ban on the reservation scope increased by the Nitish Kumar and Tejashwi Yadav government, very unfortunate. Such decisions increase the distance in achieving the goals of social justice. We remember that Tamil Nadu also took many years and had to struggle. We are also ready. But we will definitely say that look at the social background of these petitioners. Who are these people behind the scenes, who are getting this work done, in which they are playing the role of a very enthusiastic and catalyst. We saw this during the caste census as well. I will request and our Leader of Opposition Tejashwi Yadav kept saying in every election rally that include this law in the Ninth Schedule of the Constitution. See, what has been achieved as a result of not doing so. Even now we will request that the NDA government is running with the grace of Nitish ji, at this time he should take this matter to the higher court in accordance with the aspirations of the people and the rights of a large population should be protected. I believe that this struggle will definitely be long, but we will succeed.” On the other hand, CPI-ML National General Secretary Dipankar Bhattacharya has said in his reaction that “Modi government first crossed the limit of 50 percent by implementing 10 percent EWS and the Supreme Court upheld it. After the caste census of Bihar, the assembly and the state government increased the reservation for SC/ST, EBC and OBC. The High Court’s decision cancelling the increased reservation for SC/ST/EBC/OBC is clearly regressive. The people of Bihar will struggle to get their rights.”

While CPI-ML State Secretary Kunal has described the cancellation of the decision of the Grand Alliance government in Bihar to increase the reservation limit of Dalit-deprived community to 65 percent by the Patna High Court as a gross injustice to the deprived community.

He said that in this period of organised attack on reservation of deprived community and weakening it, the Mahagathbandhan government had increased the reservation of OBC, EBC, Dalit and Adivasis to 65 percent on the basis of caste based census, which was absolutely justified. The High Court should have understood that the decision to extend the reservation was taken on a very solid basis.

Let us tell you that the basis for the expansion of reservation quota was the caste survey census report released by the state government last year, in which it was found that the population of all socially and educationally backward communities (not EWS) in the state is 85.5 percent. Among these, the population of OBC-EBC was stated to be 63.1 percent of the total population of Bihar.

Kunal said that BJP has been against caste census from the very beginning. After usurping the power of Bihar, it has been very active to get the 65 percent reservation cancelled. Its own people had gone to the court against the caste census. He also said that our judicial system has proved the 10 percent unconstitutional reservation for upper castes to be correct but is calling the expansion of reservation in favour of Dalits and deprived as unconstitutional. This is a very ridiculous argument. Today it has been proved once again that as long as BJP is there, our constitution, democracy and reservation are in danger.

He said that we urge the Bihar government to immediately approach the Supreme Court against this unjust decision and take concrete steps to protect the expansion of reservation for Dalit-deprived community.

The Karnataka government on Thursday, June 20 approved a proposal to designate 33 units of the Directorate of Civil Rights Enforcement as special police stations. It also sanctioned 450 posts to staff these stations, which are dedicated to handling cases registered under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. Approximately 2,000 cases of atrocities against Scheduled Castes (SCs) and Scheduled Tribes (STs) are registered annually in Karnataka.

Announcing the decision, Law and Parliamentary Affairs Minister HK Patil said that since 2022, 7,633 cases had been registered under this Act, but only 1,723 cases were disposed of. "As many as 1,363 cases saw acquittals, while only 68 cases resulted in conviction, translating to a mere 4% conviction rate, one of the lowest in the country," HK Patil said.

The government expects that establishing these specialised stations will lead to more efficient and thorough investigations and would improve the currently low conviction rate of 4%. This initiative aligns Karnataka with other states like Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, and Kerala, which have already set up special police stations to handle SC/ST atrocity cases.

In his 2023-24 budget, Chief Minister Siddaramaiah had committed to strengthening the Directorate of Civil Rights Enforcement. The cabinet's decision will establish a police station in each district, with Bengaluru receiving two stations. Each station will be overseen by an officer of the rank of Deputy Superintendent of Police (DySP) or Assistant Commissioner of Police (ACP). This new initiative is expected to cost the exchequer approximately Rs 73 crore annually.

Minister Patil said that the local police, which is already burdened with multiple responsibilities such as law and order, crime management, VIP movements, traffic control, and election duties, often fail to complete investigations within the stipulated 60 days. This delay has led to witnesses turning hostile and a consequent high rate of acquittals. The dedicated stations are anticipated to address these issues by ensuring timely investigations, he added.
