Chief Minister Pinarayi Vijayan has called for an emergency meeting with the officials to discuss the steps to be taken on the various problems caused by the accumulation of garbage in the canal on July 18.

The Kerala High Court, on Monday, July 15, sought a detailed report explaining the reasons why plastic waste got accumulated inside the Amayizhanjan canal, where the dead body of a 42-year-old man was retrieved on Monday, July 15. The man, Joy, fell into the canal on July 13 while clearing the trash blocking the waterway.

Holding a special hearing, a Division Bench of Justices Bechu Kurian Thomas and Gopinath P on Monday ordered the department of Railways, Thiruvananthapuram Corporation and the district collector to file the detailed report. The court has sought details, such as how the legacy wastes are to be removed and who is responsible for dumping and removing it. The report should be submitted before July 26. Legacy waste refers to the waste that has accumulated in the canal over the years.

The court also directed three advocates Vinu TV, Vishnu S, and Pooja Menon, who were appointed as amici curiae in the Brahmapuram fire incident to visit the canal and make suggestions on what can be done. They are also directed to interact with the officials involved in ‘Operation Anantha’ and formulate a plan to prevent such incidents. ‘Operation Anantha’ is a project that was operating between 2015 and 2020 to deal with the issues of flooding and waterlogging in Thiruvananthapuram. Cleaning of the canal was a part of the project.

Joy was hired by the Southern Railways to clean the Amayizhanjan canal waterway near the Thiruvananthapuram Railway Station in Thampanoor. On July 13, while clearing the trash blocking the waterway, he was swept away in the water. His body was found in the canal at the Pazhavangadi -Thakaraparambu Vanjiyoor road on July 15. The search for his body was made difficult because of the waste accumulated in the canal.

The Railways department submitted at the court that a metallic mesh has been installed to prevent plastic wastes from entering the canal but it was unable to stop the inflow of huge amounts of waste.

Meanwhile, Chief Minister Pinarayi Vijayan has called for an emergency meeting with the officials to discuss the steps to be taken on the various problems caused by the accumulation of garbage in the canal. The meeting will be held on July 18.

Madras HC raises concerns over release of footage of BSP leader Armstrong’s murder

“The way in which they started publicising that murder in all media yesterday, it is very unfortunate that these things keep happening”, Justice Anand Venkatesh said.

The Madras High Court, on Monday, July 15, expressed concerns over police releasing the CCTV footage of the murder of Bahujan Samaj party (BSP) leader K Armstrong. Justice N Anand Venkatesh, along with Justice Sundar Mohan, was hearing a case pertaining to the identities of minor victims in cases of sexual assault, when he made the comment.

CCTV footage of the murder of the BSP leader Armstrong was released by the police, highlighting the names of the accused. It was broadcasted on television channels and circulated on social media, on July 14. The police released the footage hours after they shot down Thiruvengadam, one of the accused in the case, in an extra judicial killing or encounter.

Stating that the CCTV footage was important evidence in the case, Justice Anand Venkatesh said that it was unfortunate that they were televised across news channels. “The way in which they started publicising that murder in all media yesterday, it is very unfortunate that these things keep happening. What type of system are we having? What is it that the police are attempting to prove? People will keep on criticising and keep on saying something. That does not mean that you will show every aspect of the murder inch-by-inch on television just to justify the killing of one of the suspects in an encounter,” The Hindu reported the judge as saying.

The judge also added that if the identities and important details of an investigation gets leaked, it would become difficult for the courts to conduct a trial and convict them. The judge also expressed concerns about the requirement in the Bharatiya Nagarik Suraksha Sanhita (in place of the Code of Criminal Procedure) to record video statements of the witnesses and victims. “When the statements are given by a victim, what is the guarantee that these videos will not get leaked? A girl victim, as such, will be terrified. Yet, now, it is mandated that her statement should be videographed. What will happen if the video is leaked? This is the next biggest challenge that we will be facing,” Justice Venkatesh observed.

On July 14, Thiruvengadam (33), was killed by the police near Madhavaram of Chennai. According to the police, they had to shoot him as he tried to escape. Police sources said that Thiruvengadam had admitted to supplying the weapons used to murder Armstrong.

Armstrong was brutally hacked to death on July 5 outside his Perambur home in north Chennai. A well-known Buddhist Ambedkarite and a popular leader in his own neighbourhood, his murder led to criticism of the Chennai police for the deteriorating law and order situation.

Bengaluru: Karnataka Chief Minister Siddaramaiah has admitted a big scam in the state. He admitted in the House on Monday that there has been a scam of Rs 89.6 crore in the Karnataka Maharishi Valmiki ST Vikas Nigam. On the other hand, the opposition BJP has claimed a scam of Rs 187 crore in the corporation.

There was a lot of uproar between BJP and Congress in the assembly on Monday regarding this scam, after which CM Siddaramaiah admitted the scam. In fact, Leader of Opposition R. Ashok in the assembly attacked the government sharply and said that the scam that took the life of hardworking and honest government officer Chandrasekaran has exposed the ‘anti-Dalit’ face of this government, which calls itself a well-wisher of Dalits.

During the adjournment motion presented against this scam, Ashok said, ‘There used to be scams of two percent, three percent and ten percent, but the Valmiki Nigam scam has overshadowed everything. This is a ‘100 per cent ‘khata khata’ scam.” He alleged that Account Superintendent Chandrasekaran was taken to Goa on the pretext of a holiday, where he was beaten, abused and held hostage in a hotel room to approve illegal money transfers, which traumatised him and he later committed suicide.

Siddaramaiah interrupted Ashok and admitted to the scam in the corporation but denied the allegations linking him to the election funding fraud involving former ST minister B Nagendra. “There has been no admission about the funds for the Bellary Lok Sabha elections, as claimed by the BJP and Ashok,” he said.
