The government has demolished the houses of the poor and given small rooms to the people to live in. They do not have water to drink, everyone is crying for electricity. If the CM himself goes there and sees, he will feel pity. The government will listen to us because whatever happened in Ayodhya, the people here will also do the same. A case of Taliban punishment for a Dalit youth has come to light in Kushinagar, UP. It is alleged that the village head and his associates brutally beat up the youth for using the toilet built in the village.

Kushinagar: A Dalit man was given Taliban punishment in the district for going to a public toilet. It is alleged that the village head and his associates first kept him locked inside the toilet for hours and beat him up. After this, the father was called and both of them were made to clean the entire toilet. Not only this, the bullies beat up the youth in front of his father, due to which he suffered a serious injury in the eye. After this, the fine for defecation was collected from 5 thousand rupees and then he was released. After this, the villagers and the victim’s family have appealed to the Superintendent of Police for justice. This case, which shames humanity, is from Kotwa Karjhi village of Chaura Khas police station area.

Kept locked in toilet for four hours

Prem Prasad went to defecate in the government public toilet of Kotwa Karjhi village of Chaura Khas police station area, after which he was given Taliban punishment. Prem Prasad told that he often used to go to the toilet built in the house or sometimes outside in the open to defecate. But on July 12, around 7 am, when he was going out of the village for work, he got stomach upset. On this, he went to use the public toilet built outside the village. As soon as he sat down to defecate in the toilet, the door fell on him. After this, he lifted the door of the toilet and came out. Then someone from the village informed Gram Pradhan Surendra Kushwaha on the phone. Prem Prasad told that the Gram Pradhan reached the spot with his colleagues and locked him inside the toilet from outside. The tank was kept closed in the toilet for 4 hours.

The victim was beaten in front of his father too

The video of Prem Prasad being locked in the toilet has also surfaced. Prem Prasad’s father Bhagan Prasad told that after this the village head called him on the spot and first insulted him. Then he demanded a fine of 15 thousand rupees for the broken door. He refused to pay such a huge amount. After this, the deal was settled for 5 thousand rupees. Bhagan told that he took a loan of 5 thousand rupees and gave it to the village head, so that he could get rid of this trouble. But the village head beat his son badly in front of him. Due to which Prem Prasad has suffered serious injuries in one eye.

Father and son were made to clean the toilet

Bhagan alleges that the village head made me and my son clean the government public toilet. Due to which both father and son are feeling insulted. He also complained about this matter in the police station, but his voice was suppressed in front of the strong influence of the village head. It is alleged that the police and the village head got the victim to compromise by taking his thumb impression on a blank page. The victim has also appealed for justice by giving a complaint letter to the Kushinagar SP. Gram Pradhan rejected the allegations

Meanwhile, Gram Pradhan Surendra Kushwaha has denied all the allegations against him. The Gram Pradhan said that Prem Prasad had broken the door of the toilet. The matter of assault is wrong. Apart from this, no fine has been imposed. The Gram Pradhan said that he was not on the spot, he reached on information. The police was informed. At the same time, the people of the village are also accusing the Gram Pradhan of vandalism and collecting fines.

Additional Superintendent of Police Abhinav Tyagi said that on July 12, a youth in a drunken state damaged the public toilet under the police station Chaurakhas area. To which the Gram Pradhan objected. After the objection, a dispute broke out between the villager and the Pradhan. The allegations being leveled by the youth and the villager on the Gram Pradhan are prima facie false. In this case, an investigation is being conducted on the application.

High Court sentences rapist and murderer of Dalit girl to death, Supreme Court stays execution by seeking character certificate

Delhi News: The Supreme Court has stayed the death sentence of accused Amirul Islam in the case of rape and murder of a law student in Perumbavoor, Kerala. The Supreme Court has put this stay on the petition of Amirul Islam challenging the decision of the Kerala High Court. The High Court had sentenced the accused to death after considering all the facts.

The recent order was issued by a bench headed by Justice BR Gavai of the Supreme Court. The court also directed that the mental health and character certificate of the accused be submitted. A special board has been constituted under the chairmanship of the Superintendent of Thrissur Medical College, which will conduct a psychological evaluation of the accused and submit a medical report.

The court has also directed that reports be made available from the jails where Amirul Islam is kept. The stay will remain in effect until a final decision is taken in the case. The Supreme Court has also directed that the jail superintendent be informed of the stay order through the advocate of the state government.

The Supreme Court will hear further arguments only after receiving the state government’s response and other relevant documents related to the case. The court has directed both the High Court and the trial court to provide all the documents related to the case.

What was the 2016 Jisha murder case?

From the year 2016 till now, the Kerala High Court and the Ernakulam Sessions Court heard the Jisha murder case. The case was registered on the basis of an FIR lodged by the Kuruppambadi police station. According to the court document, Jisha, a 30-year-old law student belonging to the Dalit community, was found dead in her house near the Periyar Valley Canal in Perumbavoor, Ernakulam on 28 April 2016. The protest of her classmates at the Government Law College in Ernakulam helped the case move forward significantly.

Kerala Police arrested the accused Ameer-ul-Islam. On December 12, 2017, the Ernakulam Sessions Court convicted the accused of murder and rape under the IPC and sentenced him to life imprisonment. However, on May 20, 2024, the Kerala High Court modified the sentence to death. According to the FIR lodged at the Kuruppambadi police station on April 29, 2016, Jisha, a 30-year-old law student, was found dead at her residence near the Periyarvalli canal in Perumbavoor, Ernakulam. The deceased’s mother saw the woman’s body and gathered the neighbours, shouting for help.

The front door of the house was locked from inside. The sub-inspector, who was on patrol, entered through the back door. The victim was lying in the middle of the room, partially naked and bleeding profusely. The deceased had multiple stab wounds and her stomach was also ripped open. The police collected evidence from the scene and sent the body for postmortem, which revealed that the woman died between 12 pm and 9 pm on April 28, 2016. The postmortem examination also revealed that the woman had 38 wounds on her body. The deceased was most likely raped and had sustained injuries while attempting to resist these attacks.

The body also showed signs of strangulation. Death was caused by a combination of strangulation, asphyxiation and haemorrhage. According to the report, the doctor who conducted the postmortem, Dr Liza John, confirmed evidence of sexual assault. The investigating police identified the accused as Ameer-ul-Islam and registered a case against him under Judicial First Class Magistrate, Kuruppambady. The complaint was filed under several sections of the Indian Penal Code, claiming that the accused had committed an offence punishable under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. On June 16, 2016, nearly two months after the incident, Kerala police arrested Ameer-ul-Islam, a 22-year-old migrant labourer from Kancheepuram in Tamil Nadu.

The prosecution said that when the victim resisted the attempt, the accused, in frustration, brutally stabbed her, one of the injuries being deep in her genitals, which was caused by repeated stabbings in her vagina, causing a small portion of her internal organs to come out of the body. The accused sneaked out from the back door, walked towards the canal and threw the knife aside.

After examining nearly 100 witnesses, the court considered 291 evidences. After a long trial, the court awarded death penalty to the accused, which was upheld by the Kerala High Court, but now the Supreme Court has stayed it and sought a certificate on the mental health and character of the accused.


More Women, Adivasis, Dalits and Muslims Died During COVID-19 First Wave

Unlike the rest of the world, women’s life expectancy fell by more years than men’s and that of marginalised communities fell more sharply in the first year of the pandemic. This skew, say, researchers can be traced to social inequalities

There were 1.19 million excess deaths in India in 2020, more eight times the official COVID-19 death count and 1.5 times the WHO’s extrapolated estimate, said a new paper published in Science Advances, an open-access multidisciplinary journal by American Association for the Advancement of Science.

Excess deaths are calculated by comparing the total number of deaths in a pandemic year with the total number of deaths in a year without a pandemic event.

There were 17% more deaths in 2020 compared to 2019, the paper found. These deaths led to a reduction of 2.6 years in life expectancy at birth for Indians. Women in India experienced a life expectancy decline of 3.1 years at birth, a year more than for men (2.1 years). Excess deaths in different age groups leads to reduction in life expectancy at birth for a population.

This number is in contrast to the patterns observed in almost every other country in the world where more men died during COVID-19 than women. This can be attributed to gender inequality in India, wrote researchers from the University of Oxford, University of California Berkeley, University of Texas, Austin, Emory University and others.

India’s official COVID-19 death toll from 2020-2024 was 533,540 while the US with the most casualties stood at 1.12 million deaths.

The toll of the pandemic was experienced unevenly in India — marginalised social groups — Muslims, Scheduled Tribes and Scheduled Castes experienced greater declines in life expectancy than high caste Hindus. “Larger decreases among marginalised groups increased already stark disparities,” the authors wrote.

This is the first study that examines the mortality impacts of the pandemic by sex, social group and age and it was done using data representative of one-fourth of India’s population from the National Family Health Survey (NFHS)-5. The authors used the NFHS survey’s mortality data from 11 states from 2021 to estimate the deaths in 2020 during the first wave of the pandemic.

“We can’t rely on the Civil Registration System dataset to understand gender or social inequality in mortality figures,” said Aashish Gupta, a Marie Sk?odowska-Curie Fellow at the University of Oxford and co-author of the paper. “It [civil registration] is incomplete and women’s death registration levels are even lower than men and caste is not captured. The NFHS meanwhile has a long history of estimating mortality well and captures information on caste and gender.”

India’s civil registration system does not capture all the deaths. Also, death registrations rates vary from 13.5% in Arunachal Pradesh to 98.8% in Punjab and only 39.8% of women’s deaths are registered.

More Female Than Male Deaths

The life expectancy at birth in India fell from 69.1 years in 2019 to 66.6 years in 2020.

Declines in life expectancy were recorded across the world after COVID-19 pandemic, including in high income countries. For example, life expectancy at birth fell by 1.5 years in the US (from 78.8 years in 2019 to 77.7 years in 2020) and by 1.6 years in 2020-22 across the world.

While the life expectancy declines were driven by deaths of those above 60 years in high income countries, in India the decline was among the youngest and the older groups. This was higher than the seroprevalence recorded in India and could be due to the indirect effects of the pandemic, the paper noted.

The life expectancy of women at birth in 2019 was 71.7 years which fell to 68.6 years in 2019, a reduction of 3.1 years while the life expectancy of men in 2019 was 66.8 years which declined to 64.7 years in 2020, a reduction of 2.1 years.

“Such a large female disadvantage in the impact of the pandemic as observed in India has not been documented in any country,” the paper noted. It further noted that this was observed even in civil registration data and was observed in all social groups and reflects gender inequality in the country.

Earlier research showed that Indian households spend less on women than men and this could have worsened during the pandemic, the authors noted.

Muslims, Marginalised Groups vs Upper Caste Hindus

The paper found marginalised groups experience the largest reductions in life expectancy at birth — while high-caste Hindus lost 1.3 years in life expectancy, the loss for Muslims was 5.4 years, for STs 4.1 years and for SCs 2.7 years. The decline for OBCs was similar to that of high caste Hindus.

Previous studies had shown, compared to upper caste Hindus, Adivasis, Dalits and Muslims already had a shorter life expectancy at birth.

The Muslim life expectancy was lowest across the five groups and was consistent with the marginalisation of Muslims in 2020 with greater increase in neonatal mortality, the paper noted.

Similar reduction in lifespans was experienced among Blacks (3.3 years), Hispanics (4 years) and Native Americans (4.5 years) in the US in 2020 as compared to 2019 according to the National Centre for Health Statistics . However, the declines in India were at higher relative magnitude as the life expectancy for these groups were already low in 2019 — 66.5 years for Scheduled Castes and 68.8 years for Scheduled Tribes and Muslims.

This skew is due to the substantial discrimination, exploitation, and violence faced by marginalised groups, said Murad Banaji, departmental lecturer in Applied Mathematics, University of Oxford and co-author of the paper. “In addition to inequalities in access to healthcare and discrimination in health settings, social conditions, such as those related to exposure to hazardous work, physical violence, poor access to nutrition, and denial of equal opportunities contribute to major life expectancy disparities,” he said in an email interview.

This paper gives an indication of the scale of India’s COVID-19 casualties although it does not capture the deaths during the Delta wave of 2021 which recorded higher mortality.  It however dispels claims made by the Indian Prime Minister Narendra Modi and other ministers that the ‘Indian government’s health response was the best in the world and helped save large scale casualties’.

 “The severe undercounting of pandemic deaths in India seems to be a result of two factors: weak systems for recording deaths; and deliberate efforts to ‘manage’ the data by governments, at both local and national level,” said Banaji.

Methodologically, this study shows the potential for accurately estimating mortality, even for short periods, using household survey data which would be helpful for routine mortality surveillance and future mortality crises. “We also hope that this study brings a greater focus to disadvantaged groups including females, marginalised populations, and rural areas in understanding and responding to future pandemics,” said Sangita Vyas, Assistant Professor in Economics at CUNY Hunter College and co-author of the paper.

This kind of study shows that when there are other forms of data available, we get a more reliable source of deaths than just the civil registry system, said public health expert Dileep Mavalankar, former director of Indian Institute of Public Health, Gandhinagar. His study on excess mortality during heat waves in 2010 led to widespread policy action and the implementation of a heat action plan in Ahmedabad.

“India has not been collecting or publishing daily all-cause mortality data which leads to severe undercounting of deaths especially of the vulnerable groups,” he said. This undermines health priorities and leads to a false sense of complacency and smaller health budgets, he added.

India’s Union health budget’s spending as a percentage of its GDP has been falling since the pandemic – from 0.56% in 2021-22 to 0.42% in 2022-23 to 0.35% in 2023-24 reflecting the government’s priorities. 

India also delayed releasing or not conducting crucial data surveys such as the Census, socio-economic caste census, household consumer expenditure survey, medical certification of cause of death data among others.

There needs to be legislation to make health and hospital data public regularly, “Health data is like a pulse of the people – if we don’t know the pulse, how can we tell if the patient is alive and well?” Mavalankar said.

Referring to the murder of Bahujan Samaj Party (BSP) Tamil Nadu President K Armstrong, filmmaker and strong espouser of Dalit emancipation Pa Ranjith told CNN-News18 that the Dravida Munnetra Kazhagam (DMK) government should have done more to protect Dalits. Ranjith will be organising a mega rally on July 20 to pressure the government to arrest the “real” culprits.

Ranjith urged the police to accord proper protection to Dalit leaders and not ignore the threats they receive. “Political leaders, especially Dalit leaders, are not given enough protection in the state. When I spoke to Viduthalai Chiruthaigal Katchi (VCK) chief Thol Thirumavallavan, he said he receives many threats. For someone like him, who is in mainstream politics, if you ask me if he is given enough protection — It’s still questionable. In Tamil Nadu, police should be aware of the threats such leaders receive and should ensure they take all the necessary measures,” said Ranjith.

On July 5, Armstrong was hacked to death by six unidentified people near his residence in Chennai’s Perambur area. So far, 14 people have been arrested in connection with the case, and the search for three more is on.

“They should monitor these politicians and provide enough safety and security to such leaders.”

‘RALLY IS TO PUT PRESSURE ON STATE TO BRING OUT TRUTH’

With the Crime Branch-Crime Investigation Department (CB-CID) investigating the case, Ranjith says the rally is to put pressure on the state to bring out the truth over the murder of Armstrong. “The main purpose of the rally is to ensure there is fair investigation into the murder of Armstrong. The real culprits should be arrested. Is there a political hand behind the murder? Is some big name involved? All these angles need to be probed. We want to put pressure on the state government to ensure the probe is done in a fair and thorough manner. If we are not convinced with the current investigation, then we will demand a Central Bureau of Investigation (CBI) probe,” Ranjith added.

BSP Supremo Mayawati visited Chennai to pay tribute to the late Armstrong. Claiming the real culprits have not been arrested, she urged the Stalin government to transfer the case to the CBI. Opposition parties, including the All India Anna Dravida Munnetra Kazhagam (AIADMK) and the Bharatiya Janata Party (BJP), have been demanding a CBI probe into the murder.

Ranjith said the government could have managed the situation better. “The Tamil Nadu government could have handled the case in a better way. From the way the body was handed over to denying a place for burial, and the funeral procession, the government did not handle it well. We are not happy with them.”

Ranjith said they will wait for the findings of the investigation and will decide the course of action.

New Delhi, Jul 19 (PTI) The Delhi Skills and Entrepreneurship University (DSEU) has revoked a 20 per cent fee concession for SC and ST students and a 10 per cent waiver for the EWS category, raising concerns among those affected.

Several students said they were concerned not only by the revocation of waivers, but also a recent fee hike and the criteria to exempt “fee defaulters” from taking exams.

The DSEU, a state established and funded Institute has revoked the concession provided to Scheduled Caste (SC), Scheduled Tribe (ST), and Economically Weaker Section (EWS) students starting the 2024-25 academic session and has hiked the fees by up to nine times for majority of its 80 courses, except the master’s programmes, Aawaz, the varsity’s students’ body, said.

The revised fees can be viewed in DSEU’s admission brochure — Information Bulletin 2024 — which provides the complete fee structure of courses offered at the university.

Asked about the fee hike and revocation of the concession for SC, ST, and EWS students, DSEU Vice-chancellor Ashok Kumar Nagawat told PTI that the hike has been effected based on the recommendations of the Finance Committee considering the funding crunch and financial burden on the varsity.

He added that the committee is slated to meet next on July 31 and will discuss the matter.

According to the bulletin available on the website, the fees of Bachelor of Optometry for first-year students has increased to around Rs 1.10 lakh per annum (including other annual charges) from Rs 29,700 in 2023-2024.

The fees have been increased to the same amount in other courses such as BSc Data Analytics (previous fees Rs 41,580) and Bachelor of Computer Science (previous fees Rs 34,940), the document shows.


“There will be an annual increase of 10 per cent in the fees. The semester fee will be accordingly based on that,” the bulletin also states.

On June 17, the varsity issued a list of of hundreds of “fee defaulter” students, barring them from sitting in the end term examination as well as from taking classes, the students’ body alleged.

The list was released on an official WhatsApp group of the administration which was shared by the respective campus directors with students, Awaaz claimed.

“Dear all, please find the attached herewith list of students who have not paid their fees till date. These students are not allowed to sit for the end term examination (even semester). Campuses are requested to take note of this (sic),” read the message forwarded to students from Ritu Sareen, Assistant Registrar (Academics).


“Students who pay their fees through education loan will be allowed to sit for their examination subject to the condition that they will produce the documents that their loan is under process. Campuses are requested to share the details of such students so that we can update our record and not send messages for fee payment (sic),” read another message shared by an official in the same group.

PTI reached out to Sareen for her response on the allegations but she refused to comment.

“It is an official matter and I don’t want to comment on this,” she said.

Several students rued that the hike in fees and discontinuation of concessions have added to their woes.

A student beneficiary of the SC concession at one of the DSEU campuses, said “My father used to work as a labourer here but he is unable to work now as he is getting old. My mother is a handicapped woman and my elder brother is a student himself. So I don’t have an earning member in the family.” “I applied for a loan from the National Scheduled Castes Finance and Development Corporation (NSCFDC) but it’s taking long. Perhaps I will have to drop out of college,” the student added.

Another student claimed, “I was not allowed to sit in the exam last month for not paying fees. My family somehow managed to arrange the money by borrowing from people. Now the university has asked me to pay Rs 28,500 more for the next semester. There are many courses that we offer which require specialised set ups, laboratories and machines. The money will be utilised for providing these facilities,” he said.

“If you compare our fee structure with other skill universities, the courses that we offer here are way cheaper,” he added.

Nagawat also said that the “decision to increase the fees annually was taken by the Finance Committee of the varsity, which includes secretaries of various Delhi government departments concerned, and was approved by the academic council of the university.” Regarding the revocation of the SC, ST, and EWS concessions, the VC said, “The university is facing a funding crunch and therefore, it cannot continue to provide the relaxation.” “We also can’t put the financial burden of providing the concessions to SC, ST, or EWS students on the general category students. Reddy is keen on integrated residential school campuses, which offer education for all castes and religions on a single campus. This will develop a competitive spirit among the students and eliminate discrimination on the basis of caste and religion. He directed officials to come up with constructive proposals to open semi-residential schools along with integrated residential schools. He suggested recruitment of one additional teacher in anganwadi centres. Arrangements should be made to provide educational facilities to all students in their native villages, he said. Transport facilities should be provided for students of all such institutions, Reddy said. Apart from government allocations, make appropriate use of CSR funds to upgrade schools with better facilities for students, who should be assured of quality education, the Chief Minister said. It has come to light belatedly that the Karnataka government has cancelled financial assistance given to Scheduled Caste and Scheduled Tribe (SC/ST) students to pursue Ph.D in foreign universities under the Prabuddha Scheme, citing high costs, while retaining it for postgraduate courses under the same scheme.

Earlier, meritorious SC/ST candidates selected for the scheme got financial assistance from the Department of Social Welfare to pursue either post-graduation or Ph.D.
