In a bid to counter Samajwadi Party’s PDA (Picchda Dalit Alpsankhyak) plank, the BJP is likely to field candidates belonging to Dalit and the most backward castes
By Puja Awasthi
The BJP’s candidate list for the forthcoming bypolls is likely to be dominated by Dalits and the most backward castes, to directly take on the Samajwadi Party’s PDA (Picchda Dalit Alpsankhyak) plank. This selection is likely to extend to general seats as well.
Party sources said the BJP will give just one ticket to a general class candidate. This is likely to be the Ghaziabad seat.
The district committees for the nine seats that are to go to the bypolls had given lists of 10 names each. These were whittled down to just three at a meeting held at the centre.
While the BJP is yet to announce the list of names, the party’s strategy is to show that it and not the Samajwadi Party is the party for backwards and Dalits—a plank that its rival has benefitted from in the recent Lok Sabha elections.
The Dalit ticket may also go to Sisamau (Knapur) too which is a general seat. The SP pick for this seat is a minority.
Katehri, Phulpur, Manjhwa, and Kundarkri are likely to go to candidates from the most Backward castes.
Besides this, Meerpur, which is a seat that should go to party ally Rashtriya Lok Dal, is likely to see a Jat BJP candidate.
The party is still smoothing out things with its other ally, the Nishad Party, which is insisting that it will fight the election on its own symbol, while the BJP wants it to fight on the lotus symbol. Sanjay Nishad who is in Delhi to discuss seat possibilities, insisted that party workers want to fight the elections on the party symbol. He further said that not doing so could lead to the loss of morale among them.
One seat which will be difficult for the BJP, both in terms of candidate selection and also support will be Kunadrki, which is a Muslim-dominated seat. Sismau has also been a seat that has always been with the SP and would be an uphill battle for the party.

UP bypolls: Can SP’s caste formula deliver Kundarki again after three consecutive wins?

With over 2.25 lakh Muslim voters, this is a tough seat for the BJP and the party is likely to field a Dalit candidate
By Puja Awasthi
Of the seats that go to the bypolls on November 13, Kundarki will offer a tough contest which the Samajwadi Party will look to retain with its M-Y (Muslim-Yadav) formula.
Kundarki in Moradabad is a seat that was won by the BJP only in 1993. Its candidate- Chandra Vijay Singh, had previously won the seat on a Janata Dal ticket.
With over 2.25 lakh Muslim voters, this is a tough seat for the BJP. And though the party has not made its candidate selection known, the name is likely to be a Dalit.
The Dalit voters in the constituency are 68,000. Some 30-35,000 voters are either Kshatriyas or Sainis, while 15,000 voters are Yadavs.
Since 1996, only Muslim candidates have emerged victorious in this seat. The Samajwadi Party has won the seat the last three times, before which it went to the Bahujan Samaj Party in 2007.
The Bahujan Samaj Party has announced the name of Rafatullah for this seat. The Samajwadi Party is likely to announce a candidate from the same larger community as the BSP.
Uttar Pradesh bypolls: How family connections are ruling Samajwadi Party’s candidate list
The importance of Kundarki can be gauged from the fact that the party is still mulling over a name for this constituency.
The BSP candidate is likely to be in direct contest with the SP candidate- especially if both are from the same community. This will benefit the BJP.
If the BJP has a strong Dalit name on this seat, a sizeable portion of the Dalit vote might shift to it giving it a solid fighting chance on the seat.
Kundarki also has symbolic importance as it falls in the home district of Bhupendra Chaudhary- the state party president of the BJP.
While this is the only seat for which the SP has not announced a candidate, the BJP is also perhaps waiting for the SP’s move before it comes out with a list.

101 accused held guilty in Dalit atrocity case in Koppal village, sentencing on October 24

KOPPAL: Ten years after a clash had broken out between upper caste groups and Dalits at Marakumbi village in Gangavathi taluk, the district and sessions court here has held 101 persons guilty under the SC/ST (Prevention of) Atrocities Act. The court will pronounce the quantum of punishment on October 24.
After the court pronounced its judgment, 100 of the accused who were present were sent to judicial custody by the police. During the trial, the charges were proved against 101 of the 117 accused. Some of them had passed away during the pendency of the trial.
On August 28, 2014, Manjunath, a resident of the village, along with some others, had gone to Power Cinema in Gangavathi to watch a movie when he was allegedly assaulted. Manjunath told the villagers later that Dalits of the village had attacked him.
Following this, upper caste groups had destroyed a hotel and a barber shop and even set fire to four huts belonging to Dalits. Fortunately, there was no loss of life. After the violence, Bheemesh, a resident of the village had lodged a complaint with the Gangavathi Rural police station. Cases were also registered against some Dalits.
Public Prosecutor Aparna said this was one of the rare instances where such a large number of people had been held guilty for untouchability. “It is a historic case. Several people had been injured in the incident. Some of the eyewitnesses had even turned hostile during the trial. Such type of crimes should reduce and people should live in harmony and this case should be an example”, she added.
Basavaraju, a resident of the village, said, “Since two years after the incident, we have been living in harmony. But all have to honour the court judgment. Some innocents have also had to face trouble. Such incidents should not occur anywhere and should be an example”.

Supreme Court Directs Independent Investigation In Haryana Village Where Social Boycott Call Against Dalits Was Allegedly Made In 2017

The Supreme Court recently directed two former DGPs of the State of Uttar Pradesh to conduct an independent investigation into the situation prevailing at a village in Haryana’s Hisar district, in relation to which allegations of social boycott of Dalit persons were levelled in 2017.
Debby Jain
A bench of Justices MM Sundresh and Aravind Kumar passed the order, requesting Shri Vikram Chand Goyal, former DGP, 1975 UP and Mr. Kamlendra Prasad, former DGP, 1981 UP to make the investigation and file a status report before the Court within 3 months about the prevailing situation as well as any steps required to be taken.
The respondents stressed that no untoward incident has taken place in recent times and “normalcy” is prevailing.
The petitioner filed a status report as follows:
“Chargesheet dated 20.08.17 was filed. No arrests was made. In the chargesheet 6 out of 7 accused persons were given a clean chit by the Haryana Police and they were not made accused persons. The complaint to the police by the dalit victims was signed by 28 victims but the police made one person as a PW. This person selected by the police is shown as giving a 161 statement to the police which was virtually blank and makes no mention of the social boycott. Further 4 members of the dominant community who were hostile to the dalits were made Pws. Not a Single Scheduled Caste certificate of the 28 victims who had made the complaint of social boycott was taken by the police and submitted in the Court along with the chargesheet. The videos given to the police by the victim community showing the call of the social boycott by the dominant community in a public meeting was not mentioned in the chargesheet or produced in court. Sanction for prosecution under 153A and 505 IPC not taken by the police. Only after objection was taken by the complainants was sanction taken belatedly. Trial yet to begin.”
In its order, the bench also clarified that there is no embargo on the trial court proceeding with the trial. As per claims, the dispute arose in June, 2017 when a group of Dalit boys was assaulted by members of the dominant community in the village, over the use of a hand-pump for drawing water. 6 persons were hospitalized as a result of the assault and an FIR registered.
When the Dalit persons refused to withdraw their complaint, a call for their social boycott was issued by the members of the dominant community and an unregistered organization by the name of Bhaichara Committee.
Initially, the matter was considered by the Punjab and Haryana High Court, but the social boycott seemingly continued. Eventually, a plea was filed before the Supreme Court seeking CBI probe into the allegations and prosecution of the accused, as state authorities were apparently siding with the dominant community.
“There has never been such a severe and protracted social boycott of a village of Dalit community comprising of about 500 houses for such a protracted period of over one and half years as in the present instance,” the plea said.
In May this year, the State of Haryana agreed to taking over of the investigation by two former DGPs of the State of UP.

Caste Discrimination: Doctor Claims Rental Homes Denied Due to Caste in Vizag City

Interestingly, the doctor noted that the number of rejections based on caste has increased compared to four years ago, when he last searched for a house. This experience highlights the persistence of caste-based discrimination, even in big cities.
Geetha Sunil Pillai
Visakhapatnam- Despite widespread belief that caste discrimination is fading, especially in urban areas, a recent Reddit post by a doctor has highlighted the reality that even well-educated professionals continue to face caste-based prejudice.
In his post, the doctor recounted his frustrating experience while searching for a rental house near Aarilova Health City. He shared that while approaching potential landlords, many immediately asked about his caste during the first meeting. “When I mentioned SC, they said they won’t give [the house]. That’s OK. I’m used to this, and I’m glad they denied me right away. No time wasted,” he said, expressing how normalized this form of rejection has become for him.
One incident particularly stood out when, after two days of discussion and a verbal agreement, the landlord asked for his Aadhar card to formalize the agreement. Upon seeing the doctor’s surname, the landlord inquired about his caste and then refused to rent the house. “He too denied [me] as expected, but at the last moment… Waste of time and money,” the doctor lamented, explaining how they had already ordered furniture and a wooden Pooja place for the new house, all of which had to be canceled.
The doctor also noted that caste-based rejection has increased compared to his experience four years ago when he last searched for a rental property. “Interestingly, the number of people rejecting because of my caste has relatively increased,” he added, highlighting the ongoing challenges lower-caste individuals face, even in urban areas.
The doctor concluded his post by clarifying that not all landlords rejected him based on caste. Some properties were simply out of his budget. “I searched for houses from Maddilapalem to Yendada, Visalakshi Nagar too… 99% of the available houses are out of my budget,” he explained, adding that his budget is ?10,000 for a 2BHK and ?15,000 for a 3BHK.
Still, the issue of caste rejection remained a significant hurdle. The doctor sought advice on affordable housing options in Vizag, close to Arilova Health City, and questioned whether he should “mention [his] wife’s caste and hide [his] own” to secure a home. However, he voiced concern about the potential repercussions if the landlords later discovered the truth: “Will that cause any future problems if they ever find out that an SC guy lived in their house without them permitting?”

Madhya Pradesh Dalit Girl Molested Burnt Alive By Accused Son Congress Slams Mohan Yadav Madhya Pradesh Dalit Girl Molested, Burnt Alive By Accused’s Son For Registering Complaint
A girl was burnt to death in Madhya Pradesh’s Khandwa for registering a molestation complaint.
Khandwa, who was molested, was set on fire on October 12, the day India was celebrating Dussehra. After battling for her life for five days, the girl succumbed to her injuries late on Thursday night while undergoing treatment. Following the attack, she was referred to MY Hospital in Indore for advanced medical care, where she breathed her last. The Congress is now targeting the Mohan Yadav government over the incident and demanded his resignation.
The police had already arrested the accused on charges of attempted murder. However, with the victim’s death, the charges against him will be escalated.
The chain of incidents started on October 7 when a case of harassment of the Dalit girl was reported from a village near the Khandwa district headquarters. The police swiftly arrested the accused, Mangilal, from the Kotwali police station area. However, he was later released on bail.
In the meantime, Mangilal’s son, Arjun, threatened the victim, seeking revenge for the accusations and the case against his father. Not only did the accused and his family threaten the girl, but they also allegedly assaulted them.
The lethal attack against the girl occurred on October 12, the day of Dussehra, when Arjun allegedly poured petrol on the girl and set her on fire in an attempt to kill her. The girl’s father acted quickly, extinguishing the flames and rushing her to the district hospital in Khandwa. There, she informed the authorities that Arjun, the son of the accused in the harassment case, had set her on fire. Arjun was immediately arrested by the police.
Due to the severity of her injuries, the victim was transferred to MY Hospital in Indore for better treatment. Unfortunately, she passed away late Thursday night. After the post-mortem, her body will be returned to Khandwa for the final rites.
The incident has sparked political outrage. Congress leaders, including former Chief Minister Kamal Nath and Congress President Jitu Patwari, took to Twitter to criticize the state government. Kamal Nath expressed his grief over the girl’s death, saying, “I deeply mourn the demise of this young girl. May her soul rest in peace. The death of Khandwa’s daughter once again shows that law & order in Madhya Pradesh has collapsed. Girls are unsafe everywhere, and criminals are acting fearlessly.”

Supreme Court’s Decision on SC-ST Sub-Classification is Against the Thoughts of Dr. Ambedkar.

A meeting of social, political activists and organizations from Uttar Pradesh was organized by the All India Peoples Front (AIPF) at Gandhi Bhavan in Lucknow on 20/10/2024 regarding the Supreme Court’s decision on the sub-classification of SC-ST. It was accepted in the meeting that in fact the decision of the Supreme Court on August 1 to sub-classify Scheduled Castes and Tribes is against the thoughts of Dr. Ambedkar in its content. Dr. Ambedkar accepted Scheduled Castes as a unit so that a large part of the society could be raised as a political force in social change and their civil rights could be protected. It would be wrong to say that Dr. Ambedkar did not understand the phenomenon of classification within the Scheduled Castes. Dr. Ambedkar believed that social hierarchical inequality exists even among the Scheduled Castes, yet he never supported caste sub-classification. Dr. Ambedkar saw social rights and economic empowerment together. Therefore, he believed that the inequality that exists among the Scheduled Castes can be eliminated by giving special emphasis on their educational and economic empowerment.
Concern was expressed in the meeting that the decision taken by the BJP government to sub-classify the Scheduled Castes in Haryana without discussing it in Parliament is not correct. It was also noted with regret that the Telangana government has also banned recruitment there till December so that it can also give government jobs by classifying SCs.
It was agreed in the meeting that the role of Congress on sub-classification is also not correct and it should reconsider its decision. Also, taking Rs 100 crore from Adani for scholarship by the Telangana government will also weaken the ongoing fight against the racist BJP.
In the meeting, it was also appealed to Mayawati and other groups and Dalit thinkers that they should not take any such action which promotes political fragmentation among Dalit and Tribal groups. It was proposed in the meeting that discussion and extensive deliberation on the decision of the Supreme Court should be held in the upcoming winter session and if possible, a special session of Parliament should also be called on this question. An appeal was made to all the opposition parties including the Congress to put pressure on the Central Government on this decision and force it to call for a special session to hold a debate in the Parliament.
A National Conference of social, political activists, Dalit organizations, intellectuals about Supreme Court’s decision on SC-ST sub-classification is being organized in Delhi on 8 December 2024 in collaboration with AIPF and other organizations. It will also be addressed by eminent educationist and former UGC Chairman Professor Sukhdev Thorat. In the meeting, a state-level team was formed for its preparation and it was decided to run a campaign across the state.
