Ankit Mittal/Muzaffarnagar: 5 days time and arrangement of 17 thousand 500 rupees.. Hardly anyone would know the value of this money and time better than Muzaffarnagar’s Dalit student Atul who is going through a phase of poverty and debt. Due to which he could not get admission in IIT Dhanbad. He and his family are very sad about not getting admission. Even after running around for three months from the University to SC/ST Commission, Jharkhand High Court and Madras High Court, when nothing was achieved, he knocked the door of Supreme Court. From where he has got hope.

The pain of the father and son spilled over

The pain of the father and son spilled over after getting assurance of every possible help from the court. Father Rajendra believes that if he had not been a Dalit and poor, perhaps his son would have been studying in IIT today. When Atul, the youngest son of Rajendra, a Dalit resident of Titoda village, just 7 km from Khatauli tehsil of Muzaffarnagar, cleared JEE, he was allotted a seat in Electrical Engineering at IIT Dhanbad. Only Rs 17,500 was to be deposited as fees between June 19 and June 24, 2024.

Tried very hard to collect 17.5 thousand rupees

The family could not deposit such a small amount. The moneylender made a promise, but also stopped picking up the phone on time. As the clock was ticking towards 5 pm on June 24, the heartbeats of Atul, his father Rajendra and his mother are increasing. Atul and his father started calling friends and relatives to raise the amount of Rs. 17,500. They had to put in a lot of effort to raise this amount.

Expectations shattered as time ran out

As soon as the amount of Rs. 17,500 was raised, Atul started the online process at around 4:45 in the evening. But there were 4 minutes left for 5 o’clock, when suddenly the website got logged out. Atul tried again at 4:57 and hurriedly uploaded the documents, but when the turn came to fill the bank payment details, it was already 5 o’clock and not only Atul but also his family’s hopes were shattered. Because as soon as it was 5 o’clock, the entire process of fee processing had come to a halt.

Struggle started for admission

Even after all this, Atul did not lose courage and he contacted the university through phone and email and told them the whole story, but they refused saying that all the work is online and computerized. After which Atul’s struggle started. Since this time Madras University was responsible for counseling, Atul complained to the SC/ST Commission making Dhanbad and Madras University a party.

Appeal filed in Supreme Court

During the hearing of the case, the Chairman of Madras University was summoned, but he too said that all the work is computerized and expressed his inability to help and washed his hands off the matter. After that, Atul first knocked the door of Jharkhand High Court and then Madras High Court when he did not get relief from there. Due to shortage of money and no other support, Atul’s struggle became even more difficult. After this, Atul expressed his desire to go to the Supreme Court with this matter in Madras High Court. After getting the permission, the lawyer on behalf of Atul filed an application in the Supreme Court.

Assurance of every possible help

On September 24, while hearing the case, the bench of CJI D.Y. Chandrachud, Justice JB Pardiwala and Manoj Mishra issued a notice to IIT Madras. At the same time, Atul was also assured of every possible help. However, during this time the Supreme Court asked what were you doing for three months? So the lawyer on behalf of Atul told the whole matter.

Father said he was cheated

Atul’s father Rajendra says that he has been cheated. The moneylender is jealous of how Dalit children can become successful after getting so much education. Perhaps that is why he did not pay the money on time, so that Atul’s fees are not deposited and he is deprived of admission. Rajendra says that he is ready to sell even his house to fulfill his son’s dreams.

VZM, Kadapa hot spots of crimes against SC/STs

Madhu Rasala / Sep 27, 2024, 00:45 IST
Vijayawada: The state's five districts rank alarmingly high in atrocity cases against Scheduled Castes (SCs) and Scheduled Tribes (STs), according to a 2022 report by the Union Ministry of Social Justice and Empowerment.
Released on September 17, the report identifies regions within the undivided districts of Kadapa and Vizianagaram as being particularly prone to atrocities, with 15 mandals in Kadapa and 15 villages in Vizianagaram flagged as hotspots for such incidents.
Additionally, areas in Eluru, Kovvur, Polavaram of West Godavari, and parts of Srikakulam have also been listed for high incidence of SC/ST atrocities.
According to the report, AP recorded 2,190 cases of harassment against SCs, ranking seventh nationwide, and 379 cases against STs, placing it eighth in the country in 2022.
Despite these figures, the State Level Vigilance and Monitoring Committee, chaired by chief minister, failed to convene a single meeting in 2022. This committee is responsible for reviewing the implementation of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, raising concerns over the state's proactive engagement in addressing these crimes.
On the other hand, 49 District Level Vigilance and Monitoring Committee meetings were held across 26 districts during the year, along with 56 Sub-Divisional Level Committee meetings.

The state has established a Scheduled Caste and Scheduled Tribe Protection Cell, overseen by an inspector general of police from the CID. Seven deputy superintendents of police have been appointed in seven regions to handle atrocity cases.
Moreover, AP has set up 14 special courts across various districts to expedite SC/ST harassment cases. An additional exclusive court in Laxmipeta, Srikakulam, specifically handles cases under the Prevention of Atrocities Act.
Special public prosecutors have been appointed to represent victims in these courts, and significant efforts were made to investigate and file chargesheets within 60 days. Out of 1,173 cases, chargesheets were filed within the stipulated time, while in 627 cases, the process took longer.
The state has launched several awareness and training initiatives. In 2022, 9,167 police officers were trained in implementing the Prevention of Atrocities Act, and a total of 13,327 individuals were sensitised through 2,199 publicity and awareness programmes.
Economic and social rehabilitation remains another focus area, with the state providing relief to 3,495 victims of harassment. However, legal aid, another key support measure, saw a gap, with no beneficiaries recorded across all 26 districts last year.
Despite these efforts, significant challenges remain. In 2022, of the 905 cases that ended in acquittal, appeals were filed in only nine cases, signalling a need for stronger follow-up actions in the legal system.
While awareness efforts are a positive step, the lack of high-level engagement and legal aid for victims underlines the need for more robust and sustained interventions.
