Members of Karnataka Dalit Sangharsh Samiti took out a protest against Union Minister Amit Shah alleging that he had insulted B.R. Ambedkar at a recent Parliament session. They held a rasta roko protest at the Rani Channamma Circle. They held placards and shouted slogans against Mr. Shah, demanding his resignation.
The protesters marched from Dr. Ambedkar Garden to the Deputy Commissioner’s office. They shouted slogans against the BJP and burnt an effigy of the Minister.
“Dr. Ambedkar’s contribution to the country is immense. Objectionable remarks about him by Mr. Shah or anyone else are not acceptable. Such people should be dropped from the Cabinet,” leader Kallappa Kamble said.
Siddappa Kamble urged Mr. Shah to seek a public apology for his reported statements. Leaders Mahantesh Talwar, Maruti Kamble, Mahadev Talwar, Seetavva Jogulbavi and others were present.

Kalaburagi: The scheduled caste and scheduled tribes communities in Kalyana Karnataka (KK) seem to have consolidated behind district incharge Minister Priyank Kharge after the twin issues – Union Home Minister Amit Shah’s statement about Dr Ambedkar and suicide case of contractor Sachin Panchal rocked the region.
Most Dalit organisations have rallied behind Priyank, though BJP has upped the ante demanding his resignation.
The party is finding it difficult to make inroads into SC/ST communities, especially the SC-right community, to which Kharge belongs. It forms a major chunk of the population here. There are 101 castes under SC list classified into SC-right hand and left hand.
Siege to Priyank’s house today
State BJP president B Y Vijayendra, leader of the Opposition in the Assembly R Ashoka and his counterpart in the Council Chalavadi Narayanaswamy are visiting Kalaburagi on Saturday, to lay siege to Priyank’s house, demanding a CBI probe into the suicide case.
Out of the total 41 Assembly constituencies in KK region, 18 are reserved for SCs and STs.
The SC/STs are said to have helped the Congress sweep all five Lok Sabha in the 2024 elections, apart from contributing immensely for the grand old party to return to power after the 2023 Assembly elections, in which BJP failed to make a mark here.
Bandhs in region
The SC/ST communities are continuing to express outrage against Amit Shah by observing total bandhs in district headquarters, taluks and hobli centres.
Also worrying the BJP is the fact that most Dalit leaders are publicly expressing support to Priyank over the contractor’s suicide.
“It is true that there is anxiety among BJP leaders as Dalit organisations are backing Priyank. But the bandh being observed by them against Shah is hijacked by Congress, by twisting facts and distorting his statement. We are conducting Samvidhan Samman Abhiyan at the ground level to allay fears among Dalits that the Constitution would be changed,” BJP SC Morcha former vice president Ambaray Ashtagi said.
There is also resentment among BJP leaders against the ‘neglect’ of SC-right community, which constitutes more than half of the population of Dalits and owes allegiance to the Kharge family.
No big SC-right leader in BJP
“The community feels that giving proper positions to people in the community will help groom a leadership to counter the Kharges. There is a lack of prominent leaders from SC-right in our party to take on Priyank and his father Mallikarjun Kharge,” he said.
Political observers feel that it is going to be a tough task for BJP to woo back Dalits, especially the SC- right in the region, after Kharge Senior became AICC president.
The guarantee schemes of the Congress government has helped the party consolidate its position.
“SC-right are already moving towards Congress if you look at the previous elections. Dalit organisations are backing Priyank as he is very vocal and represents a new aspirational generation of Dalits,” says political observer and former Raichur University vice-chancellor Harish Ramaswamy.
Senior Dalit leader Vittal Doddamani said, “We have no objection if action is taken as per law in the contractor’s suicide case. But BJP leaders are targeting Priyank, even though he has no role in it. So, Dalits, including Madigas, are supporting him,” he said.

Caste Discrimination In Colleges : Supreme Court Seeks Data From UGC On Equal Opportunity Cells, Action On Complaints Received
In a PIL filed by the mothers of Rohit Vemula and Payal Tadvi assailing caste discrimination in higher educational institutions (HEIs), the Supreme Court today called on the University Grants Commission to collate and furnish data from universities (central/state/private/deemed) with regard to setting up of Equal Opportunity Cells and total number of complaints received under the UGC (Promotion of Equity in Higher Educational Institutions) Regulations, 2012 alongwith action taken reports.
A bench of Justices Surya Kant and Ujjal Bhuyan passed the order, upon hearing Senior Advocate Indira Jaising and Advocate Disha Wadekar (for petitioners) who stressed UGC’s failure to implement the 2012 regulations and urged the court to seek data from the Union of India and the National Assessment and Accreditation Council – including data as to the number of suicides by students belonging to Scheduled Caste/Scheduled Tribe category in HEIs.
Considering a submission on behalf of UGC’s counsel that a new set of regulations has been formulated (pursuant to certain recommendations), the Court further directed the UGC to notify and place the same on record. After the order was dictated, Jaising urged the Court to seek data on the number of suicides in HEIs (alongwith caste-wise breakup). However, the bench expressed that it would approach step-by-step in the matter without opening too many floodgates at once.
In response to a claim that as many as 115 suicides have taken place in IITs alone between 2004-24, Justice Kant remarked that the Court is cognizant of the sensitivity of the matter and would begin hearing it periodically to find out a mechanism that would translate the 2012 Regulations into a reality.
During the hearing, Jaising was heard informing the Court that there are extant regulations in place and the 2012 Regulations in particular were intended to put an end to discrimination based on caste in HEIs. However, the question is whether the same are being implemented. Essentially, she raised 3 issues:
(i) Out of total 820 universities (central/state/deemed) across the country, how many have setup Equal Opportunity Cells?
(ii) If set up, what is the composition of these Cells?
(iii) What is the nature of monitoring being done by UGC towards implementation of the 2012 Regulations?
Ultimately, deeming necessary their responses for effective adjudication of the matter, the Court directed the Registry to inform the Union (through Solicitor General) and counsel for NAAC to file counter-affidavits within 4 weeks.
Background
Rohit Vemula, a PhD scholar at Hyderabad Central University, died by suicide on January 17, 2016, reportedly due to caste-discrimination. Three years later, Payal Tadvi, an Adivasi student at TN Topiwala National Medical College in Mumbai also died by suicide (on May 22, 2019). As per claims, she was subjected to caste-based discrimination by her upper-caste peers.
In 2019, Radhika Vemula and Abeda Salim Tadvi, mothers of the two Rohit Vemula and Payal Tadvi respectively filed the present PIL, seeking a mechanism to end caste-based discrimination in campuses. In July 2023, the top Court issued notice on the plea and sought response of the UGC. “Ultimately it is in the interest of the students and the parents whose children have lost their lives. In the future, atleast some care should be taken that this doesn’t happen”, the Court told UGC then.
The petitioners submit that there is a rampant prevalence of caste discrimination against members of the SC/ST community alongside institutional apathy to caste-based discrimination and flagrant non-compliance with the existing norms and regulations in place. Furthermore, the norms are inadequate insofar as they do not properly address the occurrence of caste-based discrimination on campus against both teachers and students, fail to provide an independent, unbiased complaint redressal mechanism and do not provide for any punitive sanction on HEIs for failure to take positive steps to prevent discrimination on the basis of caste on campus.
Among other reliefs, the petitioners seek a direction to all Universities and HEIs to establish Equal Opportunity Cells on the lines of such other existing anti-discrimination internal complaints mechanisms and to include members from the SC/ST communities and independent representatives from NGO’s or social activists to ensure objectivity and impartiality in the process.
The petitiion was drafted by Advocates Disha Wadekar and Kushal Nandwani, and filed through Advocate Sunil Fernandes.

CAT notice on pleas for quota in promotion for SC, ST employees
The Chandigarh Bench of the Central Administrative Tribunal (CAT) has issued notices to Principal Chief Commissioner of Income Tax, (North-West Region), Chandigarh, and Secretary, Department of Revenue, Ministry of Finance, and others on the applications of SC and ST category employees for allegedly not providing them reservation in promotion.
The tribunal in the order passed today said that any promotion order passed at the department promotion committee (DPC) meeting held on December 24 for the post of income tax officer and income tax inspector shall be subject to the final outcome of the applications.
The employees said that the action of the respondents in not providing them reservation in promotion was illegal, arbitrary and discriminatory and the same deserves to be quashed and set aside. They further said that the benefit of promotion was already being provided by 17 other regional offices of the Income Tax Department, except here.
They said that applicants were entitled to promotion to the post of income tax officer and inspectors against the backlog vacancy for SC/STs from due dates by conducting review DPC meetings along with all consequential benefits like arrears of pay and allowances with interest from due date till the actual date of payment was made.
They argued that the respondents had failed to consider and appreciate that the orders of the apex court dated January 28, 2022, was binding on all courts and ministries. Even the respondents are ignoring the direction issued by the Department of Personnel from time to time in this regard.
They further said that not clearing the backlog posts of SC/ST and other categories in all cadres/groups in the respondent department and not implementing the roster point system while making promotions to various posts, including promotion to the post of inspectors was arbitrary, illegal, discriminatory, unconstitutional and unsustainable in the eyes of law.
After hearing the arguments, the tribunal said that the promotion order issued after a DPC meeting held on December 24 for the post of inspector shall be subject to the final outcome of this application. The tribunal has listed the hearing for January 7.
Nair Service Society Calls for National Commission for Economically Weaker Sections
The Nair Service Society (NSS) has urged the Indian government to establish a National Commission for economically weaker sections in forward communities, similar to existing commissions for SC/ST and minority groups. The resolution also proposes a National EWS Development Corporation for financial and educational advancement. NSS emphasizes economic reservation over caste-based reservation.

During an annual gathering commemorating Mannam Jayanthi, a resolution was passed urging the creation of this Commission, drawing parallels to existing commissions for SC/ST and minorities, according to NSS General Secretary G Sukumaran Nair.
The resolution also advocates for the founding of a National EWS Development Corporation to manage state-backed projects and offer affordable loans, enhancing the socio-economic standing of these groups. NSS continues to champion economic over caste reservations.
