Caste-based social boycott alleged over consumption of Dalit man’s prasad in Madhya Pradesh village

A group of 20 families in Atrar village claims they were ostracised by another faction after consuming prasad given by a Dalit man, amid ongoing tensions between rival village factions led by former and current sarpanchs.
BHOPAL: Residents of a village in Madhya Pradesh’s Chhatarpur district have claimed they have been ostracised in their own village at the behest of the village sarpanch for consuming prasad (religious offering) given by a Dalit man.
Around 20 families from Atrar village, who have alleged social boycott by another section of the village, come from a mix of communities, including scheduled castes, upper castes (particularly Brahmins), and other backward castes (OBCs).
The issue began when a group led by the former village sarpanch, who belongs to the scheduled caste, accused the other group, led by the current Brahmin sarpanch, of ostracising them.
They claimed this exclusion happened after they consumed laddoos distributed as prasad by an Ahirwar caste man (Ahirwars belong to the scheduled caste), following the fulfilment of a long-standing wish some months ago.
On the other hand, the group led by the current sarpanch has denied the allegations, approaching the Chhatarpur district police. They have asserted that the accusations against them are false and stem from long-standing differences between the two factions.
Both the police and the Chhatarpur district panchayat have initiated investigations into the matter. Confirming complaints from both sides, Chhatarpur district police superintendent Agam Jain said on Sunday that investigations are underway.
The group alleging ostracisation claims they have been excluded from social events, such as marriages, due to their consumption of the prasad. It is worth noting that the former village sarpanch, who leads the group alleging ostracisation, has been at odds with the current sarpanch for years.
The groups have had bitter disagreements, particularly after the current sarpanch and his supporters opposed the former sarpanch for allegedly squatting on Gram Sabha land several years ago.
Furthermore, an upper-caste man from the group alleging ostracisation was previously accused in a murder case, which he believes was falsely lodged against him due to the rivalry with the other group.
A police officer stated, “Old conflicts of interest between the two groups may be behind this alleged ostracisation.” Both groups have kept their distance from each other for a long time due to these long-standing tensions.
Chhatarpur district, where the village is situated, is part of the Bundelkhand region. This region, along with Gwalior-Chambal, Vindhya, and parts of Malwa, is sharply divided along caste lines and has witnessed violent rivalries in the past based on caste differences.
In a related incident from eight years ago, a nine-year-old scheduled caste boy from Damoh district in Bundelkhand drowned in a well after being denied access to a hand pump at his school due to his Dalit status.

बहिष्कार का आरोप लगाने वाले समूह का दावा है कि प्रसाद खाने के कारण उन्हें विवाह जैसे सामाजिक कार्यक्रमों से बाहर रखा गया है। यह ध्यान देने योग्य है कि गांव के पूर्व सरपंच, जो बहिष्कार का आरोप लगाने वाले समूह का नेतृत्व करते हैं, का वर्षों से वर्तमान सरपंच के साथ मतभेद रहा है।
समूहों में कटु असहमति है, खासकर तब जब वर्तमान सरपंच और उनके समर्थकों ने कई साल पहले कथित तौर पर ग्राम सभा की जमीन पर कब्ज़ा करने के लिए पूर्व सरपंच का विरोध किया था।

The Kerala police have arrested six additional individuals in connection with the shocking sexual abuse of an 18-year-old Dalit girl, who was reportedly assaulted by over 60 people over a span of five years in Pathanamthitta district.

With these latest arrests, the total number of individuals detained has risen to 26, including three minors apprehended on Sunday. Interrogation of seven suspects in custody is ongoing, and a special investigation team has been formed to expedite the probe.
Nine cases have been registered across two police stations in Pathanamthitta. Since the victim was a minor when the abuse began, charges have been filed under the Protection of Children from Sexual Offenses (POCSO) Act and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
Authorities have identified 62 suspects, with efforts underway to locate those still at large. The police collected the details of 40 individuals from her father’s phone, which she used for communication with the abusers.
Her parents were reportedly completely unaware of this abuse. An investigation is underway to locate the remaining accused. Although they are from the same area, they moved to different locations for work over the span of five years.
The perpetrators allegedly used explicit photos and videos of the child, recorded and shared among themselves, to coerce her into continued submission. The case came to light earlier this week, triggering widespread outrage and prompting a swift police investigation. Police said her parents were unaware of the abuse. It is learnt that the persons outside Pathanamthitta district might be involved in the case In this connection, taking serious note of the case,the National Commission for Women(NCW) has instructed the state police to file a report within three days in connection with the incident.
NCW Chairperson Vijaya Rahatkar condemned the heinous crime and directed authorities to take immediate action to ensure the swift apprehension of all individuals allegedly involved in the case. A special team has been formed to investigate the rape case. A 25-member team of officers, including the Pathanamthitta SP and DySP, will investigate the case under the supervision of DIG Ajitha Begum.
The investigation was handed over to the DIG Ajitha Begum after the National Commission for Women, demanded strict action. The Kerala Women’s Commission took a suo motu case on the incident and asked the Pathanamthitta District Police chief for a report.
According to the police, when the girl was 13, Subin, the son of her father’s friend, lured her by showing obscene visuals on his mobile phone. He also took the girl’s nude pictures on his phone.
When the girl was 16, Subin took her to a secluded rubber plantation in their locality and assaulted her sexually.He also recorded videos of the act on his phone. This was followed by regular sexual abuse, the police said.
The probe revealed that the visuals were shared among Subin’s friends, who also sexually abused her. Subin was arrested on Friday.Fresh cases were registered on Saturday in the order of the places where the girl was raped.
She was sexually abused at various locations, including her school, the police said. As per the girl’s statement, the perpetrators used to communicate with her through her father’s mobile phone, without his knowledge. The victim’s ordeal came to light during a routine visit by volunteers from the Kerala Mahila Samakhya Society, who alerted the district Child Welfare Committee.

‘Form probe team under woman officer’: Cong-led alliance to Kerala govt in Dalit teen case

The Congress-led United Democratic Front (UDF) on Sunday demanded that the Kerala government constitute a special probe team under the leadership of a female Indian Police Service (IPS) officer, amid shock and horror in the state over the alleged sexual abuse of an 18-year-old Dalit athlete in the Pathanamthitta district.
No criminal involved in the case should go “scot-free,” Congress MLA VD Satheesan, the Leader of Opposition in the Kerala assembly, said.
“A foolproof investigation and comprehensive evidence collection is required for the same. For this, the government should immediately appoint a Special Investigation Team headed by a woman IPS officer,” news agency PTI quoted VD Satheesan as saying.
The senior politician added, “It is also necessary to ascertain whether there are crimes that are yet to come to light. The government should focus on schools where children from marginalised sections are largely studying.”
Further, Satheesan emphasised the importance of a “comprehensive awareness drive” to ensure no other child in the state suffered the ordeal faced by the Pathanamthitta girl.
In May 2024, women IPS officers in Karnataka, the Congress-ruled neighbouring state, executed the arrest warrant issued against Janata Dal (Secular) leader Prajwal Revanna, the grandson of former prime minister HD Deve Gowda. Prajwal Revanna is accused of sexual harassment of several women.
NCW, KCW step in
Meanwhile, in the Kerala case, the National Commission for Women has sought a detailed action-taken report from authorities within three days and emphasised on a “fair and time-bound investigation” to deliver justice.
The Kerala Women’s Commission, too, has registered a case on its own and asked the Pathanamthitta Superintendent of Police to immediately submit a report.
The girl has alleged she was sexually abused by 62 people since she was 13.

Kharge condemns RSS chief Bhagwat's 'true independence' remark

Congress president Mallikarjun Kharge on Wednesday (January 15, 2024) condemned RSS chief Mohan Bhagwat's remarks that India's 'true independence' was established on Ram temple consecration day, and warned that it would become difficult for him to move around in the country if he continues to make such statements.
Addressing party leaders after the inauguration of the Congress' new headquarters located at 9A, Kotla Road here, Mr. Kharge said RSS people believe that independence was achieved with Ram Temple inauguration and don't remember the independence of 1947 as they did not fight for it.
