‘I am Dalit, why can’t I become CM of Karnataka’: Excise minister
Though over the years Karnataka has seen Dalits holding significant portfolios, the chief minister’s chair has remained elusive for leaders from the community
Excise minister RB Timmapur on Tuesday reignited a long-standing debate on political representation by asserting his aspiration to become the state’s chief minister, emphasising his Dalit identity.
“Why shouldn’t Dalits make it to the post of the CM? Why shouldn’t I become the chief minister? Who will object if I become the CM?” Timmapur asked while adding that any decision would ultimately rest with the Congress Legislature Party (CLP) and the party’s high command.
Though over the years Karnataka has seen Dalits holding significant portfolios, the chief minister’s chair has remained elusive for leaders from the community.

This comes at a juncture as Siddaramaiah, in his second tenure as CM, approaches the mid-point of his term. As per an alleged agreement struck in 2023, Siddaramaiah is expected to step aside after two years, paving the way for a successor.
With this transition looming, competition for the top position has intensified among senior Congress leaders, each seeking to consolidate their claim to the post.
Deputy chief minister DK Shivakumar remains the most prominent contender, who was vying for the chief ministerial role during the Congress’s resounding 2023 victory.
According to party leaders familiar with the matter, Siddaramaiah is working strategically to ensure his successor aligns with his vision.
“It is an open secret that he has been encouraging discussions around a Dalit chief minister to neutralise opposition within the party, especially since the halfway mark of his term is approaching. This strategy, however, has met resistance, especially from DK Shivakumar camp,” said a minister who didn’t want to be named.
A proposed meeting of SC/ST legislators meant to create consensus for a Dalit leader, was shelved after AICC general secretary Randeep Singh Surjewala intervened, allegedly at Shivakumar’s behest, people familiar with the matter said.

“It is not cancelled as it is being portrayed, but merely postponed,” Parameshwara, however, remained defiant, insisting a new date will be finalised in consultation with Surjewala.
He added: “No one can stop this event. If anyone says they cannot tolerate a meeting to discuss Dalit issues, we will give a fitting response. We have the capability and strength.”
The cancellation of the meeting has sparked discontent among other Dalit leaders. Cooperation minister KN Rajanna, a staunch Siddaramaiah ally, publicly criticised the decision, accusing the party’s high command of being “anti-SC/STs.”
Rajanna also targeted Shivakumar’s recent temple visits, claiming they were part of a campaign to solidify his chief ministerial ambitions.
Both Rajanna and Parameshwara boycotted the closed-door meeting on Monday with Surjewala, expressing their dissatisfaction with the interference in SC/ST matters.
Their absence drew reprimands from the high command, which underscored the importance of party discipline.
Surjewala later emphasised that the Congress is united, dismissing reports of internal rifts as propaganda by opposition parties.
“The BJP is creating a false narrative. Our focus remains on implementing guarantees for the people of Karnataka,” Surjewala said.
He also advised legislators to avoid public remarks that could harm the party’s image, urging them to resolve differences within party forums.
The demand for a Dalit chief minister is not new in Karnataka politics. Despite being a significant voting bloc, Dalits have often been underrepresented in leadership roles within the state.
While leaders like G Parameshwara have held influential positions, the community has long sought greater political empowerment.
Siddaramaiah’s move to advocate for a Dalit chief minister aligns with his broader political strategy to consolidate support among marginalised groups.
However, this has also intensified the factionalism within the party, particularly as leaders like Shivakumar, who enjoy significant influence, seek to strengthen their claims, according to party insiders.
Meanwhile, former minister and senior leader SR Patil stated that he would welcome a leader from the north Karnataka region to be chosen for the CM’s post.
“Every MLA will have an aspiration to become the CM. No one is a sage. It is natural to demand the coveted post. The matter of changing the CM is left to the high command. I do not know about power-sharing,” he stated.
Commenting on the Congress infighting, the leader of the opposition R Ashoka stated that Siddaramaiah is the outgoing chief minister.

“The Congress is a divided house. The party is not going to come to power in future. The fight is now over the CM’s chair,” he added.
BJP state president BY Vijayendra stated the infighting in the Congress is not new.
“Chief Minister Siddaramaiah is going to complete two years. Several Congress leaders are CMs in waiting. More importantly, deputy CM DK Shivakumar is desperately waiting to occupy the CM’s post and other leaders are also desperate. The infighting will come to the streets soon,” he stated.
“More than eight Congress leaders are waiting to become CM and everything will spill out soon. Congress national general secretary Randeep Singh Surjewala and chief minister Siddaramaiah need not worry about what is happening in the BJP. The BJP high command is strong enough to handle the situation and set things right,” Vijayendra added.

While pulling out all the stops to organise the Maha Kumbh at Pragyagraj in Uttar Pradesh, which got underway Monday, the Yogi Adityanath-led BJP government also seems to be using the 45-day-long event involving millions of people to send out a message of “Samajik Samta (social equality)”.
BJP insiders say the party has formulated this message to woo the Scheduled Castes (SCs) as well as the Other Backward Classes (OBCs), especially the most backward communities like Nishads. This assumes significance as some of the NDA allies in the state, such as the NISHAD Party and the Apna Dal (Soneylal), are said to be showing signs of resentment with their senior partner now.
CM Adityanath has called the Maha Kumbh a “Samajik Samta ka Mahaparva (a great festival of social equality)”. His government has also released some posters to mark the Maha Kumbh, which are related to this message. One of them carries a picture of a bronze statue of Lord Ram with Nishad Raj at the recently-inaugurated Nishad Raj Park at Prayagraj’s Sringverpur. Another official poster features a picture of Prime Minister Narendra Modi cleaning feet of sanitation workers during the 2019 Kumbh held at Prayagraj.
“With all the castes and sections uniting to experience the culture of Sanatan Dharma at Maha Kumbh by taking bath at Sangam (the confluence of the Ganga, Yamuna and the mythical Saraswati), what could be a bigger example of Samajik Samta. Yogi ji had already given the call to everyone to unite and not get divided,” said a BJP leader. “Our government has given respect and importance to the Nishad king by installing his grand statue with Lord Ram at Shringverpur and this is what is being highlighted,” he said.
NISHAD party chief Sanjay Nishad is a minister in the Adityanath Cabinet, with his party going all out to
strengthen its own hold over the Nishad community.
In the 2024 Lok Sabha elections, the BJP suffered a blow in UP (80 seats) as it could manage to win just 33 seats as against the Samajwadi Party (SP)’s 37 seats. The BJP’s setback was attributed to the “shift” of sections of Dalits and OBCs to the Opposition INDIA bloc led by the Akhilesh Yadav-led SP in the state.
BJP insiders said the party’s bid to woo Dalits and Nishads would also be significant in view of the crucial February 5 bypoll in the Milkipur Assembly constituency in Ayodhya, where apart from Dalits and Brahmins, Nishads also have a significant presence.
On Tuesday, Adityanath said that about 3.5 crore people took a dip at the Sangam on the day of the first Amrit Snan or Shahi Snan (royal bath) on the occasion of Makar Sankranti, describing the Maha Kumbh as “Ashtha, Samta aur Ekta ka Mahasamagam” (A grand confluence of faith, equality and unity).
Sources said that the Adityanath government has also upgraded its initiative, experimented at the 2019 Kumbh, to start primary schools for over 15,000 sanitation staff working at the Maha Kumbh.
On December 13 last year, PM Modi had visited Prayagraj to launch various projects related to the Maha Kumbh, during which he called the event a “Mahayagya of unity”. He had then called Prayagraj the “land of Nishad Raj”. Inaugurating the Nishad Raj Park, Modi had highlighted the “divine friendship” of Lord Ram and Nishad Raj, saying their new statue will “serve as a timeless reminder of equality and harmony for future generations”.
The PM had then also praised sanitation workers, recalling how during the 2019 Kumbh he had expressed his gratitude towards them by washing their feet. “The satisfaction and fulfilment I felt while performing this gesture remain a cherished and unforgettable experience in my life,” he had said.

A Kerala police special investigation team (SIT) probing an 18-year-old Dalit woman’s accusation that 62 men had sexually abused her since she was 13 has so far made 44 arrests, including of four juveniles, while a hunt is on for several absconding suspects.
The athlete had last month narrated her ordeal to volunteers of the Kerala Mahila Samakhya Society, a government wing working for the empowerment of girls from socially and economically weaker families in the rural areas. She told the team visiting her home that the assaulters had threatened to make public videos of the crimes against her.
The volunteers informed the District Child Welfare Committee, which roped in counsellors. “The girl appeared before the District Child Welfare Committee with her mother. Before the case was handed over to the police, a psychologist had detailed sessions with her. She had written the names of 20 suspects in her notebook while the names and numbers of several others were saved in the mobile phone of her father. The girl would use her father’s mobile phone whenever she went for coaching camps,” District Child Welfare Committee chairman N. Rajeev told INDIA TODAY.
A senior police official said the girl’s nightmare began with receiving a neighbour’s “lewd text messages and nude pictures”. “The neighbour allegedly raped her, made a video of the crime and circulated among friends, who raped her too. She was allegedly raped in public places such as bus terminals and hospitals, and cars and deserted houses,” said the official.
Pathanamthitta superintendent of police V.G. Vinodkumar said 29 cases had been registered. “The investigation is progressing. We have seized the mobile phones of those arrested,” he said.
The police have invoked the Protection of Children from Sexual Offences (POCSO) Act besides other sections of the law while booking the accused persons.
The Opposition has demanded a thorough investigation and protection of the girl. “The revelations are shocking. The government should have ordered a detailed probe headed by a woman IPS officer,” leader of the Opposition V.D. Satheesan said in a conversation with INDIA TODAY.
The allegations have sent shockwaves and taken memories back to the horrific incident from 1996 in which a girl from Suryanelli in Idukki district had alleged she was kidnapped and sexually abused by 42 people over 40 days. The girl had named then Union minister P.J. Kurien among her assaulters. He was acquitted by the courts while prime accused Dharmarajan was awarded life imprisonment.
K. Ajitha, a social activist in Kozhikode, said the Dalit athlete’s serialised sexual abuse points to the predatory environment in Kerala society. “Predators go about targeting women with impunity. Justice is not done easily while the survivor gets talked about by the media and subjected to intense scrutiny by the defence lawyers in court,” she said.

बता दं कि आरएसएस प्रमुख मोहन भागवत ने सोमवार को कहा था कि अयोध्या में रामलला की प्राण प्रतिष्ठा की तिथि ‘प्रतिष्ठा द्वादशी’ के रूप में मनाई जानी चाहिए क्योंकि अनेक सदियों से दुश्मन का आक्रमण झेलने वाले देश को सच्ची स्वतंत्रता इसी दिन मिली थी।
Karnataka Minister Orders Action After Dalit Family Faces Boycott Over Rape Complaint
The incident, which took place in a village with a predominantly Scheduled Caste population, has shocked many.
A 15-year-old Dalit girl was allegedly raped by an upper-caste youth, resulting in her pregnancy. When the family filed a complaint under the Protection of Children from Sexual Offences (POCSO) Act, the upper-caste community retaliated by imposing a boycott on the Dalit family. As a result, Dalit children were denied essential school supplies such as notebooks, pens, and pencils.
The family was also barred from fetching water in the village. Minister Parameshwara has ordered immediate action to address this issue and instructed authorities to intervene and ensure the safety of the Dalit families in the village.
The authorities have also been asked to listen to the concerns of the affected individuals and take necessary measures to calm the situation. The investigation into the matter is ongoing, and senior officers have been tasked with providing further updates.
Congress launches Dalit outreach drive
The Punjab Congress on Tuesday launched a campaign to consolidate its base among the Dalits, who constitute around 32% of the total population in the state.
The drive — ‘Jai Bapu, Jai Bhim, Jai Samvidhan’ — has been launched as part of the party’s nationwide campaign.
The Congress had earlier announced to launch the drive across the country, accusing the BJP, which rules at the Centre, of undermining the Constitution and safeguards ensured for the Dalits.
Speaking on the occasion, state party chief Amrinder Singh Raja Warring condemned Home Minister Amit Shah for his alleged objectionable remarks during a debate in Parliament against Dalit icon BR Ambedkar, who had chaired the committee that had drafted the Constitution.
“The BJP’s blatant disregard for Babasaheb’s contributions is not only an insult to the Dalits but also an attack on the very foundation of our democracy. Amit Shah must tender an unconditional public apology and resign immediately,” he said.
Highlighting the discrimination faced by the Dalits, Warring alleged that the BJP has “systematically targeted marginalised communities since coming to power in 2014” at the Centre.
“From attempting to dilute the SC/ST Prevention of Atrocities Act in 2018 to the horrific incidents of violence in Una, Hathras, the BJP government has displayed utter disdain for the Dalit rights,” he alleged.
Warring said the Punjab Congress would hold statewide protests to demand Shah’s resignation. “We will not allow the BJP to dismantle the Constitution, suppress Dalits, or insult the legacy of Babasaheb Ambedkar. The fight for justice and equality is non-negotiable,” he added.

'Patel Or Ambedkar Should Have Been 1st PM': Khattar Says In Haryana, Cong Attacks With 'Accidental CM' Remark
Union Minister Khattar has called Jawaharlal Nehru an 'accident Prime Minister', suggesting Sardar Vallabhbhai Patel or Dr BR Ambedkar were more deserving due to their contributions.
Union Minister Manohar Lal Khattar on Sunday at a seminar on the National Education Policy, 2020, suggested that India’s first Prime Minister, Jawaharlal Nehru, was in the position "by accident". Khattar argued that either Sardar Vallabhbhai Patel or Dr. B.R. Ambedkar could have been chosen instead, highlighting their significant contributions to the country.
He continued, “I even say that Jawaharlal Nehru became the Prime Minister by accident. If anyone else could have been considered for the position, it could have been Sardar Vallabhbhai Patel or Dr. BR Ambedkar. Dr. Ambedkar's contributions were no less than him (Nehru).” Khattar also emphasised the crucial role of Dr. Ambedkar in shaping India's social and economic foundations.

In response, former Haryana chief minister and senior Congress leader Bhupinder Singh Hooda mocked Khattar, saying, “Someone who became Chief Minister by accident (Union Minister Manohar Lal Khattar) will make such statements.”

In the Rohtak event, Khattar further criticised Congress, stating, “Congress always thinks of ‘party's interests first, the country's later’”. He contrasted this with Prime Minister Narendra Modi’s "India First" approach and referenced the ideological guidance of Dr. Deendayal Upadhyay.
He recounted an anecdote about Upadhyay during his time as Jan Sangh’s General Secretary, where he responded to a media query about the changing political environment. Khattar shared, “Like PM Modi says ‘India First’, I will tell you a story of Dr. Deendayal Upadhyay. When he was the General Secretary of Jan Sangh, the media once asked him what would happen if the political environment changed and the party’s ideology shifted, as it is happening with Congress today.”
Khattar continued, recounting Upadhyay’s simple response: “He simply replied that we are not concerned about this. For us, Jan Sangh is like a carrot’s flute, as long as it plays, we will play it, but if it stops, we will eat it and bring a new one.”
The former Haryana chief minister concluded, emphasising the importance of national interest over political affiliations, “For us, the nation’s interest is more important than any individual or organisation. If the nation is strong, everything is strong. Our thoughts should be focused on advancing the nation’s ideology and legacy.”
