Manipur Ethnic Violence: Kuki-Zo Council Meets MHA


Chairman Henlianthang Thanglet and the three other members of the KZC delegation met MHA Adviser A.K. Mishra and Joint Director Rajesh Kamble. The delegation included Spokesperson Ginza Vualzong, Coordinator Ajang Khongsai, and Finance Secretary Richard Hmar.
The KZC leaders said they would disclose details of the meeting on Saturday. However, sources in the council said the delegation told MHA officials about the precarious situation in tribal areas. The KZC also told officials about the alleged biased role of some security personnel and how the tribal people are being deprived by the state administration.
The Kuki-Zo conglomerate of 13 organizations and 10 tribal MLAs has been demanding a separate Union Territory administration for Kuki-Zo-Hmar tribal areas.
The meeting with MHA officials comes as Manipur grapples with ongoing ethnic violence. The conflict, which erupted in May 2023, has resulted in at least 250 deaths, more than 1,000 injuries and the displacement of more than 60,000 people.
Last week, the KZC urged Manipur Governor Ajay Kumar Bhalla to deploy neutral central security forces to address the ethnic crisis and demanded a Union Territory.
The tribal leaders met with the governor in Churachandpur district headquarters during Bhalla’s maiden visit and submitted a memorandum. The memorandum further demanded the sanctity of hill-valley buffer zones and re-demarcation of district police jurisdictions.
The memorandum states that the security situation has not improved in over a year and a half of killings and displacements, with citizens still facing daily risk of death.
“One and a half years after the violence began, Kuki-Zo community people’s homes and properties are still being set on fire and destroyed. To date, almost 7,000 homes have been demolished, over 220 Kuki-Zo community people have lost their lives, over 360 places of worship were destroyed, and about 40,000 have been made homeless,” the memorandum said.
The governor, on his maiden visit after assuming office on Jan. 3, visited Churachandpur and Bishnupur districts on Jan. 7. During his interaction with various civil society organizations, he appealed to the leaders to work collaboratively with the administration in peace-building efforts.
Bhalla visited relief camps in the two districts, interacting with displaced people staying there since ethnic violence erupted in Manipur in May 2023.

The meeting will be held at Congress National President Mallikarjun Kharge's residence at 6:30 pm.
Along with Kharge, LoP Lok Sabha Rahul Gandhi, MPs KC Venugopal, Jairam Ramesh and other senior leaders will be present.
The Supreme Court, in a landmark ruling on August 1, ruled that states have the power to sub-classify SCs and STs and said that the authority concerned, while deciding if the class is adequately represented, must calculate adequacy based on effective and not quantitative representation.

'Showcasing Constitution, Wearing Blue Attire': Mayawati Slams Congress For 'Theatrics', Alleges Party Trying To End Reservation

Bahujan Samaj Party (BSP) President and former Uttar Pradesh Chief Minister Mayawati on Wednesday (15 January) slammed the Congress party, alleging that it is attempting to weaken the reservation system.
Addressing journalists at the BSP headquarters in Lucknow on the occasion of her 69th birthday, Mayawati alleged that the Congress has continually neglected the rights of marginalised groups such as Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC).
She claimed that the marginalised communities are not enjoying the complete benefits of the reservation policies.
Mayawati accused the Congress of historically disrespecting Dr Bhimrao Ambedkar, the architect of the Indian Constitution, along with other influential leaders from marginalised communities.
"..even the SC, ST, and OBC communities have not yet received the full benefits of reservations and other legal rights. And now, the Congress party seems determined to completely abolish their reservations at the right time, a declaration they have already made," Mayawati said.
Without directly naming Congress leader Rahul Gandhi, Mayawati criticised the Congress for symbolic gestures such as showcasing the Constitution and wearing blue attire — associations with Dr Ambedkar — to woo SC, ST, and OBC voters.
"In such a scenario, Congress leaders showcasing the Constitution at every step, wearing blue attire, and engaging in various forms of theatrics—if this is not deception and pretence towards Dalits and other marginalised communities, then what is it? People must pay attention to this," she added.
In addition to attacking the Congress, Mayawati criticised the BJP and the Samajwadi Party (SP) for allegedly deceiving voters with various strategies.
She called on SC, ST, and OBC communities to stay alert to the tactics employed by these parties.
Highlighting her government’s accomplishments, Mayawati stated that her administration had introduced various welfare schemes that benefited labourers, traders, the unemployed, women, youth, and differently abled individuals.
Speaking to party workers, Mayawati stressed the importance of fortifying the BSP to secure electoral wins in Delhi and Bihar.
She expressed optimism that the BSP would achieve substantial success if elections were held in a free and fair manner.

The bench comprising Chief Justice Dipak Misra and Justices Kurian Joseph, R F Nariman, Sanjay Kishan Kaul and Indu Malhotra will hear the issue on August 3.
The apex court had on July 11 refused to pass any interim order against its 2006 verdict and said that a five-judge bench would first see whether it needs to be examined by a seven-judge bench or not.
The apex court had said it cannot hear the matter only for the purpose of interim relief as a reference has already been made to the Constitution bench.
The M Nagaraj verdict of 2006 had held that the 'creamy layer' concept cannot be applied to the Scheduled Castes and Scheduled Tribes for promotions in government jobs, like two earlier verdicts of 1992 Indra Sawhney and others versus Union of India (popularly called Mandal Commission verdict) and 2005 E V Chinnaiah versus State of Andhra Pradesh which had dealt with creamy layer in Other Backward Classes category.
The Centre had submitted that the matter required urgent consideration by a seven-judge Constitution bench as lakhs of jobs in Railways and the services were stuck due to confusion over various judicial pronouncements.
On June 5, in a major relief to the Centre, the apex court had allowed it to go ahead with reservations in promotion for SC/ST employees in accordance with law.
The top court had took into account the Centre's submissions that the entire process of promotions had come to a "standstill" due to the orders of various high courts and the top court had also ordered "status quo" in a similar matter in 2015. It had said the Centre was not "debarred" from making promotions.
The government had said there were separate verdicts by the high courts of Delhi, Bombay and Punjab and Haryana on the issue of reservation in promotion to SC/ST employees and the apex court had also passed different orders on appeals filed against those judgement.
On November 15 last year, the top court had said a five-judge constitution bench will examine the limited issue of whether the 2006 verdict delivered in M Nagaraj and other versus Union of India was required to be re-looked at or not.
The two-judge bench in its reference order had said that clarity was required on the applications in creamy layer in a situation of competing claims within the same races, communities or groups.
It had sought clarification on Articles 16(4), 16(4A) and 16(4B) of the Constitution which dealt with the power of state government to make provisions for reservation of appointments or posts in favour of any backward class of citizens which was not adequately represented in the services under the state.
The Nagaraj verdict had reiterated that the ceiling-limit of 50 per cent, the concept of the creamy layer and the compelling reasons like backwardness, inadequacy of representation and overall administrative efficiency were all constitutional requirements, without which the structure of equality of opportunity in Article 16 would collapse.
It had also said the state was not bound to make reservation for SC/ST in matter of promotions.

As part of its ‘Jai Bapu, Jai Bhim, Jai Samvidhan’ campaign, the Congress will be holding public rallies on January 21 at Belgaum, Karnataka, and on January 27 at Dr. Ambedkar Nagar (Mhow), Madhya Pradesh. The campaign was halted on former Prime Minister Manmohan Singh’s death on December 26.
The Congress had announced the campaign in reaction to Home Minister Amit Shah’s allegedly derogatory remarks on B.R. Ambedkar, the father of the Indian Constitution. Mr. Shah, while speaking in the Rajya Sabha in the last session of Parliament, targeting the Congress had said that it had become a “fashion” for the party to chant Ambedkar’s name. “Abhi ek fashion ho gaya hai — Ambedkar, Ambedkar, Ambedkar, Ambedkar, Ambedkar, Ambedkar. Itna naam agar bhagwan ka lete to saat janmon tak swarg mil jata (It has become a fashion to say Ambedkar, Ambedkar, Ambedkar, Ambedkar, Ambedkar, Ambedkar. BJP Criticises Congress for Ignoring National Icons, Hails Ambedkar’s Contributions
SRINAGAR: The Congress party has been accused of neglecting and marginalising the legacy of Dr Bhimrao Ambedkar, with the BJP asserting that deliberate efforts were made to downplay his contributions to Indian society and governance. Dr Ambedkar, a key architect of the Indian Constitution and a symbol of social justice, continues to inspire millions despite these attempts, BJP leaders claim.
The alleged neglect includes the refusal of a state plane to carry Dr Ambedkar’s mortal remains, denial of space for a memorial in Delhi, and the delayed award of the Bharat Ratna, which he only received in 1991 under the Janata Party government. His portrait was installed in Parliament’s Central Hall only in 1990, decades after similar honours were accorded to members of the Nehru-Gandhi family.
The BJP has criticised Congress for prioritising the legacy of the Nehru-Gandhi family over other national icons. Memorials for leaders like Netaji Subhas Chandra Bose, Sardar Vallabhbhai Patel, and Dr Rajendra Prasad were also absent in Delhi until non-Congress governments took action. Comparisons were drawn to the extensive areas allocated to memorials of Jawaharlal Nehru, Indira Gandhi, and Rajiv Gandhi in the national capital.
