Two Indian states, northern Bihar and southern Karnataka, have already released caste surveys, both showing a higher number of backward castes and prompting demands to raise quotas.
Two southern states, Andhra Pradesh and Telangana, are also planning to undertake similar surveys.
Vaishnaw said including caste details in the national census would improve transparency, while adding that some states ruled by opposition parties have done their own caste surveys for political gain.
Fortunes of many of these political parties, including Prime Minister Narendra Modi's ruling Bharatiya Janata Party, depend on alliance of castes, particularly those in the OBC category.

The court was hearing a public interest litigation , which has alleged that nobody has been arrested after a statue of Dr Ambedkar, the iconic social reformer and chief architect of the Constitution, was damaged on February 10.
“An affidavit signed by the respondents – Superintendent of Police, Seoni, and the Station House Officer of Police Station Dhuma, Seoni – shall be filed indicating why action has not been taken,” the bench ordered.
The court has listed the case for hearing on May 7. The affidavits would need to be filed by then.
“It is made clear that if action has already been taken, the affidavit shall be filed by the Station House Officer of Police Station, Dhuma, to that effect,” the court added.
According to the PIL, filed by Seoni resident Jitendra Ahirwar, an FIR was registered against unidentified persons on the night of February 10, after the statue was vandalised, but no action was taken, his counsel Dinesh Upadhyay told the court.
Instead of apprehending those behind the crime, the police allegedly moved the damaged statue to an unknown location and installed a new one in its place, he contended.
Over two months have passed, but the police have not arrested a single person, he said.
The court has served notices to the Seoni collector, superintendent of police, Dhuma station house officer and the state government on the PIL, Upadhyay said.

The Supreme Court on Friday upheld a decision of the Tata Institute of Social Sciences (TISS) suspending Dalit PhD scholar Ramadas KS for his alleged misconduct and anti-national activities but relaxed it to the period already undergone.
A bench comprising Justices Dipankar Datta and Manmohan reduced the period of suspension of the PhD scholar from two years to the period undergone till Friday.
A TISS empowered committee on April 17, 2024 suspended Ramadas from the institute for two years and debarred his entry across all its campuses.

The bench noted the submissions of advocate Rajeev Kumar Panday, appearing for TISS, and perused the documents which prompted the committee to suspend the scholar for two years.

The bench, which did not set aside the order of suspension, took note of the fact that Ramadas was doing his PhD from the institution and should be allowed to conclude it.

Panday referred to the records and alleged misconduct of the research scholar to argue that the Bombay High Court was correct in not interfering with the suspension.

The empowered committee decided against Ramadas, represented by senior advocate S Muralidhar, and found him in breach of the honour code, rules and regulation of TISS and banned him for two years.
The Bombay High Court on March 12 dismissed Ramadas' plea challenging his suspension by TISS following which he moved the top court.
The scholar was suspended for his participation in a demonstration at Delhi's Jantar Mantar and for organising the screening of a documentary about the Ayodhya dispute.
The TISS alleged he broke its rules by participating in "politically motivated protests" despite being supported by Central government-funded scholarships for scheduled caste students.
"In the ...facts and circumstances, having ourselves considered the material on record, we do not find that the impugned committee report suspending the petitioner for two years, suffers from any perversity or illegality. The impugned report and consequent action of suspension are based on material available on record and it is proportionate. We find that this is not a fit case to interfere. There is no merit in the petition and the same is dismissed," the Bombay High Court had said.
Ramadas first enrolled at TISS in 2015, for a Master's degree in Media and Cultural Studies, and was also awarded a scholarship by the Union Ministry of Social Justice and Empowerment.
In 2017, he enrolled in the integrated MPhil and PhD programme in Development Studies, but deferred admission for a year and joined in 2018.
He successfully finished his MPhil degree in 2021.
On February 8, 2023, he was awarded a national fellowship for scheduled caste students on the basis of his performance in the UGC-NET examination.

Who was in power in 1951? Who controlled the system then?” Pradhan asked while addressing a press conference on Thursday.
Pradhan said reservations exist today because of leaders like Ambedkar and Gandhi, claiming Nehru was strongly opposed to caste-based quotas.
“Jawaharlal Nehru’s thinking was well known. Had it not been for Babasaheb (BR Ambedkar) and Bapu (Mahatma Gandhi), had there been no concern for social sensitivity, had the Constituent Assembly not been consulted, there would be no reservations in the country today, because Nehru was staunchly opposed to caste-based reservation,” Pradhan added.
Pradhan said that the Janata government established the Mandal Commission in 1977 to promote social justice, adding, at that time, Jana Sangh, the BJP’s predecessor, was a part of the Janata Party, and prominent leaders like Atal Bihari Vajpayee and Lal Krishna Advani were part of that government.
He questioned who was responsible for keeping the Mandal Commission report locked away for 10 years.
“In the government led by VP Singh, the Mandal Commission report was implemented on our (BJP) suggestion... Rajiv Gandhi has also given long speeches against OBC reservation... What can we expect from those whose social justice is limited to justice for their families? The Congress Party has always been against the deprived, tribal, Dalit, and backwards classes of the country. That is why their hypocrisy is visible today,” said Pradhan.
