Reservations in India.
1)Political Reservation for SC.ST is meant for 10 years,and the same was extended till date by the prevailing Governments with a constitutional Amendments.
2) Reservation in Educational Institution will be given until SC.STs are becoming par with General.
3) Reservation for Employment for SC.ST is also as per point no 2 method.
3a) OBC reservation was included for initial appointment only with an exclusion of creamy layer.
4)Reservation in Promotion is permitted up to the lowest rung of class 1 officer in SC.STs and not OBC..

Percentage of Reservations..
1)
In 1927, the Madras Presidency provided 44% reservation to Non-Brahmin Hindus, 16% to Brahmins, Muslims, Christians, and Anglo-Indians, and 8% to Scheduled Castes.
2)
1942, the Scheduled Castes gained 8.5% reservation in central services and other facilities for the first time.
3)In 1954, the Ministry of Education suggested that 20 percent of places should be reserved for the SCs and STs in educational institutions with a provision to relax minimum qualifying marks for admission by 5 percent wherever required.
4)In 1982, it was specified that 15 % and 7.5 % of vacancies in public sector and government-aided educational institutes should be reserved for the SC and ST candidates, respectively.

Evolution of the Scheme of Reservation.
1. On attainment of Independence, instructions were issued on 21-9-47 providing for
reservation of 12 ½ %of vacancies for SCs in respect of recruitment made by open
competition. (But implementation was poor)
In case of recruitment otherwise than by open competition this percentage was fixed at
16 2/3 %. (implementation was very poor)
2.After the Constitution was promulgated Resolution of 13-9-50, provided 5 % reservation for STs apart from the percentage fixed for
SCs already in force.
3.The 1951 Census showed that the percentage of SCs in the total population
was 15.05 % and that of ST 6.31 %. The percentages were not revised at the time as a
comprehensive bill revising the lists of SCs and STs was under consideration. The other reason for
not revising the percentage was that reservation had already been provided for SCs in posts filled
otherwise than by open competition to the extent of 16.66 % and instructions had also been
issued for following a regional and local percentage for Class III and Class IV posts attracting
candidates from a locality or a region.
4.The 1961 Census revealed that the SC and ST population in
proportion to the Indian population stood at 14.64% and 6.80 % respectively.
Accordingly, the percentage of reservation for SCs and STs was increased from 12 ½ %and 5 %
to 15 % and 7 ½ % respectively on 25-3-70.
5. The 1971 Census did not warrant any such
review. The actual impact of 1981 Census figures on all India percentages could not be known
because the Census of 1981 could not be carried out in the State of Assam. The Government in
1993 introduced reservation for Other Backward Classes in direct recruitment broadly at the rate of
27%. After introduction of reservation for OBCs, total reservation for SCs, STs and OBCs comes to
49.5% in case of direct recruitment on all India basis by open competition and 50% in case of
otherwise than by open competition. As per various judgments of the Supreme Court, total
reservation for these communities cannot exceed the limit of 50%.

A....In 1970 reservation for SC is 15% and ST 7.5%.There is no further increase because of 50%cap by SC.till date...
B....As per census of 1981 SC was 15.8% and ST.7.8 %.No increase.Govt did not increased the reservation to SC.STs.why ?
It's a failure of Govt.
C....As per 1991 census SC was 16.48%and ST was 7.65%..
No increase in Reservation for SC.STs.Why?
D....As per 2001 census SC was.16.2 % and ST 7.82 %
There is no increasein reservation for SC.STs.
E....As per 2011 census SC was.16.6 % and ST was 8.6%
There is no increase..in Reservation..for SC.STs.
F.Once in 10 years govt is taking promptly SC.ST population census.But not increasing the Reservations..Then why they should Cheat the SC.STs...by doing a waste excercise ies Caste Census.
Our Questions to authorities...
?.1.IF IT IS SO (50% CAP) WHAT IS THE USE OF CONDUCTING CASTE BASED CENSUS NOW ?
?2.Opposition as well as ruling party without breaking the Reservation cap of 50 % there is no use of Caste census.
?3.This is the reason the ruling party is issuing orders for caste census.They know that reservation cannot be increased because of cap 50%.In many states they increased for namesack but was stalled by the courts except in Tamilnadu because of iron lady J.Jayalalitha..All politition must touch her feet and learn politics ,How to help SC.ST.OBC..like Tamilnadu with 69%Reservations.
?4 Ruling party BJP as well as oppn INC is only deceiving public with gimmick words of caste census.
Let us not believe both of them because both are in the same lines.
OBC reservation.
1.What is the use of caste census for OBC?
Already in 1931 the OBCpopulation is 52% but reservation for OBC is only 27%.
Why the OBC who are majority in India are silent ?
Is it not the duty of Bharath Sarcar to enact a law in Parliament to increase the OBC Reservation from 27% to 52% as per 1931 census report.
With out breaking the 50%cap all governments are staging drama to cheat the OBC.
The only Solution is breaking the cap of 50% like J.Jayalalitha.
Further for OBC also,Reservation in Promotion to be ensured in all the stages.Class 4 to class 1...
Reservation in Govt as well as private has to be ensured.
