Cooperation Sought for the Successful Completion of Scheduled Caste Survey–Uma Mahadevan

Additional Chief Secretary to the Government and Development Commissioner Uma Mahadevan also serves as the Chairperson of the State-Level Coordination Committee,has appealed to leaders and office-bearers of the Scheduled Caste (SC) communities to extend full cooperation for the successful completion of the SC survey within the BBMP limits.

At a consultative meeting held today at the Dr.Rajkumar Glass House,BBMP Head Office,with SC community leaders and office-bearers,she emphasized the importance of progressing the SC survey in the urban area.

In compliance with directions from the High Court, a comprehensive survey of Scheduled Castes and Scheduled Tribes is being conducted under the chairmanship of retired Justice Dr. H.N.Nagamohan Das, through a single-member commission.

She noted that the survey aims not only to scientifically determine caste data but also to analyze the community’s socio-economic conditions.

She acknowledged delays in the survey due to continuous rains in the city,but informed that the survey is being conducted in three phases:door-to-door, at camps, and through voluntary online submissions.Strict action will be taken against officials who do not perform their duties diligently, she warned.

Awareness campaigns under Information, Education, and Communication (IEC) activities are being carried out to ensure participation from all sections in the urban survey.

Advertisements have also been published in the media. For the survey to be completed successfully,the cooperation of community leaders and office-bearers is essential, she emphasized, urging the SC communities to extend their full support.

*State-Level Committee Member and Principal Secretary to the Government, Manivannan,stated that dedicated officers are being deployed for each ward within the BBMP limits to accelerate the survey process.

A support team is actively working to resolve issues encountered during the survey.For any survey-related grievances, the public may call the helpline at 9481359000.

*BBMP Chief Commissioner Maheshwar Rao said that some people are still hesitant to participate in the SC survey. In this regard,he emphasized the importance of community leaders’support and urged them to raise awareness among their people about participating in the survey.

Special camps are being organized by the BBMP to ensure successful completion of the survey.

*Special Commissioner (Welfare) and Secretary of the BBMP Coordination Committee Suralkar Vikas Kishor mentioned that enumerators are being deployed near Pourakarmika Mustering points to conduct the survey efficiently.

*Key Suggestions Provided by SC Community Leaders/Office Bearers:

*There is a lack of comprehensive awareness within the community regarding the SC survey.Steps should be taken to inform them about the purpose and importance of the survey.

*Proper training should be given to enumerators before deploying them for the survey.

*Distribute leaflets in SC-dominated areas to raise awareness.

*Ensure that no one is excluded from the survey process.

*Use loudspeakers to spread awareness about the ongoing survey.

*Address and rectify technical glitches in the digital platform developed for the survey.

*Deploy additional enumerators to expedite the survey.

*Although caste certificates are not required, some enumerators are still insisting on them.Strict action should be taken against such individuals.

*Consider extending the survey deadline in urban areas.

* Appoint local residents as enumerators to improve outreach and effectiveness.

* Conduct door-to-door surveys during morning and evening hours for better coverage.

The meeting was also attended by former minister H. Anjaneya,State-Level Coordination Committee Secretary and Social Welfare Department Commissioner Rakesh Kumar, and various SC community leaders and representatives.

Kerala’s delimitation commission publishes draft notification on ward restructuring in block panchayats

The State Delimitation Commission has published the draft notification on ward delimitation in the 152 block panchayats in Kerala.

This exercise forms part of the second phase of the ward delimitation in local bodies in the State.

Complaints and opinions regarding the draft will be accepted till June 7. The notification contains the list of grama panchayat wards within a block, the population and maps.ent

The draft can be accessed at the local self-government institutions, district collectorates and on the websites https://delimitation.lsgkerala.gov.in and https://sec.kerala.gov.in.

The Local Self-Government department had published a notification revising the number of wards in the block panchayats on the basis of the 2011 Census. The reservation wards for women, and the scheduled caste and scheduled tribe categories also had been revised as per the notification. As per this decision, 187 new wards are being added to the blocks taking their number from 2080 to 2267.

Complaints should be submitted to the commission secretary or the District Collector either in person or through registered post. Copies of documents, if any, accompanying the complaints should be self-attested.

The Constitution of India will ensure that the country remains united, observed Chief Justice of India BR Gavai on Saturday at the launch of a new Advocates’ chambers and multi-level parking facility at the Allahabad High Court.

The event was attended by several dignitaries, including Uttar Pradesh Chief Minister Yogi Adityanath and Union Minister of State (in-charge) for Law and Justice Arjun Ram Meghwal, Supreme Court judges, Justices Surya Kant and Vikram Nath and others.

Addressing the gathering, Chief Justice of India (CJI) Gavai noted that while it is often said that Uttar Pradesh has a powerful and hardworking Chief Minister, the State itself is a land of powerful people.

CJI Gavai went on to comment on the vision underlying the Constitution of India. He noted that when the Constitution's final draft was tabled, Dr. BR Ambedkar had said that it was supposed to establish a system that was neither wholly federal, nor fully unitary.

"The Constitution is such that country will remain united. Whenever our country has been attacked, it has emerged victorious and our constitution has to be credited for it," CJI Gavai added.

He also recounted Dr. Ambedkar's warning that the resolution of socio-economic inequalities in India was key to its success as a democracy.

"Dr. Ambedkar had delivered a speech in constituent assembly.. he had said that we are focusing on one person-one vote-one value, with which we will bring political equality. But what about social and economic equality? He had replied that in the social frame, that country is divided into four frames that are so tight that one does not travel from one to another, and that wealth is concentrated in the hands of a few. He had warned that unless we address this, democracy cannot be achieved," CJI Gavai said.

He went on to observe that over the years, the executive and the judiciary have been working harmoniously. He highlighted the Supreme Court's role in interpreting the Constitution and in recognising the importance of the fundamental rights it guarantees.

He also commented on how lawyers play a crucial role in the administration of justice, by noting that,

"Bar and Bench are two sides of the same coin. The two wheels of the chariot. Even if it does not work in tandem, the chariot of justice cannot move forward (unless lawyers and judges, being the two wheels, cooperate with each other)."

In his address, Union Minister Arjun Ram Meghwal congratulated those responsible for the development of the new facilities at the High Court.

"The lawyers who deliver services on tele-law should also be allotted chambers here," he added.

Uttar Pradesh Chief Minister Yogi Adityanath made note to mention that the Allahabad High Court has played a crucial role in ensuring the smooth conduct of the Mahakumbh. He said that if the Court had stayed any of the government’s decisions, it would not have been possible to carry out the event.

He appreciated the High Court’s support in allowing everything to proceed peacefully.

"We always think, why are lawyers so stressed? Imagine their working conditions .. often working under the trees. I hope the AC cools your anger down. Integrated court complex needs parking and lawyers' chambers," he added.

Supreme Court judge, Justice Surya Kant urged lawyers to effectively use the newly launched facilities.

"Please keep in mind the needs of district and sessions court also. Modern infrastructure is the need for efficient judicial functioning. Please utilise the facilities constructively," he said.

Justice Vikram Nath, meanwhile, commended the Allahabad High Court's Chief Justice, Arun Bhansali, for his quiet efforts to better the institution.

"I have always strived to strike a conversation with the Chief Justice of Allahabad High Court, but was unsuccessful. He does not speak much, and if you don't speak, he will also not speak. He quietly keeps working for the betterment of the institution," remarked Justice Vikram Nath.

RAIPUR: With the Chhattisgarh govt advancing its plan to relocate the Vidhan Sabha to a new, state-of-the-art complex in Nava Raipur, Leader of Opposition Dr Charandas Mahant has written to chief minister Vishnu Deo Sai and Assembly Speaker Dr Raman Singh, urging the installation of a statue of Bharat Ratna Baba Saheb Bhimrao Ambedkar at the new Assembly complex.

Dr Mahant stated that the architect of the Constitution, Baba Saheb Bhimrao Ambedkar, shaped the Constitution with clarity, foresight, and a spirit of social justice. He added that this serves as an ideal for any democratic nation and it is everyone's duty to follow it.

Dr Mahant mentioned that during his tenure as Chhattisgarh Assembly Speaker, he announced the installation of Baba Saheb Bhimrao Ambedkar's statue in the proposed new Assembly complex.

He noted that Prime Minister Narendra Modi gave his in-principle consent to attend the inauguration ceremony of the newly constructed Chhattisgarh Assembly in November 2025.

Dr Mahant believes this would be an opportune time to unveil the statue of Baba Saheb Ambedkar, which would be a great honour for the Scheduled Caste community in Chhattisgarh and India. This would also serve the broader public interest in remembering the great leader's contributions.

HYDERABAD: Panchayat Raj & Rural Development Minister Danasari Anasuya has expressed serious concern over Forest Conservation Acts being used as a tool to hinder providing basic amenities even in the Schedule V areas where the Particularly Vulnerable Tribal Groups (PVTGs) live.

She wondered as to what is the point of holding the post of Cabinet minister when she cannot even ensure access to basic healthcare and education in Adivasi areas.

The minister was speaking at the inaugural of a regional workshop on Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) scheme organised by the Union Ministry of Tribal Affairs, and hosted by Telangana government here on Friday.

Anasuya, who is popularly known as Seethakka, recounted a decision that she had to take during the course of a review meeting recently. She said that she had to authorise makeshift container schools and clinics in her Mulugu constituency out of sheer desperation and responsibility.

“One core and painful reality continues to emerge: While some tribal areas in the plains have gained access to basic services, our agency areas — especially Fifth Schedule regions — remain deprived of essential amenities, despite the government’s committed funding. It is deeply troubling that in some Adivasi gudems, we have not even been able to build a hospital,” she said and urged the Centre to give appropriate directions to provide basic amenities in the Fifth Schedule areas.

Later in the day, she held a meeting with project officers of Integrated Tribal Development Authority. During the meeting, the Annual Credid Plan of Rs 2,350 crore for FY 2025-26 was approved to finance different livelihoods schemes under PMFME, finance to housing, FPOs, canteens, climate financing and micro enterprise activities, integrated dairy development and integrated poultry development to augment the income of the SHG members under Mahila Shakti scheme.

The chief of a banned upper-caste private army was shot dead by unknown gunmen in India's eastern state of Bihar on Friday, police said.

Brahmeshwar Singh headed the Ranvir Sena, a private militia of upper caste landlords allegedly responsible for several mass killings of low-caste people or Dalits.

Nicknamed the Butcher of Bihar, Singh faced charges in connection with killings in the 1990s that left 277 farmers and villagers in the province dead.

Singh, 67, was on a morning walk near his home in the province's Bhojpur district when he was shot dead by unidentified assailants.

“He died on the scene. Protesters prevented the police from taking the body for autopsy. The situation is extremely tense,” senior police official SK Bharadwaj told reporters.

State authorities deployed additional security forces in the area as Singh's supporters attacked government offices and set fire to vehicles in protest.

The society of rural Bihar has an almost feudal structure, characterised by widespread caste discrimination.

Singh formed Ranvir Sena in 1992, and fought with Dalit groups and Maoist insurgents on behalf of upper-caste landlords.

The group was accused of several massacres, including one in the Laxmanpur Bathe area in 1997, in which 61 Dalits including women and children were killed.

Singh was arrested in 2002 and imprisoned for nine years in connection with several cases including the Laxmanpur Bathe incident. He was released on bail last year.

Jind, Haryana- A shocking case of caste-based harassment has emerged from Christ Raja Convent School in Jind, where an 8th-grade Dalit student, Jansu Chauhan, faced prolonged abuse, threats, and intimidation from his classmate’s family—with alleged complicity from a school teacher. The incident, rooted in caste hatred, exposes the systemic failures of law enforcement and educational institutions in protecting marginalized students.

The ordeal began with a minor argument between Jansu and his classmate Jivansh over a phone call. However, it escalated horrifically when Jivansh’s father, Vikas Sharma, and uncle, Deepak Sharma, called Jansu and subjected him to casteist slurs ("Chude, Chamaar, Bhangi"), death threats, and derogatory abuse. They allegedly threatened to strip his parents—a clear attempt to humiliate the family for their Valmiki (Dalit) identity.

Jansu’s mother, a homemaker, revealed that this was not an isolated incident. In her police complaint filed on May 17, she stated that Vikas and Deepak had been harassing her son for three years, often waiting outside the school to intimidate him and record videos. She also accused a teacher, Hariom Koshish, of supporting the accused.

Despite the severity of the complaint, Patiala Chowki Police Station in Jind failed to register an FIR immediately. It took eight days of relentless follow-up before Case No. 179 was finally filed on May 25, under Sections 296, 351(2), 3(5) BNS and Sections 3(1)(r) & 3(1)(s) of SC/ST (Prevention of Atrocities) Act, 1989

Shockingly, only Deepak Sharma was named in the FIR, while Vikas Sharma and teacher Hariom Koshish were excluded—despite being named in the complaint.

The delay in justice has left Jansu’s family in severe distress. Jansu has stopped attending school, fearing further harassment—a tragic blow to his education and mental well-being. His mother’s struggle highlights how caste privilege manipulates police and legal systems, denying Dalit families timely justice.

Currently, Deepak Sharma is in 14-day judicial remand, but activists demand action against all accused, including Vikas and the teacher.

Sidhi- Over 100 Tribal families were forced to live in the open or makeshift shelters as their homes, which they had been living in for generations, were bulldozed by the Madhya Pradesh government in Sidhi district. Sidhi is around 650 km from Bhopal. The demolition drive was carried out by the Revenue Department after the landowner, Mrigendra Singh, won a lawsuit. Reportedly, the Tribal families were living on the land for three to four generations, and the land housed over 100 landless Kol Tribal families.

Tribals alleged that they were informed about the court's order a few hours before the landowner, along with the officials of the Revenue Department and the police, arrived with bulldozers and demolished their homes. Earlier, the civil court had ruled in favour of the landowner and instructed the administration to make the land encroachment free by May 7. However, the Madhya Pradesh government did not rehabilitate the Tribals properly. Around only 40 to 45 affected Tribal families were shifted to makeshift shelters, while more than 50 families were left to live in the open with little children and old-age parents.

The matter was highlighted after former minister Kamleshwar Patel visited the spot and shared some videos of the Tribal families. Patel said that these Tribals can't read the court notice. “The administration acted in a completely inhumane manner. Children are lying on the open roadside, and the rainy season has already started.” He further pointed out that the landowner has won the lawsuit, but this is not the way to punish poor Tribals. “They are forced to live in the open with the children. Collector has assured that affected families will be provided lands or homes under Pradhan Mantri Awas Yojana,” Patel told IANS. Meanwhile, District Collector Swarochish Somavanshi said that proper arrangements for the families will be taken up within the next couple of days.(IANS)
