India will start counting its vast population in a mammoth exercise starting next year. The first census in 16 years will be conducted digitally and include controversial questions about caste for the first time since independence.

The Home Ministry announced plans to conduct a two-stage count ending March 1, 2027, in a statement Wednesday night.

India's last official census in 2011 counted 1.21 billion people. The country's population is now estimated to be well over 1.4 billion, making it the world's most populous country, according to the UN’s Department of Economic and Social Affairs.

The once-in-a-decade population survey was originally due in 2021 but was delayed by the COVID-19 pandemic and logistical hurdles.

The Home Ministry said the new census will be carried out in two phases and conclude by March 1, 2027. The government will spell out the details and schedule of the exercise later this month.

They'll collect information about houses and their occupants, such as sex, age, marital status, religion, mother tongue, language, literacy and economic activity — as well as caste.

What is caste?

New questions about caste are controversial.

Caste is an ancient system of social hierarchy in India and is critical to Indian life and politics.

There are hundreds of caste groups based on occupation and economic status across India, particularly among Hindus, but the country has limited or outdated data on how many people belong to them.

The caste system divides Hindus into four main categories – Brahmins, Kshatriyas, Vaishyas and the Shudras, according to Manusmriti, a controversial Vedic Hindu book whose copies have been burnt to protest the discrimination.

At the top of the hierarchy are the Brahmins, who are supposed to be preachers, teachers and intellectuals. Kshatriyas are warriors and rulers. Third are the Vaishyas, or the traders. Shudras, for all the menial jobs.

The main castes are further divided into thousands of sub-castes, each based on their specific occupation.

Outside of this Hindu caste system are the achhoots, or the untouchables, also known as the Dalits.

Dalits face brunt

According to India’s National Crime Records Bureau, some 45,935 cases of violence are recorded each year against Dalits, in addition to discrimination and untouchability, including prohibition in religious places and festivities.

According to the National Campaign on Dalit Human Rights (NCDHR), one crime is committed against a Dalit every 18 minutes, and 6 Dalits are kidnapped every week, three Dalit women are raped every day and 13 Dalits are murdered every week in India.

Since India's first census in 1951, it counted only Dalits and Adivasis, members of marginalised groups known as scheduled castes and tribes.

Quotas

India has quotas that reserve government jobs, college admissions and elected offices for a swathe of lower and intermediate castes that are recognised as Other Backward Classes (OBC).

India’s current policy caps quotas at 50 percent, with 27 percent reserved for OBCs. A count of these groups will likely lead to calls to raise the quotas.

Successive Indian governments have resisted updating caste data, arguing that it could lead to social unrest.

The announcement on the census comes months ahead of a crucial election in India’s poorest state of Bihar, where caste is a key issue. Prime Minister Narendra Modi’s party runs a coalition government in Bihar.

FIR against Bengaluru North University VC under SC/ST Act

The Kolar police have registered an FIR against Niranjana Vanalli, the Vice Chancellor (VC) of Bengaluru North University (BNU) under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) amendment bill 2015, and also under the Bharatiya Nyaya Sanhita, 2023.

Following the directions of the district sessions court of Kolar, the police have registered an FIR. Manjunatha. R, guest faculty of the BNU had filed a private complaint before the court. The court directed the police to register an FIR, conduct an investigation and submit the report.

NEW DELHI: Leader of opposition in Lok Sabha Rahul Gandhi interacted with the DUSU students and discussed the "anti-reservation" moves by the Central Universities and IITs that was resulting into disqualification of qualified SC,ST and OBC candidates.

Sharing a video on X on Tuesday, Rahul questioned the use of "Not Found Suitable" category to disqualify applicants.

"Not Found Suitable is the new Manuism now. Qualified SC/ST/OBC candidates are being deliberately 'disqualified' - to keep them away from education and leadership. Babasaheb had said: Education is the biggest weapon for equality. But the Modi government is busy blunting that weapon. In Delhi University, more than 60% of the reserved posts of professors and more than 30% of the reserved posts of associate professors have been kept vacant by calling them NFS," he said.

"This is no exception - IITs, Central Universities, the same conspiracy is going on everywhere. NFS is an attack on the Constitution. NFS is a betrayal of social justice. This is not just a fight for education and employment – it is a fight for rights, respect and participation. I spoke to DUSU students - now together we will respond to every anti-reservation move of BJP/RSS with the power of the Constitution," he added.

Meanwhile, PM Modi on Sunday hailed the decision to conduct caste census and said that it was a means to include those left behind in the development process.

A Bengaluru head constable marched alone to Raj Bhavan, opposing Police Commissioner B Dayananda's suspension by the Karnataka government following the Chinnaswamy Stadium stampede which claimed eleven lives.

In a rare act of protest from within the police force, a head constable from Bengaluru’s Madiwala Police Station marched in uniform from Vidhana Soudha to Raj Bhavan on Friday, opposing the suspension of Bengaluru Police Commissioner B Dayananda following the stampede outside M Chinnaswamy Stadium which claimed 11 lives.

Head Constable Narasimharaju wore a black band and held a photograph of Dr BR Ambedkar during his solo protest, which was aimed at expressing dissent over the government’s handling of senior police officers. The demonstration concluded with his detention by the Vidhana Soudha police near Raj Bhavan.

The Karnataka BJP reacted strongly to the development, calling it a “mutiny” within the state police. Posting on social media platform X, the party said, “When the police themselves rebel against the Congress government holding Dr BR Ambedkar’s photo, it's not just a protest. It is a clear statement of no confidence.”

“The very protectors of law are now standing against the Congress government. A massive letdown of the police force by the state,” the BJP added.

The post further accused the Congress of misusing the Constitution, stating, “Congress uses the Constitution as a photo prop. They neither respect it nor understand it.” The protest follows growing criticism of the Karnataka government’s decision to suspend Commissioner B Dayananda following the June 4 stampede outside M Chinnaswamy Stadium that left 11 people dead and several others injured.

The suspension has triggered widespread reactions, with former police officers, Opposition parties, and citizens rallying in support of Dayananda. Social media has seen a surge in messages under the hashtag #IStandWithBDayanand, as users questioned the state government’s decision and called it unfair and hasty.

Bengaluru police personnel, disheartened by the decision, were reportedly considering wearing black bands on their sleeves as a mark of protest. According to sources, discussions were underway among officers on how to respond, with some reportedly fearful of backlash from the government.
