India will start counting its vast population in a mammoth exercise starting next year. The first census in 16 years will be conducted digitally and include controversial questions about caste for the first time since independence.
The Home Ministry announced plans to conduct a two-stage count ending March 1, 2027, in a statement Wednesday night.
India's last official census in 2011 counted 1.21 billion people. The country's population is now estimated to be well over 1.4 billion, making it the world's most populous country, according to the UN’s Department of Economic and Social Affairs.
The once-in-a-decade population survey was originally due in 2021 but was delayed by the COVID-19 pandemic and logistical hurdles.
The Home Ministry said the new census will be carried out in two phases and conclude by March 1, 2027. The government will spell out the details and schedule of the exercise later this month.
They'll collect information about houses and their occupants, such as sex, age, marital status, religion, mother tongue, language, literacy and economic activity — as well as caste.
What is caste?
New questions about caste are controversial.
Caste is an ancient system of social hierarchy in India and is critical to Indian life and politics.
There are hundreds of caste groups based on occupation and economic status across India, particularly among Hindus, but the country has limited or outdated data on how many people belong to them.
The caste system divides Hindus into four main categories – Brahmins, Kshatriyas, Vaishyas and the Shudras, according to Manusmriti, a controversial Vedic Hindu book whose copies have been burnt to protest the discrimination.
At the top of the hierarchy are the Brahmins, who are supposed to be preachers, teachers and intellectuals. Kshatriyas are warriors and rulers. Third are the Vaishyas, or the traders. Shudras, for all the menial jobs.
The main castes are further divided into thousands of sub-castes, each based on their specific occupation.
Outside of this Hindu caste system are the achhoots, or the untouchables, also known as the Dalits.
Dalits face brunt
According to India’s National Crime Records Bureau, some 45,935 cases of violence are recorded each year against Dalits, in addition to discrimination and untouchability, including prohibition in religious places and festivities.
According to the National Campaign on Dalit Human Rights (NCDHR), one crime is committed against a Dalit every 18 minutes, and 6 Dalits are kidnapped every week, three Dalit women are raped every day and 13 Dalits are murdered every week in India.
Since India's first census in 1951, it counted only Dalits and Adivasis, members of marginalised groups known as scheduled castes and tribes.
Quotas
India has quotas that reserve government jobs, college admissions and elected offices for a swathe of lower and intermediate castes that are recognised as Other Backward Classes (OBC).
India’s current policy caps quotas at 50 percent, with 27 percent reserved for OBCs. A count of these groups will likely lead to calls to raise the quotas.
Successive Indian governments have resisted updating caste data, arguing that it could lead to social unrest.
The announcement on the census comes months ahead of a crucial election in India’s poorest state of Bihar, where caste is a key issue. Prime Minister Narendra Modi’s party runs a coalition government in Bihar.
FIR against Bengaluru North University VC under SC/ST Act

The Kolar police have registered an FIR against Niranjana Vanalli, the Vice Chancellor (VC) of Bengaluru North University (BNU) under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) amendment bill 2015, and also under the Bharatiya Nyaya Sanhita, 2023.
Following the directions of the district sessions court of Kolar, the police have registered an FIR. Manjunatha. R, guest faculty of the BNU had filed a private complaint before the court. The court directed the police to register an FIR, conduct an investigation and submit the report.
'Dalits being deliberately disqualified': Rahul Gandhi alleges 'anti-reservation' moves by IITs, Central Universities
NEW DELHI: Leader of opposition in Lok Sabha Rahul Gandhi interacted with the DUSU students and discussed the "anti-reservation" moves by the Central Universities and IITs that was resulting into disqualification of qualified SC,ST and OBC candidates.
Sharing a video on X on Tuesday, Rahul questioned the use of "Not Found Suitable" category to disqualify applicants.
"Not Found Suitable is the new Manuism now. Qualified SC/ST/OBC candidates are being deliberately 'disqualified' - to keep them away from education and leadership. Babasaheb had said: Education is the biggest weapon for equality. But the Modi government is busy blunting that weapon. In Delhi University, more than 60% of the reserved posts of professors and more than 30% of the reserved posts of associate professors have been kept vacant by calling them NFS," he said.

Meanwhile, PM Modi on Sunday hailed the decision to conduct caste census and said that it was a means to include those left behind in the development process.

A Bengaluru head constable marched alone to Raj Bhavan, opposing Police Commissioner B Dayananda's suspension by the Karnataka government following the Chinnaswamy Stadium stampede which claimed eleven lives.

In a rare act of protest from within the police force, a head constable from Bengaluru’s Madiwala Police Station marched in uniform from Vidhana Soudha to Raj Bhavan on Friday, opposing the suspension of Bengaluru Police Commissioner B Dayananda following the stampede outside M Chinnaswamy Stadium which claimed 11 lives.
Head Constable Narasimharaju wore a black band and held a photograph of Dr BR Ambedkar during his solo protest, which was aimed at expressing dissent over the government’s handling of senior police officers. The demonstration concluded with his detention by the Vidhana Soudha police near Raj Bhavan.
The Karnataka BJP reacted strongly to the development, calling it a “mutiny” within the state police. Posting on social media platform X, the party said, “When the police themselves rebel against the Congress government holding Dr BR Ambedkar’s photo, it's not just a protest. It is a clear statement of no confidence.”
“The very protectors of law are now standing against the Congress government. A massive letdown of the police force by the state,” the BJP added.
The post further accused the Congress of misusing the Constitution, stating, “Congress uses the Constitution as a photo prop. They neither respect it nor understand it.” The protest follows growing criticism of the Karnataka government’s decision to suspend Commissioner B Dayananda following the June 4 stampede outside M Chinnaswamy Stadium that left 11 people dead and several others injured.
The suspension has triggered widespread reactions, with former police officers, Opposition parties, and citizens rallying in support of Dayananda. Social media has seen a surge in messages under the hashtag #IStandWithBDayanand, as users questioned the state government’s decision and called it unfair and hasty.
Bengaluru police personnel, disheartened by the decision, were reportedly considering wearing black bands on their sleeves as a mark of protest. According to sources, discussions were underway among officers on how to respond, with some reportedly fearful of backlash from the government.

Marginalised communities holding highest offices in India, says CJI
The representatives of marginalised communities are today holding some of the highest constitutional offices in India in keeping with Dr B R Ambedkar’s vision of “equality, liberty, justice and fraternity” for all, Chief Justice of India B R Gavai has said.
Delivering a special lecture to commemorate 75 years of the Indian Constitution on Thursday evening at the historic Gray’s Inn in London, where Ambedkar received his qualification as a barrister in England over a century ago, Gavai highlighted the enduring legacy of the social justice reformer as the chief architect of the Constitution.
Gavai said it was an “incredibly emotional moment” for him to reflect upon the legacy of one of the greatest legal minds in modern history who also had a profound impact on his own career path.
As someone who shares the same Dalit social background as Ambedkar, the CJI pointed to some of the highest constitutional offices in the country today being occupied by representatives of marginalised communities in keeping with Baba Saheb’s vision of “equality, liberty, justice and fraternity” for all sections of Indian society.
“Standing here at this historic institution, I am reminded of the enduring legacy Dr B R Ambedkar left behind, not only in the legal field but in the very fabric of Indian democracy,” Gavai said.
“I was born in 1960, almost four years after Dr Ambedkar left us; I was born as a citizen of India and not as an untouchable. Dr Ambedkar’s presence was always felt in my home, from a young age I would hear stories of his courage, his intellect, his relentless pursuit of equality. Those stories became a part of my values, my outlook and my purpose,” he said.
“Dr Ambedkar’s vision for society where every citizen enjoys the full benefit of constitutional protection has been steadily realised through the judiciary, legislation and executive action…” he said.
“It is a matter of pride that the country in the last 75 years has witnessed two woman Presidents and now we have a woman President (Droupadi Murmu) who also represents the most marginalised sections of the society of the
tribal area,” he noted.
“And, I take pride in saying that India has a Chief Justice who comes from marginalised sections, humble background,” he said. In his address on the topic of ‘The Living Document: 75 Years of the Constitution of India, and the Enduring Relevance of Dr Ambedkar’, the CJI went on to spotlight some of the forward-thinking aspects enshrined in the Constitution of India, including Fundamental Rights and Directive Principles, for a “just and inclusive society”.
“As we mark 75 years of this remarkable living and dynamic document, I can confidently affirm that it is the foresight and vision of Dr B R Ambedkar that has enabled the Constitution to endure and stand the test of time,” he said.
Law and Justice Minister Arjun Ram Meghwal shared some personal insights from Ambedkar’s life as a young student of law in London, before he was Called to the Bar at Gray’s Inn in 1922.
“He did not have money and would often skip meals and survive on little sleep, such was his commitment,” shared Meghwal, who described the Constitution as a “noble document” for the world’s largest democracy.
The event was held in association with the High Commission of India in London and also offered archival glimpses into Ambedkar’s life as a student of law in England.
“The adoption of our Constitution in January 1950 was when our democracy came into force. It is hard to imagine how India would have looked without the Constitution that Baba Saheb Ambedkar gave us,” said Indian High Commissioner to the UK, Vikram Doraiswami.
Gray’s Inn is one of the four prestigious Inns of Court, or professional associations for barristers and judges, in London.
Lady Justice Geraldine Andrews, the Treasurer of the Inn, opened Thursday’s proceedings by referencing the portrait of Ambedkar installed in one of the rooms two years ago and Lady Arden, former justice of the UK Supreme Court and chair of the proceedings, called for greater exchanges between India and the UK in the legal arena.
“I was inspired to be Called to the Bar by Gray’s Inn because Dr Ambedkar and Veer Savarkar were barristers there and it was a historic moment for the current Chief Justice of India, who is from the same community as Dr Ambedkar, deliver an address at the Inn,” said barrister Kashmira Vora, behind the installation of the portrait in 2022.
“It was the first non-white portrait to go up in a prominent place at Gray’s Inn. Ever since, the members of the Inn have recognised the contribution made to the development of law by Dr Ambedkar,” she said.
Adivasis Against Maoism: From Resistance to Negotiation

The killing of Communist Party of India (CPI) (Maoist) general secretary Nambala Keshava Rao carries immense military and political significance, which in case of guerrilla movements are constitutively intertwined. Therefore, while the successful raid deep in the forests of Bastar is a major military milestone; the far more important factor which needs to be understood is the erosion of the political legitimacy of the Maoists in the region which must be located in the seismic shift in the Adivasi political landscape – from resistance to negotiation.
A political coalition with the local Adivasis
Despite its broad revolutionary ideals, the contemporary Maoist movement in Bastar is merely a vehicle for the Adivasis to make a sovereign claim over the forests of the region. In this sense, it is unremarkable because Adivasi history is replete with examples of armed rebellions waged against the state to assert sovereign rights.
After the Maoists were forced to flee from Andhra Pradesh to Bastar in search of a safe base, they formed a new political coalition with the local Adivasis. This coalition served the interests of both the entities – the Maoists got a safe haven to wage their guerrilla war and the Adivasis got the political resources to make sovereign claims over the forests.
However, the ideological fanaticism of the Maoists and their refusal to evolve in the face of far-reaching political, economic and technological changes decisively unraveled this coalition.
Disdain for democracy
The fundamental reason for the current state of the Maoist movement is its ideological fanaticism. The stubborn refusal to give up on the ideological fantasy of overthrowing the state through organised violence and replacing it with a totalitarian communist dictatorship made them oblivious to the process of gradual entrenchment of democracy within society which provided resources to the oppressed communities to creatively organise and bargain with the state for cultural, political and economic resources.
Moreover, the primacy accorded to the violent overthrow of the state, made them ally with other regressive and sectarian forces arrayed against the Indian state. This meant espousing irreconcilable ideological positions – for instance, while the Maoists decried Indian nationalism as reactionary; they lent solidarity to the exclusivist nationalisms of Kashmiri and Khalistani separatists on the pretext of the right to self-determination. Such contrived ideological positions further increased their political isolation.
The contrasting trajectory of the Nepali Maoists needs to be retraced here. They began their armed struggle in 1996, in a predominantly rural country with a clearly defined goal of abolishing the monarchy and establishing a republican form of government. Despite enjoying far more popular support than their Indian counterparts; the Nepali Maoists never hesitated to get into a dialogue with other political forces and eventually built a united front to overthrow the monarchy.
More importantly, once the monarchy was abolished, they gave up their totalitarian ambitions and decided to participate in a representative parliamentary democracy. The people’s war was over within a decade. At the time, the Nepali Maoists publicly called upon their Indian counterparts to join the democratic process. Therefore, even within the guerrilla tradition, the Indian Maoists stand isolated; waging an endless war.
Emergence of competing utopias
Despite these limitations, owing to the near absence of the state and the remoteness of Bastar’s forest; the Maoists could still act as a parallel state in the so-called ‘liberated zones’. However, unlike China a century ago, they were not confronted by a feudal, authoritarian order but by an expanding market democracy. The democratic pulls and pushes forced the state to respond to the demands of the Adivasis albeit in a limited manner.
Even so, the remoteness of Bastar enabled the Maoists to establish a ‘monopoly over utopias’. In the absence of alternative developmental visions along with the adverse experience of the Adivasis during the Salwa Judum campaign, the ranks of the movement continued to swell.
However, penetration of the internet ended the Maoist monopoly over utopias. The Adivasi youth were now exposed to the possibilities of the competing developmental visions on their mobile screens.
They began experimenting with this new political idiom by using the limited space provided by the democratic structure to mobilise their community around new demands in an evolving economic scenario. Such experiments are the norm rather the exception across the Adivasi hinterlands –formations like Jai Adivasi Yuva Shakti (JAYS) and Bharat Adivasi Party (BAP) in western India are prime examples of this new politics. This politics of privileges, rights, representation and self respect over resistance and revolution.
The Maoists do not have a robust economic alternative outside the fast shrinking forest economy. Their framework cannot address the here and now. This is not unique to Maoism; it is an inherent limitation of all Marxist movements in the market economy where all aspirations are to be postponed until after revolution, much like the promise of heaven in the afterlife.
Test for democracy
These structural changes have led to a decoupling of Maoist ideological ambitions with the Adivasi aspirations. However, now that the Adivasis are putting their faith in democratic negotiation over armed resistance, it is of utmost importance to devise institutional mechanisms to safeguard their sovereign claims over the forests and its resources.
They must be considered the primary stakeholders in any future economic arrangements; which must be designed to ensure shared prosperity, not modern-day serfdom.

YSRCP slams Govt for lawlessness, dalit oppression
Tadepalli, June 6: YSRCP MLA Tatiparthi Chandrasekhar from Yerragondapalem condemned the State government for the collapse of law and order, accusing it of shielding TDP leaders while targeting dalits and dissenters. “Women and children are unsafe, and Dalits are treated as enemies,” he said, highlighting rampant police brutality against Dalit youth and selective justice.
Chandrasekhar criticized the coalition government’s unfulfilled promises, noting public support for YSRCP’s ‘Vennupotu Dinam’ protest against its failures, while TDP’s Mahanadu event in Kadapa flopped despite heavy mobilization.
“The people reject this arrogance. CM Naidu must face reality,” he asserted.
He accused the government of protecting TDP affiliates involved in crimes, including unchecked ganja transport, as admitted by TDP’s Ganta Srinivasa Rao. Chandrasekhar cited atrocities like the unresolved rape and murder of a minor in Muchumarri and the gang rape of a Dalit girl in Rapthadu by 14 TDP-linked men.
“Home Minister Anita defends police excesses while ignoring these horrors,” he said, noting 700 attacks and 300 murders of YSRCP activists, including former MPTC member Ramesh Naidu in Kurnool.
The MLA slammed the government for stifling dissent with fabricated cases against those questioning power tariffs or delayed welfare schemes. Unlike YSRCP’s transparent welfare delivery, he said, the current regime is steeped in corruption. “The people’s verdict is clear,” Chandrasekhar vowed to fight for justice.
