Tamil Nadu

1. Custodial death case registered under SC/ST Act – Sivaganga

  • A young man’s custodial death case in Manamadurai (Sivaganga district) has been changed to murder and also registered under the SC/ST Prevention of Atrocities Act after protests by Dalit groups.
  • The Madras High Court monitored the case and ordered peaceful protest arrangements.

2. NGO demands 8 atrocity-prone districts

  • NGO Evidence asked the Tamil Nadu government to declare these districts as atrocity-prone:

    • Tirunelveli
    • Thoothukudi

    • Thanjavur

  • In Erode district, a marriage hall owner allegedly refused a hall booking for a Dalit family after learning their caste.

7. Budget allocation for SC/ST welfare

  • Union Budget 2026-27 increased funds for welfare schemes:
    • Scheduled Castes – about 16.6% increase
    • Scheduled Tribes – about 9.2% increase
  • However, analysts say the allocation is still below population proportion.

8. SC/ST sub-classification policy debate

The creamy layer concept, which excludes economically advanced individuals from reservation benefits, currently applies only to Other Backward Classes (OBCs) in India (typically those with family income above ₹8 lakh per year).  It does not apply to Scheduled Castes (SC) and Scheduled Tribes (ST) reservations. Supreme Court Observations (August 2024) In a landmark 6:1 majority judgment in State of Punjab v. Davinder Singh (1 August 2024), a seven-judge Constitution Bench allowed states to sub-classify SC/ST groups to provide more targeted quotas to the most disadvantaged sub-groups.
