State weighs quota for contractual jobs
Social justice and empowerment minister Pradyuman Vaja, who also holds the education portfolio, on Thursday chaired a meeting with officials of the social justice and education departments to review the issue. During the meeting, officials were directed to compile data on the number of contractual employees across govt departments.
Officials said contractual hiring currently takes place through two channels. In some cases, departments make appointments directly, while in others the recruitment process is outsourced to private agencies. Unlike regular govt recruitment, there is at present no provision for reservation for SC, ST or OBC candidates in contractual appointments.
“The govt is paying salaries to contractual employees in any case. In such a scenario, it is prudent to examine whether reservation can also be implemented in such appointments,” an official close to the development said.
One of the options under consideration is introducing reservation-related conditions in tenders floated for agencies entrusted with recruiting contractual employees. Such a clause could require agencies to comply with reservation norms while making appointments, officials said.
The exercise to collect data on contractual employees is expected to form the basis for any future policy decision on extending reservation benefits to contract-based recruitment.

The Maharashtra Bandh has been called by the Vanchit Bahujan Aghadi (VBA), led by Prakash Ambedkar, grandson of Dr B.R. Ambedkar. He has appealed to opposition parties, student groups, labour unions and the public to join what it has described as a peaceful protest across Maharashtra.
The Vanchit Bahujan Aghadi (VBA), led by Prakash Ambedkar, on Thursday called for a Maharashtra Bandh in support of the CJP-led student movement and in protest against the police action against protesters. The shutdown started after 9 AM. The VBA alleges that the police have already issued notices to several of its leaders and activists and the party claims that police have been deployed outside the homes of many office-bearers, preventing them from stepping out.
Ambedkar, a lawyer, activist and politician, who is a two-time Lok Sabha MP and one-term Rajya Sabha MP is the grandson of Dr Babasaheb Ambedkar, the chief architect of the Constitution of India. “In light of the brutal attack and lathi-charge on students protesting peacefully in Delhi, Vanchit Bahujan Aaghadi has called for a Maharashtra Bandh on July 23 in support of the students and in protest against the police brutality,” Prakash Ambedkar said.
Vanchit Bahujan Aghadi (VBA) chief Prakash Ambedkar claimed that nearly 3,500 of his party's workers had been detained ahead of the July 23 statewide bandh called by the outfit. The party has announced the bandh in protest against the Centre's education policies and the alleged police action against students and agitators in Delhi.
"Nearly 3,500 workers of the VBA have been detained. Unfortunately, no action is being taken against those responsible for the NEET paper leak. There is a heavy police deployment everywhere. This is unfortunate," Ambedkar told reporters.
He also alleged that a section of the Rashtriya Swayamsevak Sangh was attempting to provoke a confrontation. "One section of the RSS wants conflict. The group is trying to intimidate VBA workers and supporters. The group is pro-BJP, hence it wants conflict. The conflict will benefit the state government," he claimed.
The VBA is considered to have significant influence primarily in areas like Chembur, Ghatkopar, and Dharavi in Mumbai, which have large Dalit populations. Additionally, the impact of the shutdown may be visible in parts of Sambhajinagar, Akola, and Nagpur. Prakash Ambedkar is scheduled to speak to the media about the shutdown after 9 AM from his residence, 'Rajgriha', in Dadar.
While the opposition has extended verbal support to the shutdown, there is no assurance regarding whether their workers will participate on the ground; consequently, the impact may be limited.
It should be noted that the bandh is a political protest and not an official government-declared shutdown. As of now, the Maharashtra government has not announced a public holiday or ordered the closure of educational institutions, government offices or commercial establishments.

What will remain open during Maharashtra Bandh?
Essential services will remain open as they are expected to continue without interruption. However, some shops, markets and commercial establishments may remain closed voluntarily in areas where the bandh receives support.

செங்கல்பட்டு மாவட்டம், சுன்னம்பேடு பகுதியைச் சேர்ந்தவரும், நீலம் கலாச்சார மையத்துடன் தொடர்புடையவருமான எஸ். வெங்கடேசன் தாக்கல் செய்த மனுவின் அடிப்படையில் இந்த வழக்கு எழுந்துள்ளது. 2025 ஜூன் 13 அன்று தேசிய பட்டியல் சாதியினர் ஆணையத்திற்கு அளித்த தனது புகாரில், இதுபோன்ற சம்பவங்கள் அதிகம் நிகழும் பகுதிகளை 'தீண்டாமை வன்முறைக்கு ஆளாகக்கூடிய பகுதிகள்' என மாநில அரசு அதிகாரப்பூர்வமாக அறிவிக்க வேண்டும் என்று வெங்கடேசன் கோரிக்கை விடுத்திருந்தார். மேலும், அத்தகைய பகுதிகளில் பட்டியல் சாதியினர் மற்றும் பழங்குடியினருக்கென பிரத்யேக காவல் நிலையங்களை உடனடியாக நிறுவ வேண்டும் என்றும் அவர் கோரியிருந்தார்.
தி மூக்நாயக் இதழுக்கு அளித்த பேட்டியில் வெங்கடேசன், தமிழ்நாட்டில் சாதி வன்முறைகளின் நிலைமை சமூகம், சட்டம் மற்றும் அரசியல் ஆகிய மூன்று நிலைகளிலும் சிக்கலானதாகவும் கவலையளிப்பதாகவும் உள்ளது என்று கூறுகிறார். மாநிலம் அதன் முற்போக்கு அரசியல் மற்றும் திராவிட இயக்கங்களுக்குப் பெயர் பெற்றிருந்தாலும், அடிமட்ட அளவில் சாதிப் பாகுபாடும் வன்முறையும் ஒரு கடுமையான சவாலாகவே நீடிக்கின்றன.
வெங்கடேசன் இந்தக் கடிதத்தை எழுதினார்இந்தப் புகாரைக் கவனத்தில் கொண்டு, தேசிய பட்டியல் சாதியினர் ஆணையம், APCR/OL/TN/2025/304819 என்ற கடித எண் மூலம், ஜூன் 23 அன்று, தமிழக அரசுக்குத் தேவையான நடவடிக்கை எடுக்குமாறு அறிவுறுத்தல்களை அனுப்பியுள்ளது.
அதன்பிறகு, தமிழ்நாடு உள்துறை அமைச்சகம் 2026 ஜூலை 7 அன்று 12738/Police.15/2026-1 என்ற கடித எண்ணை வெளியிட்டது. இக்கடிதத்தை உள்துறை துணைச் செயலாளர் எம். சீனன் அவர்கள், சென்னை காவல்துறை தலைமை இயக்குநர் மற்றும் சமூக நீதி, மனித உரிமைகள் பிரிவு காவல்துறை தலைமை ஆய்வாளர் ஆகியோருக்கு முகவரியிட்டு வழங்கினார்.
पत्र में राष्ट्रीय अनुसूचित जाति आयोग से प्राप्त शिकायत की प्रति संलग्न करते हुए संबंधित अधिकारियों से इस मामले में आवश्यक कार्रवाई करने को कहा गया है। गृह विभाग ने निर्देश दिया है कि शिकायत पर की गई कार्रवाई का विस्तृत विवरण सीधे राष्ट्रीय अनुसूचित जाति आयोग, चेन्नई को भेजा जाए। साथ ही उसकी प्रतिलिपि शिकायतकर्ता एस. वेंकटेशन तथा राज्य सरकार को भी उपलब्ध कराई जाए।
पत्र में इस मामले को 'अत्यंत आवश्यक' श्रेणी में रखते हुए विशेष प्राथमिकता के साथ कार्रवाई करने और आयोग को शीघ्र उपयुक्त उत्तर भेजने का भी निर्देश दिया गया है।
उल्लेखनीय है कि वेंकटेशन की याचिका का मुख्य आग्रह यह था कि जिन इलाकों में अस्पृश्यता और जातिगत अत्याचारों की घटनाएं लगातार सामने आती हैं, उन्हें अलग श्रेणी में चिह्नित किया जाए तथा वहां अनुसूचित जाति एवं अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम से जुड़े मामलों की प्रभावी जांच और त्वरित कार्रवाई सुनिश्चित करने के लिए विशेष SC/ST पुलिस स्टेशन स्थापित किए जाएं।
