हमारे देश में, बीजेपी हो हराने के चक्कर में क्षेत्रीय पार्टियों ने अपने अस्तित्व को खो दिया और जो राजनीतिक हल्के में स्थान प्राप्त किया था, गवा दिया है ।
राहुल गांधी गत में संविधान की कॉपी लेकर निकले ,5000 किलो मीटर की यात्रा पूरी की, अपना नाम पप्पू नहीं बदल पाए, न कांग्रेस के थैले में कुछ नया डाल पाए, लेकिन बहुजन समाज के चाटुकार नेताओं ने विशेषकर अनुसूचित जाति के नेताओं ने कांग्रेस की चमचमाहट से प्रभावित होकर अपने स्वार्थ में अनुसूचित जाती की राजनीतिक पहचान/ अस्तित्व को धूमिल कर दिया है।
ध्यान रहे , कांग्रेस के नाम से मनुवाद (बीजेपी को हराने के नाम से ) अन्य पार्टियों के एवं अपने सामाजिक अस्तित्व को खत्म कर रहा है।
अनुसूचित जाति के महत्वाकांक्षी नए - पुराने राजनेता अपने स्वार्थ में जो रिजर्वेशन का फायदा उठा कर आर्थिक रूप से मजबूत हुए ( उनका सामाजिक ज्ञान एक छद्म ज्ञान है ) आज अनुसूचित जाति पहचान को तहस नहस करने में लगे हुए हैं।
नारा लगा रहे हैं कि बीजेपी को हराना है तो कांग्रेस को मजबूत करो।
बड़े शर्म की बात है ,इस तरह कि सोच के लोग उनके स्वार्थ के अतिरिक्त कुछ नहीं दर्शाती है। फलस्वरूप आज बाबासाहिब, डॉक्टर बी आर आंबेडकर एवं अन्य महापुरुषों की विचारधारा एवं मिशन मूवमेंट को तिलांजलि दे रहे है।
इस तरह से मेरे सभी साथियों से अनुरोध है कि बीजेपी को खदेड़ना है, लेकिन अपनी पहचान को खत्म करके नहीं ।
समाज का कर्जा चुकाने के लिए ,सामाजिकता को मजबूत करना है, अपने अस्तित्व को मजबूत करना हैं, न कि अपनी पहचान को खत्म करना है।
ध्यान रहे, बीजेपी, कांग्रेस ,आप , सामंतवादी पार्टियां एवं कम्युनिस्ट पार्टी सब एक है आपको गुलाम बनाए रखने के लिए काम कर रही है, आपको सत्ता में हिस्सेदारी देने के लिए नहीं।
लाल चींटियाँ गुड़ की भेली के इर्द गिर्द चक्कर भेली की सुरक्षा के लिए नहीं काटती है अपितु उसे चाटने के लिए।
जागो भाइयों, बहिनो !!! स्वार्थ आपके अस्तित्व को खत्म कर रहा है, बहुत त्याग किया है हमारे महा मानवों ने आपकी पहचान बनाने में, उसे मत खत्म करो! अपने झोपड़े को मजबूत करो, विचारधारा को मजबूत करो ,किराए के राजमहल की तरफ मत भागो, झाड़ू मार कर भगाये जाओगे।
क्या हाल है राम दास अठावले का, संघ प्रिय गौतम का, उमा भारती का, राम राज का, राजेंद्र गौतम, कन्हैया कुमार का , एक भोंपू वाले जोकर की तरह पूंछ छुपाये डोल रहे है। बहुत सारे अन्य चाटुकारों का हाल बेहाल है।

By drafting the Constitution of India, *Babasaheb Dr. Bhimrao Ambedkar* opened the doors to political democracy—establishing the principle of "one person, one vote," where every individual's vote holds equal weight, regardless of their power, prestige, or position.
However, political democracy alone is insufficient unless social and economic democracy is also established through constitutional means.
It is a matter of great pride and privilege that individuals from reserved categories—having benefited from reservation—rose to become IAS and IPS officers, judges, and high-ranking officials in various institutions. Their children also availed themselves of reservation, and their grandchildren have reached the pinnacle of success in services like the IAS, IRS, and IPS. Such individuals now bear the responsibility of *repaying the debt they owe to society*. They must work ceaselessly, in "mission mode," to advance Babasaheb’s movement, which aims to establish an *egalitarian society*. Furthermore, they should step forward to *attain power* or *secure a share in governance* so that they can formulate and implement fair policies.
Alas! This is not happening. Personal self-interest and a penchant for ostentatious display are preventing it. When birds grow up, they fly high, yet they do not sever ties with their roots. In contrast, many Ambedkarites leave their humble beginnings behind to inhabit glittering "fortresses" and enjoy the utmost luxuries, effectively betraying the common people who had pinned their hopes on them.

10 Years of the Una Dalit Incident: The victim’s family, desperate for justice, seeks community support in the High Court.

10 Years of the Una Incident: After disappointment in the lower court, the victim’s family seeks financial assistance from the community.
Gujarat: A decade has passed since the highly publicized Dalit harassment case in Una, Gir Somnath district. Ten years ago, four Dalit youths were publicly beaten after being falsely accused of cow slaughter for skinning dead cows. Now, the victims of this horrific incident are pleading for financial support from the community to continue their fight for justice.
SouthAsians & DiasporaIn March of this year, a lower court in Veraval acquitted 35 accused in the case. The victims have appealed to the Gujarat High Court to challenge this decision. The next hearing on the appeal is scheduled for August 25th.
According to the Indian Express report, Vashram Sarvaiya, one of the victims of the public beating, says that over the past ten years, he has incurred significant debt and expenses to fight his case. His sources of income are extremely limited. He did not seek help for a decade, but now he desperately needs financial support from society to continue his legal battle. Vashram explained that he will need funds to pursue justice in the High Court and, if necessary, the Supreme Court.
The last hearing on Vashram’s appeal pending before the Gujarat High Court was held on July 20. That day, a division bench of the High Court directed the registry to summon the entire record of the lower court proceedings and listed the case for August 25.
Courts& JudiciaryTo seek justice, Vashram has been sending WhatsApp messages to his acquaintances since July 11, 2026, appealing for financial assistance directly to his bank account via UPI. He has also contacted people through phone calls and messages.
His Gujarati message is deeply moving. It states that today his family is completely financially ruined. If society unites and supports this fight, even if only by a small amount of a flower petal, they will be able to win this battle for self-respect in the High Court and Supreme Court. The message further states that higher courts are highly expensive, so society should consider it its collective responsibility to help the victim’s family get justice.
According to Vashram, since July 11, 2026, he has sent such messages to approximately 30 people in Gujarat, 10 of whom have contributed financially. He urgently needs at least two lakh rupees to fight the case. Depending on how long this legal battle drags on and whether the case reaches the Supreme Court, this expense could increase significantly.
Courts& JudiciaryThis entire incident has also severely affected the employment opportunities of the affected youth. Vashram explains that whenever he goes out to ask for work, people look at him as if he himself had slaughtered a cow. Due to this constant humiliation and discomfort, they have now stopped looking for work.
Skinning dead animals has been a traditional occupation of the Dalit Sarvaiya community. On July 11, 2016, Vashram and two of his relatives were skinning dead cows outside Mota Samadhiyala village in the Una tehsil of Gir Somnath district. One of the cows had been killed by a lion. When some people claiming to be cow protectors arrived in two vehicles, they accused them of cow slaughter.
The Dalit youths were then tied up and brutally beaten with sticks and iron rods. Vashram, along with Bechar, Ashok, and Ramesh, were taken to Una town, where they were publicly flogged and tortured again.
After the video of this brutal attack went viral on social media, widespread outrage spread across the country. The then Chief Minister of Gujarat, Anandiben Patel, visited the Sarvaiya family. Following this incident, Dalit activist Jignesh Mevani organized a massive protest, which later catapulted him to the Gujarat Assembly.
A total of 41 people, including four policemen from the Una police station, were prosecuted in this serious case. During the trial, then-Police Inspector Nirmal Singh Jhala died.
On March 16th of this year, Veraval Additional Sessions Judge Jignesh Pandya delivered the verdict. He acquitted 35 accused, including three policemen who faced serious charges of abetment to crime, negligence, and falsification of government records.
The court found only five people guilty of intentionally causing hurt with dangerous weapons, hostage taking, insulting with intent to provoke breach of peace, and insulting members of the Scheduled Castes. Those convicted include Ramesh Jadhav, Rakesh Joshi, Nagjibhai Vaniya, Pramodgiri Goswami, and Balwantgiri Goswami.
Disappointed with the verdict, Vashram Sarvaiya told the media at the time that he would challenge this unsatisfactory decision in higher courts. Today, they are seeking help from everyone who believes in humanity.
On July 11th, marking the 10th anniversary of the incident, a state-level “Justice and Solidarity Conference” was held at the Mangal Pandey Auditorium in Ahmedabad. There, Balu Sarvaiya, the father of Vashram and Ramesh, declared that he would continue his fight for justice as long as he lived. He said that after ten years of struggle, their case was suppressed in the lower court, but he would go to the Supreme Court and, if necessary, even protest against the government.
Vashram also alleged that the accused have created a fund to continue their legal battle and are receiving covert support from political organizations. In response, the Sarvaiya family is also gathering support from members of the Dalit community and other humanitarian communities. He said that if needed, they can also seek support by posting videos on social media.
Vashram’s family is landless. Their only reliable source of income is selling milk from their one cow and one buffalo. The family consists of Vashram, his wife, a daughter, younger siblings, and parents. They earn only ₹350 per day from milk sales. A few months ago, one of the two cows they reared was killed by a lion, further reducing their income.
It is noteworthy that the lion population has increased significantly in the areas surrounding the Una tehsil of Gir Somnath district since the early 2000s, as lions are now moving out of the Gir protected forests and into coastal areas. This situation proved to be the ultimate irony for Vashram’s family. In 2016, self-proclaimed cow protectors accused him of killing the same cow that had actually been killed by lions.

உனா சம்பவத்தின் பத்தாவது ஆண்டு: கீழ் நீதிமன்றத்தில் ஏற்பட்ட ஏமாற்றத்தைத் தொடர்ந்து, பாதிக்கப்பட்டவரின் குடும்பம் சமூகத்திடம் நிதி உதவி கோருகிறது.
குஜராத்: கிர் சோம்நாத் மாவட்டம், உனாவில் பெரும் பரபரப்பை ஏற்படுத்திய தலித் துன்புறுத்தல் வழக்கு நடந்து ஒரு தசாப்தம் கடந்துவிட்டது. பத்து ஆண்டுகளுக்கு முன்பு, இறந்த மாடுகளின் தோலை உரித்ததற்காக, பசுவதைக் குற்றச்சாட்டின் பேரில் நான்கு தலித் இளைஞர்கள் பொதுவெளியில் தாக்கப்பட்டனர். தற்போது, இந்தக் கொடூரச் சம்பவத்தால் பாதிக்கப்பட்டவர்கள், நீதிக்கான தங்கள் போராட்டத்தைத் தொடர சமூகத்திடம் இருந்து நிதி உதவியைக் கோரி மன்றாடுகின்றனர்.

நீதிமன்றங்கள்மற்றும் நீதித்துறைஇந்தியன் எக்ஸ்பிரஸ் அறிக்கையின்படி, பொது இடத்தில் தாக்கப்பட்டவர்களில் ஒருவரான வஷ்ராம் சர்வையா, கடந்த பத்து ஆண்டுகளாகத் தனது வழக்கை நடத்துவதற்காகக் கணிசமான கடனையும் செலவுகளையும் செய்துள்ளதாகக் கூறுகிறார். அவரது வருமான ஆதாரங்கள் மிகவும் குறைவாக உள்ளன. ஒரு தசாப்த காலமாக அவர் உதவி எதையும் நாடவில்லை, ஆனால் இப்போது தனது சட்டப் போராட்டத்தைத் தொடர, சமூகத்திடமிருந்து நிதி உதவி அவருக்கு மிகவும் அவசியமாகத் தேவைப்படுகிறது. உயர் நீதிமன்றத்திலும், தேவைப்பட்டால் உச்ச நீதிமன்றத்திலும் நீதியைப் பெறுவதற்குத் தனக்கு நிதி தேவைப்படும் என்று வஷ்ராம் விளக்கினார்.
குஜராத் உயர் நீதிமன்றத்தில் நிலுவையில் உள்ள வஷ்ராமின் மேல்முறையீட்டின் மீதான கடைசி விசாரணை ஜூலை 20 அன்று நடைபெற்றது. அன்று, உயர் நீதிமன்றத்தின் இரு நீதிபதிகள் கொண்ட அமர்வு, கீழ் நீதிமன்ற நடவடிக்கைகளின் முழு ஆவணத்தையும் வரவழைக்குமாறு பதிவகத்திற்கு உத்தரவிட்டு, அந்த வழக்கை ஆகஸ்ட் 25-ஆம் தேதிக்குப் பட்டியலிட்டது.
நீதியைப் பெறுவதற்காக, வஷ்ராம் ஜூலை 11, 2026 முதல் தனது அறிமுகமானவர்களுக்கு வாட்ஸ்அப் செய்திகளை அனுப்பி, யுபிஐ (UPI) மூலம் தனது வங்கிக் கணக்கிற்கு நேரடியாக நிதி உதவி கோரி வேண்டுகோள் விடுத்து வருகிறார். அவர் தொலைபேசி அழைப்புகள் மற்றும் செய்திகள் மூலமாகவும் மக்களைத் தொடர்பு கொண்டுள்ளார்.
அவரது குஜராத்தி செய்தி மிகவும் நெஞ்சை உருக்குகிறது. இன்று அவரது குடும்பம் நிதி ரீதியாக முற்றிலும் சீரழிந்துவிட்டது என்று அதில் கூறப்பட்டுள்ளது. சமூகம் ஒன்றுபட்டு, ஒரு சிறிய மலர் இதழால் கூட இந்தப் போராட்டத்திற்கு ஆதரவளித்தால், உயர் நீதிமன்றத்திலும் உச்ச நீதிமன்றத்திலும் சுயமரியாதைக்கான இந்தப் போரில் அவர்களால் வெற்றி பெற முடியும். உயர் நீதிமன்றங்கள் மிகவும் செலவு மிக்கவை என்பதால், பாதிக்கப்பட்டவரின் குடும்பத்திற்கு நீதி கிடைக்க உதவுவதை சமூகம் தனது கூட்டுப் பொறுப்பாகக் கருத வேண்டும் என்றும் அந்தச் செய்தி மேலும் கூறுகிறது.
நீதிமன்றங்கள்மற்றும் நீதித்துறைவஷ்ராமின் கூற்றுப்படி, ஜூலை 11, 2026 முதல், அவர் குஜராத்தில் உள்ள சுமார் 30 பேருக்கு இதுபோன்ற செய்திகளை அனுப்பியுள்ளார், அவர்களில் 10 பேர் நிதியுதவி அளித்துள்ளனர். இந்த வழக்கை எதிர்கொள்ள அவருக்கு அவசரமாகக் குறைந்தபட்சம் இரண்டு லட்சம் ரூபாய் தேவைப்படுகிறது. இந்தச் சட்டப் போராட்டம் எவ்வளவு காலம் நீடிக்கிறது மற்றும் இந்த வழக்கு உச்ச நீதிமன்றத்தை எட்டுகிறதா என்பதைப் பொறுத்து, இந்தச் செலவு கணிசமாக அதிகரிக்கக்கூடும்.

பாகுபாடுமற்றும் அடையாள உறவுகள்பின்னர் தலித் இளைஞர்கள் கட்டிப்போடப்பட்டு, தடிகளாலும் இரும்புக் கம்பிகளாலும் கொடூரமாகத் தாக்கப்பட்டனர். வஷ்ராம், பெச்சார், அசோக் மற்றும் ரமேஷ் ஆகியோர் உனா நகரத்திற்கு அழைத்துச் செல்லப்பட்டு, அங்கு மீண்டும் பொதுவெளியில் சவுக்கடி கொடுக்கப்பட்டு சித்திரவதை செய்யப்பட்டனர்.

The NHRC has taken a strong stance on the assault and caste-based abuse of a Dalit student in Shivpuri, Madhya Pradesh, for drinking from a water bottle, and the death of a girl in Haryana due to contaminated water. It has issued notices to both state governments.
New Delhi: The National Human Rights Commission (NHRC) has taken a strong stance on the incident of assault and caste-based abuse against a Dalit fourth-grade student in a government school in Madhya Pradesh. The Commission has issued notices to the Madhya Pradesh government and police officials seeking responses in this serious matter.
This inhumane incident occurred on July 28th in Ukawal village, Shivpuri district. It is reported that a primary school teacher saw the child drinking from his bottle. Enraged, he not only brutally beat the innocent student but also hurled casteist abuse at him.
The Commission took suo motu cognizance of this incident through a news report published on August 1st. The human rights panel has clarified that if this report is true, it represents a very serious case of gross human rights violations. The victim child recounted his ordeal to his parents upon reaching home, following which the family filed a police complaint.
Given the seriousness of the matter, the NHRC has requested a detailed report from the state Chief Secretary and the Superintendent of Police (SP) of Shivpuri within two weeks. The Commission has also directed that this report should clearly state the statutory compensation and relief provided to the victim student.
Meanwhile, the Human Rights Commission has also issued a notice to the Haryana government in another tragic incident. This case is from Shahzadpur in Ambala district, where a 12-year-old girl died tragically after allegedly drinking contaminated water due to jaundice.
Local residents allege that the drinking water supplied from public taps in the area is completely contaminated. This toxic water has also caused several other children to contract jaundice and fall ill.
In light of this alarming situation, the Commission has sought a response from the Chief Secretary of Haryana within two weeks. Based on the report, which was released on August 3rd, the Commission has asked the administration what concrete steps are being taken to address the contaminated water problem. The report also sought information on the current health status of other sick children undergoing treatment.
The deceased girl was initially undergoing treatment for jaundice at a local hospital. When her condition worsened, doctors referred her to PGIMER, Chandigarh, where she succumbed to her injuries.

नई दिल्ली: राष्ट्रीय मानवाधिकार आयोग (एनएचआरसी) ने मध्य प्रदेश के एक सरकारी स्कूल में चौथी कक्षा के दलित छात्र के साथ हुई मारपीट और जाति आधारित दुर्व्यवहार की घटना पर कड़ा रुख अपनाया है। आयोग ने मध्य प्रदेश सरकार और पुलिस अधिकारियों को नोटिस जारी कर इस गंभीर मामले में जवाब मांगा है।
यह अमानवीय घटना 28 जुलाई को शिवपुरी जिले के उकावल गांव में घटी। बताया जाता है कि एक प्राथमिक विद्यालय के शिक्षक ने बच्चे को अपनी बोतल से दूध पीते हुए देखा। क्रोधित होकर उसने न केवल निर्दोष छात्र की बेरहमी से पिटाई की बल्कि उस पर जातिवादी गालियां भी बरसाईं।
आयोग ने 1 अगस्त को प्रकाशित एक समाचार रिपोर्ट के माध्यम से इस घटना का स्वतः संज्ञान लिया। मानवाधिकार पैनल ने स्पष्ट किया है कि यदि यह रिपोर्ट सही है, तो यह मानवाधिकारों के घोर उल्लंघन का एक अत्यंत गंभीर मामला है। पीड़ित बच्चे ने घर पहुँचने पर अपने माता-पिता को अपनी आपबीती सुनाई, जिसके बाद परिवार ने पुलिस में शिकायत दर्ज कराई।
मामले की गंभीरता को देखते हुए, राष्ट्रीय सुरक्षा आयोग (एनएचआरसी) ने राज्य के मुख्य सचिव और शिवपुरी के पुलिस अधीक्षक (एसपी) से दो सप्ताह के भीतर विस्तृत रिपोर्ट प्रस्तुत करने का अनुरोध किया है। आयोग ने यह भी निर्देश दिया है कि इस रिपोर्ट में पीड़ित छात्र को प्रदान किए गए वैधानिक मुआवजे और राहत का स्पष्ट उल्लेख होना चाहिए।
इसी बीच, मानवाधिकार आयोग ने एक अन्य दुखद घटना के संबंध में हरियाणा सरकार को नोटिस जारी किया है। यह मामला अंबाला जिले के शाहजादपुर का है, जहां पीलिया से पीड़ित एक 12 वर्षीय लड़की की कथित तौर पर दूषित पानी पीने से दुखद मौत हो गई।
स्थानीय निवासियों का आरोप है कि इलाके में सार्वजनिक नलों से आने वाला पीने का पानी पूरी तरह से दूषित है। इस जहरीले पानी के कारण कई अन्य बच्चे भी पीलिया से पीड़ित हो गए हैं और बीमार पड़ गए हैं।
इस चिंताजनक स्थिति को देखते हुए आयोग ने हरियाणा के मुख्य सचिव से दो सप्ताह के भीतर जवाब मांगा है। 3 अगस्त को जारी रिपोर्ट के आधार पर आयोग ने प्रशासन से दूषित पानी की समस्या के समाधान के लिए उठाए जा रहे ठोस कदमों के बारे में पूछा है। रिपोर्ट में इलाज करा रहे अन्य बीमार बच्चों की मौजूदा स्वास्थ्य स्थिति के बारे में भी जानकारी मांगी गई है।
मृत लड़की का पहले स्थानीय अस्पताल में पीलिया का इलाज चल रहा था। जब उसकी हालत बिगड़ी तो डॉक्टरों ने उसे चंडीगढ़ के पीजीआईएमईआर में रेफर कर दिया, जहां उसने दम तोड़ दिया।

₹13,177 crore from SC-ST funds diverted to women’s scheme, Tamil Nadu government under scrutiny | TM Special

Social activists say that diverting special funds reserved for the development of SC-ST communities to any other general scheme violates the principles of social justice.
Chennai – A major revelation has been made under the Right to Information Act. A total of ₹13,177.53 crore from the special component fund reserved for Scheduled Castes (SCs) and Scheduled Tribes (STs) has been used over the past three financial years for the Tamil Nadu government’s ambitious scheme, ‘Kalaignar Magalir Urimai Thogai’ (Women’s Monthly Assistance Scheme).
This information was provided by the Commissionerate of Revenue Administration and Disaster Management in Chennai in response to an RTI application filed by S. Venkatesan, a resident of Chunampet in Chengalpattu district. Venkatesan is the state coordinator of the SC-ST Vimochana Morcha.
The Assistant Commissioner-7 of the Commissionerate (who is also the Information Officer) provided a detailed breakdown of the allocation for the scheme and the amount utilized from the SC-ST Fund in his letter dated July 21, 2026.
According to the RTI reply, a total of ₹18,509 crore (₹1,85,09,05,05,000) has been allocated for the Kalaignar Magalir Urimai Thogai scheme for the financial year 2025-2026. However, the most shocking fact is that ₹6,191.67 crore (₹6,19,16,73,20,000) has been allocated for the scheme from the SC-ST Special Component Fund in the same year.
According to the year-wise details provided by the Commissionerate:
₹2,568.81 crore (₹2,56,88,17,22,264) from the SC-ST Fund in the financial year 2023-2024
₹4,417.04 crore (₹4,41,70,46,37,000) in the financial year 2024-2025
₹6,191.67 crore (₹6,19,16,73,20,000) in the financial year 2025-2026
Thus, a total of ₹13,177.53 crore (₹13,17,75,36,79,64) has been spent on this scheme from the SC-ST Fund in three years.
The RTI reply also mentioned the total annual allocation for the scheme:
2023-2024: ₹5,812 crore
2024-2025: ₹5,138 crore
2025-2026: ₹18,509 crore
However, the Commissionerate clearly stated that details of the number of SC/ST women benefiting from the scheme are not available in their office. They refused to answer the applicant’s query seeking this information.
Venkatesan filed this RTI application on February 14, 2026. After reference to the government letter dated June 19, the letter was received at the Commissionerate on July 1, and a reply was finally sent on July 21.
This revelation has sparked strong reactions from social activists and social justice advocates. They say that diverting special funds reserved for the development of SC/ST communities to another general scheme violates the principles of social justice. This violates the constitutional mandate that ensures dedicated funds for the welfare of Scheduled Castes and Scheduled Tribes. This revelation raises serious questions about the government’s commitment to protecting the interests of the underprivileged.
The Maharashtra government also diverted funds in this manner.
In July, the Vanchit Bahujan Aghadi (VBA) strongly protested the Maharashtra government’s approval of financial assistance of ₹2.80 crore from the Social Justice and Special Assistance Department’s budget for the Ashadhi Ekadashi festival through the Chief Minister’s Warkari Mahamandal. The party alleges that the budget allocated for the welfare of the Scheduled Caste community is being continuously diverted for other schemes, adversely affecting the rights and development of the Dalit community.
Previously, on May 20, the Maharashtra government’s Social Justice and Special Assistance Department issued an executive order approving the use of funds allocated under the Scheduled Caste (SC) component scheme for the Chief Minister’s Majhi Ladki Behen Yojana. Under this decision, a provision of ₹3,000 crore was made for the 2026-27 fiscal year, of which a total of ₹730.51 crore (₹365.2550 crore each month) was distributed to the Women and Child Development Department for March 2026 and April 2026. In February, Maharashtra Social Justice Minister Sanjay Shirsat expressed dissatisfaction with his own government’s policy and reiterated that his department’s funds were being used for schemes like “Ladki Behen,” which was unacceptable.

Centre opposes income-based sub-classification within SC/ST quota, tells Supreme Court no creamy layer exists among scheduled castes and scheduled tribes
The Union Government has informed the Supreme Court that reservation benefits available to members of the Scheduled Castes (SCs) and Scheduled Tribes (STs) cannot be curtailed on the basis of economic status, contending that the concept of a “creamy layer” is inapplicable to these constitutionally recognised communities.
In its written submissions before a Constitution Bench examining the issue of sub-classification within the SC and ST categories, the Centre asserted that social discrimination and historical exclusion suffered by these communities cannot be equated with economic advancement. It argued that financial prosperity alone does not erase the stigma and disadvantages associated with caste-based discrimination.
The Union submitted that introducing an income-based exclusion within the SC and ST categories would run contrary to the constitutional framework governing reservations. According to the Centre, the purpose of reservation for Scheduled Castes and Scheduled Tribes is to remedy centuries of structural discrimination and social marginalisation rather than economic backwardness.
The Centre further argued that the doctrine of “creamy layer”, evolved in the context of reservations for Other Backward Classes (OBCs), cannot automatically be extended to SCs and STs, whose constitutional status and the rationale for affirmative action are fundamentally different.
The submissions were made in proceedings arising from the Supreme Court’s judgment delivered in August 2024, wherein a seven-judge Constitution Bench held that States are constitutionally empowered to create sub-classifications within the Scheduled Castes and Scheduled Tribes for the purpose of ensuring equitable distribution of reservation benefits. While the majority recognised the States’ power to identify comparatively more backward groups within these communities, certain observations in the judgment regarding the possible application of the creamy layer principle have since become the subject of further consideration.
The Union Government clarified that while it supports the principle of sub-classification to ensure that reservation benefits reach the most disadvantaged sections within the SC and ST communities, such an exercise should not be based on income or economic criteria.
It maintained that any policy designed to identify the most backward sections within these communities must be founded on constitutionally permissible parameters that reflect the continuing social and educational disadvantages suffered by different groups.
The Centre’s stand assumes significance as the Supreme Court continues to examine the contours of the 2024 Constitution Bench ruling and the extent to which States may restructure reservation benefits within the Scheduled Castes and Scheduled Tribes without undermining the constitutional guarantees available to them.
The matter is expected to be taken up for further hearing before the Constitution Bench, which will consider the submissions of the Union, the States and other stakeholders before settling the legal position on the implementation of sub-classification within the reserved categories.

Addressing a gathering in Bidar district, Yathindra said, "Dr B R Ambedkar had said that if this country becomes a Hindu nation, there will be no greater danger to this country than that. We have to fight against those who are trying to divide us using the weapon of religion. Only when we do all this will we be able to get our rights and power."
"They are dividing us in the name of religion. The biggest reason for the caste system is religion," he added.
Speaking at a separate event in Bengaluru, Home Minister Priyank Kharge said the BJP, which frequently celebrates Ambedkar's legacy, should also heed his warnings against the idea of a Hindu Rashtra. He said Ambedkar had clearly cautioned that a Hindu nation would be incompatible with the principles of equality, liberty and fraternity that form the foundation of the Constitution.
Priyank accused the BJP of selectively invoking Ambedkar while ignoring his ideological positions, and said the Congress would continue to defend constitutional values and social justice. He also alleged that the BJP and the RSS were attempting to reshape the constitutional vision laid down by Ambedkar.
The remarks by the two ministers come amid an intensifying ideological battle between the Congress and the BJP over Ambedkar's legacy, the Constitution and the concept of a Hindu Rashtra.
