2. MAHARASHTRA — TRIBAL STUDENTS
Amravati — Residential school hostel
English: Around 600 tribal students at a government residential school in Amravati had earlier left the hostel following reports of girls saying they were “possessed.” PTI reported that they were to be moved to a new hostel building from 1 September. Officials attributed the earlier episode to mental stress.

English: On 19 August, the Calcutta High Court reportedly stayed a West Bengal government order seeking re-verification of 1.69 crore caste certificates, including SC and ST certificates, issued during the Trinamool Congress period. How the Matang reservation debate is reshaping Maharashtra’s Dalit politics

The Matang community is intensifying its demand for the sub-categorisation of Scheduled Castes in Maharashtra to combat historical marginalisation and secure a fair share of reservation benefits

Social conflict has once again erupted in Maharashtra over the demand for subcategorisation within the Scheduled Castes (SC) category. The Matang community has intensified its agitation for sub-categorisation, while legislators from various parties within the category have taken a firm stand against it. Over the past two decades, demands for reservation and the issue of sub-categorisation among various castes have remained central to political discourse in Maharashtra. Although the Supreme Court has empowered state governments to implement sub-categorisation within Scheduled Caste and Scheduled Tribe reservations, the Maharashtra government faces opposition from legislators across party lines and various Dalit organisations regarding this decision. But how do electoral arithmetic and the politics of pressure tactics adversely affect the decentralisation of power? In the context of intra-category disparities within the Scheduled Castes and the equitable distribution of resources, how are issues such as cultural politics, caste identity, and political polarisation shaping the policy of social justice?

Marginalisation of the Matang community

In 2003, the then state government established the ‘Krantivir Lahuji Salve Matang Samaj Study Commission’ to consider the demands of the Matang community. The commission examined appointments to posts reserved for Scheduled Castes across various government departments. It highlighted the dominance of the Mahar and Chambhar communities in reserved positions at all levels of the administration. Available data indicates that the

Matang community has lagged behind regarding government posts across all employment categories. For example, according to statistics from the Lahuji Salve Commission, based on data received from 22 municipal corporations in the state, out of 21,066 posts reserved for Scheduled Castes, the Mahar community secured 12,299 positions and the Chambhar community secured 3,578, whereas the Matang community received opportunities for administrative employment in only 1,897 posts. These figures demonstrate that both the Mahar community (which has a larger population than the Matang community) and the Chambhar community (which has a smaller population) secured greater representation.

History of categorisation demand In 2003, the then Maharashtra government constituted the ‘Krantivir Lahuji Salve Matang Samaj Study Commission’. The mandate of this commission was to conduct an in-depth study of the backwardness of the Matang community and allied sub-castes in the state and to make recommendations for their comprehensive development. The study report was submitted in 2008. Based on the backwardness of the Matang community and allied subcastes, the commission recommended granting a separate 5 per cent reservation to the Matang community through a process of sub-categorisation. Since then, the Matang community has been continuously agitating across the state to press for this demand of sub-categorisation.

In 2024, responding favourably to the Matang community’s demand, the state government established the ‘Justice Anant Badar Committee’, a one-member judicial commission.

This commission submitted its report regarding the social and educational backwardness of the Scheduled sub-castes to the state government in March 2026. However, the report has not yet been made public, as the government has issued instructions to invite objections regarding the matter. The government is facing a dilemma, as legislators from all political parties are demanding that the report be made public immediately and that the process of sub-categorisation be halted. Despite the Supreme Court’s approval of subclassification, various Dalit organisations in the state have launched strong opposition to it.

Mahar and Matang: Divergent social paths

Dr Babasaheb Ambedkar belonged to the Mahar community. On October 14, 1956, at Deekshabhoomi in Nagpur, he embraced Buddhism along with millions of his followers.

On that day, millions of Ambedkar’s followers renounced Hinduism and embraced Buddhism. Following this historic event, hundreds of thousands of Ambedkar’s followers in Maharashtra embraced Buddhism. This was not merely a religious conversion; it marked the starting point of a new struggle for education, social equality, human dignity, and political rights. The movement instilled a sense of self-respect within the Dalit community and initiated a new wave of social transformation. During the period of Ambedkar’s conversion movement, some followers from the Matang and Chambhar communities also embraced Buddhism alongside the Mahar community.

However, the extent and social scope of conversion varied across these communities. Due to their distinct historical, cultural, and spiritual legacies, significant sections of the Matang and Chambhar communities remain connected to Hindu traditions, deities, and religious practices, a fact to which the Mahar community, and indeed the Dalit movement at large, takes strong objection. Given the history of untouchability and denial of temple entry, following Ambedkar’s path of conversion, viewed as the first step toward social advancement, remains a central issue for the Dalit movement.

The socio-economic structure of the landless and resource-poor Matang community has played a vital role as artists within religious and folk traditions. Consequently, the economic and cultural practices of the Matang community appear historically intertwined with various religious activities of the Hindu tradition. This leads to criticism from within the Dalit movement: that the Matang community, despite experiencing untouchability, acts as a key bearer of Hindu religious and cultural traditions. This lies at the heart of the contention. Identity crisis of Matangs Inspired by Ambedkar, his followers established the Republican Party of India (RPI) in 1957. Subsequently, the party split due to leadership disputes and organisational conflicts.

However, this political movement produced several prominent Dalit leaders, such as Rajabhau Khobragade, R.S. Gavai, Ramdas Athawale, and Prakash Ambedkar. All these leaders hail from the Mahar community, highlighting the long-standing influence and role of ‘Mahar’ leadership in Dalit politics in Maharashtra.

Under the leadership of Ambedkar, a comprehensive movement encompassing education, organisation, and political representation emerged within the Mahar community; this movement remains their greatest strength to this day. However, a similar process of social transformation did not take place within the Matang community. Ambedkar’s influence helped overcome the fragmentation within the Mahar community; their unity regarding social issues is a significant asset. Educational progress and political representation have accelerated the process of social development for the Mahar community.

In contrast, Krantivir Lahuji Vastad Salve and Lokshahir Annabhau Sathe stand as the two primary pillars of inspiration and identity for the Matang community. Yet, the community has failed to achieve the expected level of unity to leverage the legacy of these great figures for educational advancement. Nevertheless, the Matang community does appear united around the names of Sathe and Salve regarding the issue of the sub-categorisation of Scheduled Castes.

The politics behind reservation policy

The Mahar community has long been considered a traditional Congress vote bank. To secure an alternative voter base to the Mahars or Neo-Buddhists, the BJP and Shiv Sena, which established themselves in the state during the 1990s, empowered leadership within the Matang and Chambhar communities by leveraging the issue of Hindutva. Since the 1990s, the Matang and Chambhar communities who adhere to Hindu traditions have increasingly become traditional voters for the BJP and Shiv Sena. This led to more pronounced political polarisation and a split in votes among Scheduled Caste voters. That is why Dalit movements allege that the BJP has brought the issue of sub-categorisation to the forefront to strengthen its hold over voters from the Matang community.

However, the fact that the Congress opposes sub-categorisation of SC reservations in Maharashtra, despite having implemented it in Congress-ruled Telangana and Karnataka, and dismisses the BJP’s decision merely as a calculation for potential votes, relegates the discourse on the decentralisation of power to a secondary position. Viewing the decentralisation of power as a potential source of division within Scheduled Castes indicates that the discourse surrounding our reservation policy has become centred on power dynamics. Consequently, addressing imbalances in representation becomes a difficult task for any ruling party.

As the long-standing social, educational, and administrative backlog faced by the Matang community is being portrayed merely as a byproduct of Hindutva politics, the issue of power decentralisation might well be sidelined. Various political parties are determining their stance by considering the ‘political nuisance value’ of communities that oppose subcategorisation. This makes it evident that when discussing reservation policies, political parties prioritise their social support base and political interests rather than adopting a policy-driven approach.

डॉ. बाबासाहेब अंबेडकर महार समुदाय से थे। 14 अक्टूबर, 1956 को नागपुर के दीक्षाभूमि में उन्होंने अपने लाखों अनुयायियों के साथ बौद्ध धर्म अपना लिया।

उस दिन अंबेडकर के लाखों अनुयायियों ने हिंदू धर्म त्यागकर बौद्ध धर्म अपना लिया। इस ऐतिहासिक घटना के बाद महाराष्ट्र में अंबेडकर के सैकड़ों-हजारों अनुयायियों ने बौद्ध धर्म का पालन किया। यह मात्र धर्मांतरण नहीं था; इसने शिक्षा, सामाजिक समानता, मानवीय गरिमा और राजनीतिक अधिकारों के लिए एक नए संघर्ष की शुरुआत की। इस आंदोलन ने दलित समुदाय में आत्मसम्मान की भावना जगाई और सामाजिक परिवर्तन की एक नई लहर को जन्म दिया। अंबेडकर के धर्मांतरण आंदोलन के दौरान, महार समुदाय के साथ-साथ मातंग और चंभर समुदायों के कुछ अनुयायियों ने भी बौद्ध धर्म अपना लिया।

मातंग समुदाय द्वारा लंबे समय से झेली जा रही सामाजिक, शैक्षिक और प्रशासनिक पिछड़ेपन को महज़ हिंदुत्व की राजनीति का दुष्परिणाम बताया जा रहा है, जिससे सत्ता के विकेंद्रीकरण का मुद्दा हाशिए पर जा सकता है। विभिन्न राजनीतिक दल उपवर्गीकरण का विरोध करने वाले समुदायों की 'राजनीतिक असुविधा' को ध्यान में रखते हुए अपना रुख तय कर रहे हैं। इससे स्पष्ट होता है कि आरक्षण नीतियों पर चर्चा करते समय राजनीतिक दल नीतिगत दृष्टिकोण अपनाने के बजाय अपने सामाजिक समर्थन और राजनीतिक हितों को प्राथमिकता देते हैं।

Allegations of discrimination against Dalit students at KGBV: They alleged caste-related abuses and forced them to clean; families filed a complaint at the District Magistrate’s office.

A case of alleged discrimination and inhumane treatment of Dalit students has come to light at the Kasturba Gandhi Balika Awasiya Vidyalaya (KGBV) in Asothar block, Fatehpur. The students and their families have accused some teachers of making caste-related remarks, not providing adequate food, and making them clean the bathrooms and other areas.

At around 4:30 pm on Tuesday, the victim families reached the District Magistrate’s office and demanded an impartial investigation and action against the culprits. Geeta Devi, a resident of Sato village in Asothar block, stated that her granddaughters Kiran and Kashish, along with another student, Anjali, attend the school.

According to the families, a complaint was made some time ago regarding the quality of the food at the school. This complaint was also investigated. It is alleged that the school administration became increasingly displeased with the students after this.

Allegations of being threatened with expulsion for asking for food

In a complaint letter submitted to the District Basic Education Officer, serious allegations have been made against teachers Parveen Bano, Aruna Gautam, and Preeti Gautam. The complaint states that female students were threatened with expulsion from the school if they asked for food. There are also allegations of assaulting older students if they protested.

Families allege that female students were humiliated because of their caste. In addition to studying, they were also made to clean the school bathrooms and other areas. According to the complaint, comments were made linking the female students’ caste to cleaning duties, causing them mental distress.

Demand for Fair Investigation and Security from the DM

The victim families have demanded an impartial investigation from the District Magistrate. They demanded a safe and respectful environment for the female students and strict action against those responsible if the allegations are found to be true. They now await the district administration’s investigation and the action taken based on the investigation.

கேஜிபிவி பள்ளியில் தலித் மாணவர்கள் மீதான பாகுபாடு குற்றச்சாட்டுகள்: சாதி ரீதியான அவதூறுகளுக்கு உள்ளாக்கப்பட்டதாகவும், சுத்தம் செய்ய வற்புறுத்தப்பட்டதாகவும் அவர்கள் மீது குற்றம் சாட்டினர்; குடும்பத்தினர் மாவட்ட ஆட்சியர் அலுவலகத்தில் புகார் அளித்தனர்.

ஃபதேபூர் மாவட்டம், அசோதர் வட்டாரத்தில் உள்ள கஸ்தூர்பா காந்தி பாலிகா அவாசியா வித்யாலயாவில் (கேஜிபிவி) தலித் மாணவர்கள் மீது பாகுபாடு மற்றும் மனிதாபிமானமற்ற முறையில் நடத்தப்பட்டதாகக் கூறப்படும் சம்பவம் வெளிச்சத்திற்கு வந்துள்ளது. சில ஆசிரியர்கள் சாதி தொடர்பான கருத்துக்களைத் தெரிவித்ததாகவும், போதுமான உணவு வழங்காததாகவும், கழிவறைகள் மற்றும் பிற பகுதிகளைச் சுத்தம் செய்ய வைத்ததாகவும் மாணவர்களும் அவர்களது குடும்பத்தினரும் குற்றம் சாட்டியுள்ளனர். 

சட்டப்பூர்வமான

செவ்வாய்க்கிழமை மாலை சுமார் 4:30 மணியளவில், பாதிக்கப்பட்ட குடும்பத்தினர் மாவட்ட ஆட்சியர் அலுவலகத்தை அணுகி, பாரபட்சமற்ற விசாரணை நடத்தவும் குற்றவாளிகள் மீது நடவடிக்கை எடுக்கவும் கோரிக்கை விடுத்தனர். அசோதர் வட்டாரத்தில் உள்ள சடோ கிராமத்தைச் சேர்ந்த கீதா தேவி, தனது பேத்திகளான கிரண் மற்றும் காஷிஷ், அஞ்சலி என்ற மற்றொரு மாணவியுடன் அந்தப் பள்ளியில் பயில்வதாகத் தெரிவித்தார்.

குடும்பத்தினரின் கூற்றுப்படி, பள்ளியில் வழங்கப்படும் உணவின் தரம் குறித்து சில காலத்திற்கு முன்பு ஒரு புகார் அளிக்கப்பட்டது. அந்தப் புகாரும் விசாரிக்கப்பட்டது. இதன்பிறகு பள்ளி நிர்வாகம் மாணவர்கள் மீது அதிக அதிருப்தி அடைந்ததாகக் கூறப்படுகிறது.

மாவட்ட அடிப்படைக் கல்வி அலுவலரிடம் சமர்ப்பிக்கப்பட்ட ஒரு புகார் கடிதத்தில், ஆசிரியைகள் பர்வீன் பானோ, அருணா கௌதம் மற்றும் பிரீத்தி கௌதம் ஆகியோருக்கு எதிராகக் கடுமையான குற்றச்சாட்டுகள் கூறப்பட்டுள்ளன. பெண் மாணவிகள் உணவு கேட்டால் பள்ளியிலிருந்து நீக்கப்படுவார்கள் என மிரட்டப்பட்டதாக அந்தப் புகாரில் குறிப்பிடப்பட்டுள்ளது. மேலும், மூத்த மாணவர்கள் எதிர்ப்பு தெரிவித்தால் அவர்கள் தாக்கப்பட்டதாகவும் குற்றச்சாட்டுகள் உள்ளன.

The Superintendent of Police took the matter seriously and directed the concerned police officers to investigate and take necessary action. The police then began questioning the student and gathering information about the case.

Amethi Kotwali police station in-charge Shivakant Tripathi stated that the matter is being investigated based on the complaint. Further action will be taken based on the facts and evidence revealed in the investigation.

వేధింపులతో మనస్తాపం చెందిన ఒక దళిత విద్యార్థిని ఏడాది పాటు చదువు మానేసింది. మళ్లీ వేధింపులకు గురవడంతో ఆమె తిరిగి చదువు ప్రారంభించి, న్యాయం కోసం అమేథీలోని పోలీస్ సూపరింటెండెంట్‌కు విజ్ఞప్తి చేసింది.

అమేథీ కోత్వాలి ప్రాంతంలోని ఒక గ్రామంలో, వేధింపులతో మనస్తాపం చెందిన ఒక విద్యార్థిని దాదాపు ఏడాది పాటు తన కంప్యూటర్ చదువును మానేసింది. కొంతమంది యువకులు తనను పదేపదే వేధించడం వల్లే చదువు మధ్యలోనే ఆపేయాల్సి వచ్చిందని ఆ విద్యార్థిని ఆరోపిస్తోంది.

విద్యార్థిని చెప్పిన దాని ప్రకారం, సుమారు ఒక సంవత్సరం తర్వాత ఆమె తన కంప్యూటర్ చదువును తిరిగి ప్రారంభించినప్పుడు, నిందితులైన యువకులు ఆమెను మళ్లీ వేధించడం మొదలుపెట్టారు. నిరంతర వేధింపులతో మనస్తాపం చెందిన ఆ విద్యార్థిని ఇంటికి తిరిగి వచ్చి, జరిగిన విషయం గురించి తన కుటుంబానికి తెలియజేసింది.

ఆ తర్వాత ఆ విద్యార్థిని తన తల్లితో కలిసి అమేథీ కొత్వాలికి వెళ్లి పోలీసులకు ఫిర్యాదు చేసింది. పోలీస్ స్టేషన్‌లో ఎటువంటి స్పందన రాకపోవడంతో, ఆ విద్యార్థిని తన తల్లితో కలిసి సూపరింటెండెంట్ ఆఫ్ పోలీస్ కార్యాలయానికి వెళ్లి చర్య తీసుకోవాలని డిమాండ్ చేసినట్లు ఆరోపణలు ఉన్నాయి.

పోలీస్ సూపరింటెండెంట్ ఈ విషయాన్ని తీవ్రంగా పరిగణించి, దర్యాప్తు జరిపి అవసరమైన చర్యలు తీసుకోవాలని సంబంధిత పోలీసు అధికారులను ఆదేశించారు. అనంతరం పోలీసులు విద్యార్థిని ప్రశ్నించడం, కేసుకు సంబంధించిన సమాచారాన్ని సేకరించడం ప్రారంభించారు.

ఫిర్యాదు ఆధారంగా ఈ విషయంపై దర్యాప్తు జరుగుతోందని అమేథీ కోత్వాలి పోలీస్ స్టేషన్ ఇన్‌చార్జ్ శివకాంత్ త్రిపాఠి తెలిపారు. దర్యాప్తులో వెల్లడైన వాస్తవాలు, సాక్ష్యాధారాల ఆధారంగా తదుపరి చర్యలు తీసుకుంటామని ఆయన అన్నారు.

Villagers oppose Dalit womans as anganwadi helper

Shivamogga: A controversy has arisen at Mugadthi village, located under the Heddaripura GP near Ripponpete in Hosanagara taluk of Shivamogga district, following the appointment of a Dalit woman as an anganwadi helper.

Some villagers refused to send their children to the centre following her appointment. Shivamogga DC Prabhuling Kavalikatti took the matter seriously and directed the department of women and child development to inspect the location immediately.

Responding to the directive, child development project officer (CDPO) Gayatri Ramachandra, along with personnel from the Ripponpete police station, visited Mugadthi on Monday and convened a meeting with the residents to address the situation.

She clarified that the recruitment was carried out strictly in accordance with govt regulations and legal merit criteria. She said children must not be deprived of health and educational facilities provided at the anganwadi.

Local villager Gururaj, who is also the president of Mugadthi Balamuri Ganapathi Temple, denied any caste-based discrimination or opposition in the village, stating that residents from all communities live together in harmony. He suggested the matter arose from a misunderstanding or miscommunication and assured full cooperation for the welfare of the children.

ಶಿವಮೊಗ್ಗ: ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯ ಹೊಸನಗರ ತಾಲ್ಲೂಕಿನ ರಿಪ್ಪನ್‌ಪೇಟೆ ಬಳಿಯ ಹೆಡ್ರಿಪುರ ಗ್ರಾಮ ಪಂಚಾಯ್ತಿ ವ್ಯಾಪ್ತಿಯ ಮುಗದ್ದಿ ಗ್ರಾಮದಲ್ಲಿ ದಲಿತ ಮಹಿಳೆಯನ್ನು ಅಂಗನವಾಡಿ ಸಹಾಯಕಿಯಾಗಿ ನೇಮಿಸಿದ ನಂತರ ವಿವಾದ ಭುಗಿಲೆದ್ದಿದೆ.

ನೇಮಕಾತಿಯನ್ನು ಸರ್ಕಾರಿ ನಿಯಮಗಳು ಮತ್ತು ಕಾನೂನು ಅರ್ಹತೆಯ ಮಾನದಂಡಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ಕಟ್ಟುನಿಟ್ಟಾಗಿ ನಡೆಸಲಾಗಿದೆ ಎಂದು ಅವರು ಸ್ಪಷ್ಟಪಡಿಸಿದರು. ಅಂಗನವಾಡಿಯಲ್ಲಿ ಒದಗಿಸಲಾದ ಆರೋಗ್ಯ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಸೌಲಭ್ಯಗಳಿಂದ ಮಕ್ಕಳು ವಂಚಿತರಾಗಬಾರದು ಎಂದು ಅವರು ಹೇಳಿದರು.

ಮುಗದ್ದಿ ಬಲಮುರಿ ಗಣಪತಿ ದೇವಸ್ಥಾನದ ಅಧ್ಯಕ್ಷರೂ ಆಗಿರುವ ಸ್ಥಳೀಯ ಗ್ರಾಮಸ್ಥರಾದ ಗುರುರಾಜ್, ಗ್ರಾಮದಲ್ಲಿ ಯಾವುದೇ ಜಾತಿ ಆಧಾರಿತ ತಾರತಮ್ಯ ಅಥವಾ ವಿರೋಧವನ್ನು ನಿರಾಕರಿಸಿದರು, ಎಲ್ಲಾ ಸಮುದಾಯಗಳ ನಿವಾಸಿಗಳು ಸಾಮರಸ್ಯದಿಂದ ಒಟ್ಟಿಗೆ ವಾಸಿಸುತ್ತಾರೆ ಎಂದು ಹೇಳಿದರು. ಈ ವಿಷಯವು ತಪ್ಪು ತಿಳುವಳಿಕೆ ಅಥವಾ ತಪ್ಪು ಸಂವಹನದಿಂದ ಹುಟ್ಟಿಕೊಂಡಿದೆ ಎಂದು ಅವರು ಸೂಚಿಸಿದರು ಮತ್ತು ಮಕ್ಕಳ ಕಲ್ಯಾಣಕ್ಕಾಗಿ ಸಂಪೂರ್ಣ ಸಹಕಾರವನ್ನು ಭರವಸೆ ನೀಡಿದರು.

Two Dalit men have alleged they were abused with caste slurs and forced off chairs at a Bhilwara school's Independence Day programme. The FIR, lodged against five people, has led to an atrocity case, spotlighting caste discrimination at a public event.

A case was registered against five people in Rajasthan's Bhilwara district after two Dalit men alleged that they were abused with caste-based slurs and forced to leave their chairs and sit on the ground during an Independence Day programme at a government school, according to an FIR.

The alleged incident took place on August 15 at a government school in Bhakliya village. Police have registered a case under relevant provisions of the Bharatiya Nyaya Sanhita and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, and further investigation is under way.

The FIR was registered on a complaint by Rameshwarlal Bairwa and Gopilal Bairwa, both residents of Bhakliya village and members of the Scheduled Caste community. According to the FIR, they were attending the Independence Day programme at the school and were sitting on chairs along with other members of their community when five men allegedly approached them, used caste-related abusive words and objected to their sitting on the chairs.
