What are the settlements of poona pact.1932.between Dr B R Ambedkar and Mr Gandhi...by UT News.
Madras – 30
Bombay + Sind – 25
Punjab – 8
Bihar & Orissa – 18
Central Provinces – 20
Assam – 7
Bengal – 30
United Provinces – 20
Communal Award:
Poona Pact:
Communal Award:
The Poona Pact was signed on 24 September 1932 between Dr. B. R. Ambedkar and leaders representing the caste-Hindu community, including M. K. Gandhi, after Gandhi's fast against the separate-electorate provision of the Communal Award. Its central issue was the political representation of the then-called “Depressed Classes”, now constitutionally referred to as Scheduled Castes.

Main settlements of the Poona Pact, 1932
Separate electorates were abandoned
The Communal Award had provided a separate electorate for the Depressed Classes.
Under the Pact, they would instead have joint electorates with reserved seats.
Constitution of India +1
148 reserved seats in Provincial Legislatures
The Pact specified 148 seats for the Depressed Classes:
Province
Reserved seats
Madras
30
Bombay with Sind
25
Punjab
8
Bihar & Orissa
18
Central Provinces
20
Assam
7
Bengal
30
United Provinces
20
Total
148
These seats were to come from the general electorate seats.
Constitution of India +1
Special primary election by Depressed-Class voters
In each reserved constituency, voters belonging to the Depressed Classes would first elect a panel of four candidates.
The final election would then be conducted by the joint electorate.
Constitution of India
Representation in the Central Legislature
The Pact provided that 18% of the seats allotted to the general electorate for British India in the Central Legislature would be reserved for the Depressed Classes.
Constitution of India
Political representation was to continue
The primary-election arrangement was initially to operate for 10 years, unless ended earlier by mutual agreement.
Reserved representation itself was to continue until changed by mutual agreement between the communities.
Constitution of India
No discrimination in public services
The Pact stated that there should be no disability on the ground of belonging to the Depressed Classes regarding appointments to public services.
It called for efforts to secure fair representation in public services, subject to educational qualifications.
Constitution of India
Educational assistance
Each province was to earmark an adequate portion of its educational grant for providing educational facilities to members of the Depressed Classes.
Constitution of India
The most important change
Communal Award → Separate electorate + 71 seats
Poona Pact → Joint electorate + 148 reserved provincial seats + 18% Central Legislature representation
Thus, the Pact increased the number of reserved legislative seats substantially but replaced separate electorates with joint electorates. This trade-off is central to understanding why Dr. Ambedkar later had serious reservations about the Pact even though the number of reserved seats increased.
Constitution of India
Important clarification: The Poona Pact itself did not establish a general 22.5% reservation in government jobs and education. Its actual text spoke of fair representation in public services and earmarking educational grants; claims that the Pact itself created a 22.5% jobs/education reservation conflate it with later reservation policies.
